It depends on the powersets and what you can bring to her. The last few times I've fought her, she hasn't come close to me. (Dom, MM, and Corr, I do believe they were.) Sometimes, though, yeah, she's a real pain. Bring purples.
Agreed. Unless you've levelled a few times since you got the mission, she tends to tough.

She's an AV that scales down to EB in Sharkhead. There's another arc where she shows up in Cap, but it's been a while since I ran it and I forget if she was a Boss or EB there (I think only a Boss).
I've had some characters that had an incredibly hard time against her in Sharkhead, and I've had some characters that just destroyed her in seconds (on Vicious, I just popped a few reds and killed her with around 2 runs through my attack chain on my ElM/Nin Stalker - I didn't try her as an AV there but others have taken her down as an AV fairly easily, including the EM/ElA Brute).
it has gone from unconscionable to downright appalling that we have no way of measuring our characters' wetness.

In my experience, I clear all the mobs around her, trying to avoid her aggro if possible, and then load up on lots of purples. Then she's manageable.
It's the mob aggro that makes it worse, I think. If you're focusing on her alone, it's a fair game. The Terrans summoning their pets make it unfair, heh.

Yes, Sea Witch (EB/Hero version) gives some characters utter fits, and others can just roll over her. She can also vary widely in difficulty even on the SAME character, owning you in seconds at first and then getting owned herself when you come back. I've faced her with several different characters, some had no issue, others faceplanted several times.
My Gravity/Ice Dom took her easily.
Mercs/Poison had a heck of a time, probably because she was on a full team at the time, Sea Witch was a Hero, and the Scrapyarders kept popping up causing distractions. (This was pre-Bodyguard days, btw.) Team broke up due to all the deaths. Came back solo next day and beat her pretty handily.
Thugs/Dark beat her down rather pathetically.
Bots/FF got schooled by her once, came back and it was like I was facing a different enemy, one that didn't slot for accuracy. Maybe the RNG smiled upon me the second time. Strangest thing.
Edited: Like Steel above said, those Scrapyarders and LC can make the fight a lot more difficult. (They seem to spawn infinitely in that mission too, though I can't say for certain. I've been on teams that have cleared the map first, only to have more pop up from somewhere. Considering the story of that arc though....)
I hate fighting Sea Witch with a Mastermind. She's got this wacky idea that Masterminds shouldn't have a clue where their pets are, or what said pets are doing. This clashes quite strongly with my preference for being able to see my freakin' minions.

Biggest problem there is that at the level you are when you face her, you will run out of inspirations way too fast. In addition to purples, you will need breakfrees for that KB from her hurricane, and yellows for the - to hit...etc.
She's not so bad at low levels when Bocor sets you up.
The EB version is a royal pain. You fight her at levels 22-26 and she has Lightning Storm, Hurricane, good damage and a bunch of Legacy Chain/Scrapyarder losers around her. Ugh.
That's villside for you though. The content is good, but making the end challenge an Elite Boss will just make it MORE enjoyable for the players.

Pick up the mission and outlevel it at least once. 2-3 times is even better.
I find that this puts troublesome EBs nicely in their place.
All I can say is, at least she scales now. She is indeed a Hero class enemy on the badge mission, so picture fighting THAT at the level you face her.

There's at least one or two patrolling LCs, who call for reinforcements when you take them down, leading to at least three waves of ambushers that I counted.
I've done a lot better with the rank and file this time than I did with Nightshade - superjumping to each end of the ship and taking out the LCs and Scrapyarders without aggroing Sea Witch herself. Nightshade could never manage that - one idiot pet or another always ended up running towards her at the wrong moment...
I'll take another shot at her tomorrow. Tonight I switched to my scrapper for a break - only to spend the next 3 hours fighting the first Arch-Villain I've encounted in hero side outside of a TF. Ah well, I do like a challenge

In my experience, if you NEED status protection, you're on an AT that has it. If you're on an AT that doesn't have it, you can just shoot from outside of her Hurricane. She doesn't approach to melee range if you don't approach. It also depends on your AT, but if you're on a damage-heavy AT, then four purples are pretty much all you need to defeat her. Take them in and start hitting. Chances are, you'll be done before they drop, or at least will be most of the way there.
I've found her annoying, though never really unbeatably hard.
Now, Silver Mantis... That's a fine kettle of fish. Between stupid amounts of damage that punch clean through Defence sets, a lot of resistances, a self heal and frikkin' Unstoppable! That's a much bigger pain as there isn't as straightforward a solution to her. I'm not sure she has her Unstoppable in the 20s, but I AM sure she has all her damage and all her resistances.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

She's an Elite Boss there, but doesn't scale up to Hero/AV. Looking at her profile on the Scrapyarders' Paragonwiki page, I note that each of the three versions has different powers. The EB version adds flight to what she had as a boss, and she has a whole bunch more powers in her Sharkhead Hero form.

Shark = AV/EB
Tips:
1. Aid the Family members there as fast as possible. If you have Aid Other or a heal, heal them.
2. You have to be lvl 20+, get your Shivans.
3. Pull Sea Witch off the ship to near the Family guys. They at least off another target and they fight her also.
With the Family and a Shivan (Loa Bone Zombie and/or Fire Imp temp pets). You will take her down pretty quickly.
Inspirations: 2 Break Free, 2 Respite, 1 Catch breath, 1 Yrllow, and 2 Purples. That should fill your tray.

I rarely fall back on Shivans. The only two occassions I recall doing so were the Crey mission you get pre-20 with the Chief Plasma Scientist, and the final room of the Mender Lazarus TF (along with a rikti drone and a snowman - not that they helped much.)
Speaking of pets... I took another go at it tonight, and whittled down the LC around her. I had her down to 1/4 health before my End gave out, and then got swarmed by imps, an animated stone and the Servant of Light (I think that's what he's called) who'd been conspicuous by their absence up to that point.

I always forget about that. Everything I've said about the Sea Witch assumes difficulty level 2: Malicious. She might spawn as a full AV if you go too high.

AVs only appear on Relentless/Invincible. She's an EB, conning red to me.
I'm sure I can beat her on 2. I just wanted to see if I could do better than I did when I went up against her with Nightshade. Well now I know...

There's an arc in Port Oakes, from Mr. Bocor (I think) where you run into the Sea Witch, and she's not that difficult. Then you run into her again in Sharkhead, and she's an absolute nightmare.
I last did that arc in December, with Nightshade, and it was easily the hardest fight I had up until I started running into the signature heroes in the mid-30s. In fact that was the last time I dropped my difficulty below Vicious (3) until I faced Lord Recluse himself.
So this time I'm running a SS/Inv brute, and as I'm aproaching the fight I'm reassured by the sight of Unyeilding running in my power tray - no knockback this time, I think.
And there isn't... at least until her blasts flatline my End bar, and then it's bounce bounce bounce... faceplant...
Is it just me, or is she an extremely tricky opponent, considering the level you face her at?
