i loled at the OP's statement as well as through the looking glass was the name of issue 1, the council wars was issue 3, and pvp was introduced in issue 4 dubbed "arena"

defense was never op, if i remember right, pre geas of a kind nerf, let any nub with the accolade hit thru anytype of defense, dont forget pb aim bu. So some type of change was needed but combined with elusivity and the to hitt cap, it makes some classes almost impossible to hit even with cap to hitt. if elusivity was scaled down a bit, it might not be as annoying

The only time defense was completely lulz was when someone was at the tohit cap (see: /em blasters, veats, and gaes) or when unresistable debuffs were applied(see: defenders). This was the main reason for so many complaints back before forts, heroes had literally the only ways to deal high defense. And on top of that they had the ability to grant insanely high defense. There was a time on villain that you could theoretically start fighting people in zones and never hit. Being a non mind dom and fighting a sr scrapper was nothing more than an exercise in futility unless fon was up.
I am not saying things were broken or needed tweaked, just saying that in the end all they did was traded one broken system for another broken system. To make it worse this system is filled with bugs and there is zero ingame info on how its supposed to work that I am sure there are bugs we don't even now about.

as a vill player the only way i could ever deal with a high defense or -to hit build in between the geas nerf and i13 was by using my cold corruptors to debuff defense. besides that, none of my other toons had the tools to deal with a high defense toon in a decisive manner (noting my fort hadn't been spec'd on live back then).
oh and if you ever fought ujl's starter team on a cold shields + storm team, yeah, you'd not be saying loldefense in v. vs. v. matches.

We all know the new PvP sucks and the devs wont listen to us, why bring it up again? The next PvP will be Forums-only or a bunch of flying Invul/SS tankers VS flying SS/Invul brutes.

So I've been around the forums a bit, checked out the patch notes..and I'm curious. Why all the hate towords I13 pvp?
Perhaps that l33t regen build that was impossible to take down without a fully raged brute or multi stalker AS (not likely because of your spines AOE constantly running) now suffers from diminishing returns, requiring you to do more than spam the heal button and haste whenever possible to win?
Maybe your Bots/FF now isn't getting such an obscene defense bonus as before, so instead of simply setting to BG mode and going afk in the middle of warburg, you actually have to actively sit at the computer/laptop and DO something to win now?
Just kidding folks. Relax, seriously..chill..Whuusahhh..I know some of you up there are getting worked up, but cmon. It's just a game. And it sounds to me like the diminishing returns and all around boosts give players more survivability without being IO'ed to perfection, while making damage somewhat reasonable as well.
Basically, people can't just spam heals, or holds, or this, that, or the other, because of DR, so people actively have to try a bit more now. One shotting aught to be more difficult with base resistances and defenses...but obscene ammounts of defense (Sr) or resistance (granite) are no longer so immensely overpowered it's just better to wander off and find something else to do.
But that's my take. So cmon people. Lets hear your complaints, opinions, stories and then some.

meh, it's been broken since it's introduction to the game, funny though I PvP'd more back then than I do now, and I hardly consider myself great.

Totally agreed con. But to the topic just adjust this is old news now. Hopefully something will happen in the future, but no use in fighting a loss cause. If they wern't going to listen before what makes you think they are going to listen now.
