How to choose a server
Well, there are a bunch of things to know.
If you look at the list of servers, the ones at the bottom are of the highest population, and the one at the top is the last one that you used.
<ul type="square"> [*] Freedom -- Unquenstianbly the server with the highest population. It is often described as "FreeDumb." Lots of everything here, everything from PvP and Farms to RP and BadgeHunters. [*]Virtue -- The second most populated server. Has a rather large RP population. Lots of everything else too.[*]Infinity -- My home server. Approximately the third largest, though that is very arguable. Little bit of everything and pretty durn active. Used to have a very active PvP aspect and Redside presence as well... not sure the status on that now.[*]Justice -- About as populated as Infinity, a very active playerbase as well, high forum presence and community sense. Bunch o' Aussie players here as well. [*]Champion -- [*]Guardian -- Crazy server that loves its cookies, somewhat low population but still fairly active. Red-side is a veritable ghost town a lot of the time.[*]Triumph -- [*]Victory -- Only thing I know is that a fairly active GLBT population seems to reside here.[*]Liberty -- [*] Pinnacle --[*] Protector --[/list][Please fill in the spots I have left blank, I don't know much about those servers at all.]
Triumph -- I'm there thats all the reason you need...
I chose triumph because i like low pop servers and the load is never heavy. It does have a few RP oriented guilds as well.

First,you have to decide what you are looking for,rp,high pop,etc.Secondly,go to the server forum area and read through some of the postings to get a feel on what the server is like.
In addition you do not have to limit yourself to one server,you can mix it up on several servers.I believe making friends,and getting into an active friendly sg/vg will help you make a decision quicker.
If you go red-site (villains) I recommend Freedom. Very active at all times (even late night).
If you go blue (heroes), I recommend my home server of Justice. Active and friendly, though not as busy during late nights (after midnight Eastern).
Virtue if you RP.

Yes, I like Force Fields.
Protector: RP-lite, Farm-lite, everything else-lite, and we run a crapload of events. Home of Team Debt Cap(<--exactly what it sounds like).
By events I mean Hamidon Raids, Rush the Rikti, TF Tuesdays, Thursday Night Fights, superteams, New Player Welcoming Night, Badge's random stuff (like the Great Rikti-Robot Rampage)...all kinds of stuff.
Oh and we're the home of the Jello Shooters (where you can find a team to do just about anything, just about all the time, even an ITF on Invincible with all enemies buffed and no deaths) and KJSR.net (<--internet radio station staffed by CoH players, mostly Protectorites). ^_^
Redside population is usually quite low; we're mostly blueside-oriented. A lot of writers are on Protector and, although our overall population is not that high, I'd like to think we have a smaller percentage of "bad" players than most servers.
Victory - We also have a very strong badging community, arguably one of the largest on the "small servers".

Pinnacle - the Drunk Server. Good, friendly population on both sides, from what I've found.

I notice no one has mentioned the drawbacks of playing on Freedom and Virtue. So here it is.
Due to the high populations on those servers, they freqently get locked (or greyed) out during special events. When that happens you will have a hard time logging onto those servers. You need patience.
It is a good idea to have characters on other servers so you can still enjoy the game if either or both of those servers are down.
The population cap that locks the servers was put there to try to minimize poor server performance caused by too many players online at the same time.
Wise players spread their characters across multiple servers.
Also, Freedom has a reputation for less than mature players. Not that everyone there is a jerk, mind you, but because the population is so high, there are more jerks there.
Unfortunately to people like me, the absolute number of jerks (higher on Freedom) is much more relevant than the relative number of jerks to other players (about the same as on other servers). It's like a screaming baby in a restaurant. All it takes is one to ruin a good meal. Likewise, if you're trying to host or take part in an event, the same thing applies. It only takes one or two griefers to ruin it. Although every server has its share of griefers, because there are more on Freedom and they seek out fun to ruin, it's a lot more likely that you'll run across them.
Similarly, there's a lot more farming, power-leveling, channel spam, etc. on Freedom than any other server. If you're not into that and just want to play the game normally, I'd recommend avoiding Freedom. If you decide you want to go there anyway because of the higher population, I'd recommend quickly seeking out a supergroup there that matches your play style so you'll have some more-or-less instant friends to hang out with instead of leaving your fate up to the general population.
Honestly, for newer players, I usually recommend Infinity. It's got a good-sized population, but doesn't get overloaded during events. It also has a generally nice player base, and of course, a very active group of Taxibots, who like to be kind of a welcoming committee for new players.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

Is there any reason why you don't want to stay there?
On picking a server - make a bunch of characters, spread out over the servers. Find the one that seems the most fun and play there, keeping other characters in reserve for when you get bored with the first one or the server has difficulties.

It's also worth mentioning that regional internet problems can mess up your connection to one of the server farms. Freedom, Infinity, Liberty, Pinnacle, Triumph and Victory are on computers physically located in Virgina (the 'East Coast Servers'). Champion, Guardian, Justice, Protector and Virtue are on computers in California (the 'West Coast Servers').
So, if you do decide you like the game, you'll probably want some characters on a server in group A and one in group B.

I play on Liberty. Thew lowest post count on the forums led me to think it was the lowest population. While I was wrong, I do find that it isn't crowded the way Freedom is. I have some toons on Champion also, but in my experience, the groups on Liberty (both blue and red) seem to mesh well together, and seem to be plentiful.
