what level must you be?
Normally you need either Hover or Air Superiority before you can take fly and you have to be level 14 (people with 60 months vet reward can take it at 6).
So you will need to take one of those other 2 by level 12 if you want fly at 14.

This is like having Ra's Al Ghul show up at your birthday party.
You get the fly power at 14, and you need Hover or Air Superiority from the pool.
Starting at Level 5 you can go to King's Row, get a radio at the police station, and after completing 3 missions, you have the opportunity to play a Safeguard mission, the prize for stopping the bank robbery being a jetpack that gives the Fly power for 2 hours worth of use.
Until I see something that states to the contrary, going to assume VK is right .

If you are playing on a trial account you can only advance to level 13, just short of unlocking Fly. That, and a number of features you aren't allowed to use are the downsides of the trial.
If you upgrade to a regular account the leveling block is removed and you gain access to all those other features.
If you decide you want to upgrade, make sure you upgrade your existing account instead of starting a new one, so you can keep your character(s)
To anyone trying the game out I actually recommend upgrading to a full account for 1 month rather than the free trial. You can level as high as you want and can talk in any channel, join SGs, invite people to teams, all the things trial accounts aren't allowed to do. And since you already have the game downloaded it will be $14.99 for one month, which is less than the price of a movie if you buy popcorn and a soda.

To clarify Von Krieger's post (which may not need it): You can get a "taste" of flying at level 5 with a temporary power which runs out after 2 hours.
The level 14 Fly power is something you can use as long as you want. Fly a hundred yards up in the air, go grab a sandwich in safety, come back, cruise through zones that would otherwise kill you, etc. - and it's a lot faster than the temp power.

To further clarify Fulmens' clarification, the temporary flight pack from the Safeguard (i.e. stop the bank robbery) mission runs out after you have used it for two hours, not after your toon has been logged in for two hours. I've had toons that got that power at level 5 or 6 and used it well into their 30s.

It's 14.
I was teaming with someone on a trial account who was level 13 and I warned her she couldn't go any higher without subscribing. She promptly trained up to 14 and got a travel power and I went and checked the trial account restrictions and found that it was indeed 14.
