None of the sets has "fast recharge" and none of them look particularly "speedy" by having quick animations that you can cycle rapidly. But my opinions aside (I'd go DM for fast-looking, "superspeed" attacks) here's the answer for what you asked:
Of the in-primary attacks, Super Strength has recharges of 2, 4, 8, 25, 8, and 20 seconds; Energy Melee has recharges of 6, 4, 8, 14, 20, 20; and Electric Melee has recharges of 3, 6, 8, 18, 14, 90.
it has gone from unconscionable to downright appalling that we have no way of measuring our characters' wetness.

IMO, the fastest "feeling" set for Brutes is Dual Blades.
It's not the fastest mathematically and mechanically. However, visually and viscerally, it feels incredibly fast. Many of the attacks involve multiple hits being compressed into the span of a few seconds:
Power Slice: 3 "attacks" in 1.4 seconds.
Ablating Strike: 2 attacks in 1.03 seconds.
Vengeful: 4 "attacks" in 2.43 seconds
1k cuts: 11 "attacks" in 3.3 seconds.
Of course, I place the word attack in quotes because it's merely a matter of unique animations dividing an offensive maneuver into smaller chunks of damage. The end result is a character that appears to be moving incredibly fast, while actually having mid-tier animation speed.
A DM/ELEC buzzsaw build is lots of fun. I have one of these.
Extremely effective moving from group to group and it feels fast as well.
It handles Carnies and Malta as well as COT and Council.
It sucks balls on the ITF however.

You could use sands of mu, dark melee's shadow maul, and flurry. All of them have super fast punches being thrown all in succession.

This is true, they are attacks which lose more fury during their animation than they generates. Mu and flurry are also crap damage
OP asked for super-speed themed attacks, and those attacks are as close as they come to looking like they are super speed.
However, I will try to offer an alternative.
Even though it doesn't have the 'fastest' attacks, Dual Blades looks like a winner. On average it seems to be your best bet, It's casting times are solid, and it also has some of the best recharge times of all the brute sets.
I've done this before, and for a "super fast" concept, nothing works better than Dark Melee. Period. DB is decent and "almost" appears to be fast, but it's really not, at all. If you want super fast speed attacks, DM is the winner, hands down.
I'd pair DM with either */SR or maybe */ELA to complete the "super fast" theme.

What's with the "..." replies in this thread, plenty of good advice on a fairly unique topic. Just because it isn't about 'SOLOZAR TEH AVEES" doesn't make it contemptible IMO.
