I understand where you are coming from. I have a level 50 DB/WP scrapper so I've fairly good idea what I'm getting into. Keep in mind, the only Dual Blade attacks you 'need' are Blinding Feint -Attack Vitals combo, but it requires a lot of recharge.
I suspect Will Power will perform decidedly better on a brute due to higher HP. I have this feeling DB/WP will be one of those few scenarios where I'll enjoy the combo better as a brute than a scrapper...maybe.

It really doesn't, IMO. As masque said, maybe with tough and weave, it'd get better, but I'm not all that impressed as it stands. I've got a 41 EM/WP, and I end up yelling at the screen half the time "come on, regen faster!" just to keep up with the damage that he's taking. I don't reach my level of comfort* till after he's got thermal shields on.
*level of comfort is defined as, in my case "ok, that hurt, but i'm not in danger of dying"
Now granted, b/c he's only 41, there's no sets, so I'm sure once he gets fully suited up he could become a lot better. But as it is, I'm just not that overall impressed. I half wonder sometimes if I need to supliment with Aid Self since WP doesn't have the self heal for non-stalkers.
edited in: should also mention that I've only run this brute as a duo and now a solo on ruthless (that's the 4th one, Des), so +1 to +2. So, not even the level of folks one would normally see on an ISO's team, or the amount of baddies involved.

2 more cents: The difference between the scrapper and brute is in what mobs you fight. IMO there is a LOT more -res and-def villain side (not to mention a healthy dosing of -regen later on). Longbow alone will give you one hell of a hard time, regardless of the team, unless aggro is substantially divvied out. Hence you'll die more than usual

I feel that DB/WP made for an ok, but not spectacular Brute. The build was super tight but you were constantly putting out damage. The Fighting Pool is basically mandatory for WP though, and neither Boxing nor Kick work well with DB, so you end up with a completely wasted power in an already tight build.
I think something like MA/WP would make for a better combo. MA has a lot of optional powers, and it's dead simple to work boxing into the attack chain (Flyers may work in AS as well for even more power savings, at which point they may only have 3 powers from the primary!).
WP also gets a heck of a lot better once you start IOing up the character and getting those +HP Accolades.

The only thing particularly hard about tanking is the boredom. I'm not knocking tankers, I understand why many players like them. It's just not for me. That's not to say I would never role another tanker, just that I have to REALLY be in love with the concept to put up with it. Again, more to do with my play style preferences than any real 'difficulty' with playing tankers.

I wouldn't say Fighting is mandatory, but I think you'll be hard pressed to find another pool that's as beneficial. Even APP seem lack luster compared to Fighting Pool. If you want to stack on any meaningful levels of defense, Weave is one of the easiest ways to go about it. I use Fighting pool on many Dark Armor, Will Power, and Invulnerable builds, in most cases, Boxing/Tough don't get slotted at all. There just aren't enough slots.
Will Power certainly has issues, but I like the secondary. My BS/WP and DM/WP scrapper play very well. My DB/WP scrapper is ...not on the same level.
