Basic fundamental problem with this plan:
Let's say you want to learn Art History. So you tie an art history text to your head. Yes, approximately half of the art history will leak into your head, but since that particular text book has no physics or mathematics in it, half of what you already know about those subjects will leak from your brain and into the book. Not only will it decrease your knowledge of physics and math, but it will absolutely ruin the resale value of the art history text at the campus bookstore.

So, conspiracy theorists and grudgeophiliacs should ply their trade elsewhere. They planned on doing this as a concession to the Ladder match and 'hard core' arena players a long time ago and was not kept secret. Even though this change was announced as coming, the PvPers still behaved the way they did.

Still behaved the way we did? Wow, oh wow. Lets see PvE take a nerfbat like suppression, severe diminishing returns (again), or heal resistance. Not just that, Test PvP was next to demolished during Issue 12 Beta. Issue 13 Beta and release redecimated the vast majority of the PvP community.

Actually as osmosis is specifically the movement of water, you end up with a dry book, with cracks in its pages and no passing grade.

Issue 13 also introduced dual build capabilities for all toons so your "I don't like Arena because I don't want to have a cookiecutter build" excuses don't work. Zones can be more chaotic and fun but they could just pop up new instances of I12 zones which you zone in to from Arena kiosks too.
I don't envy this guy one bit.
I have an idea for you, how about leaving PVP on the back burner and coming back up with the Moon Zone we asked for.
OR, better yet,
come up with another pole of what zone people would want next.
More Content, What People asked for, things like removing the www goldspam, com, QOL issues like base permissions.

Just a word of warning to players who are returning since I12. All the new stuff Positron mentions will have to be played on ~10 new missions (on either side). To paraphrase Obi Wan, "Nothing else new to see here."
Positron, you really need to redirect developer resources to expanding CoX's story-based content. Paragon City and the Rogue Islands are stagnant. July 2007 was the last time there was any change to Paragon. The Rogue Isles have never had any noticeable story update to any of the core zones. Adding new zones or granting access to co-op zones does nothing to the core of the game.
You may be adding some interesting (and some not so interesting) branches to the CoX tree, but meanwhile, the trunk is dying for lack of attention. Please, give the core of the game some developer time. Maybe have one zone or hero/villain group get some mission developer time each Issue. Not a lot. One story arc, maybe two. Just enough that we can once again believe our game lives.

Dear Matt Positron Miller,
First, I'd like to thank you for a wonderful birthday present, as I was able to spend this time with my SG friends in game. I am reminded by how much I did enjoy playing with them.
However, I regretfully inform you that I will not be re-subscribing at this time. I didn't leave over PvP issues and unfortunately changing those systems have minimal impact on me.
And while I have many alts, I have one main character and frankly with over 3000 hrs on him, only really want to play him. With no level 50+ content (other than farming - whether it be farming RV, farming Merits, farming whatever and we all know your view on farming), and a weak base design system (and while that is "supposedly" being re-vamped, your silence over that whole issue is deafening).
I know that even with added content it can go by fast. And I for one do enjoy the co-op zones since most of my SG plays hero-side while I'm primary the other side. I'd like to see more 'low-level' co-op even if I had to suffer a "level cap" like the low-level pvp zones. Unfortunately, while the villain-side is more streamlined and nice, from my POV its too streamlined. There is not enough variation, and blue-side has the nice variation, but too much attempt was made to force the "exploration" of it.
I'm hoping that at some point we can enjoy a more middle ground of the two. But having run through all the story arcs multiple times really takes the enjoyment away from the game.
But I'd like to finish off with the following:
After having played COH, I will honestly say that unless a game offers at the minimum the same level of character creation customization (and preferrably more) with a follow-up of more detailed character progression customization, whether it be in appearance or in "bases" or "houses" or in "stats & power choices", I can promise that I won't find that game appealing.
You have set the bar for me in terms of what I will accept as a basis for any future game I play.
I will constantly return to see what features are coming for each issue and hopefully find what I'm looking for to return to the game on a regular basis.

Ok, first off I agree with what Hit and Run has to say. There's so many things for lower level players to do, yet hardly anything for level 50's to do. So, I propose that you can go through TWO sets of level 50 on a SINGLE character. Once you hit 50, you can choose to stay 50, tier 1.. or move onto level 1, tier 2, and work up to Level 50 Tier 2. At any point you could switch between Tier 1 and Tier 2, but tier two set would have more perks (IE: Choice of Fly, Super Jump, Teleport, Super Speed at level 1.; A choice of three powers from any power pool, all could be fitness, or or mixture from any pool). As well as having a choice between multiple powers, you have a new choice of a primary and secondary sets. Say if you had Fire Blast / Energy Manipulation at level 50, you could start at level 1 with Ice Blast / Electricity Manipulation. And of course, full access to your costumes. There could be badges, awards, unlocked features for all characters. Etc, Etc.
Now THAT would give all of the level 50's something to do. At any point the Tier 2 Level 1 Character could switch back to their Level 50 Tier 1 to take a break (by means of talking to any trainer) and then go back to their Tier 1 set later on.

It's been said before...But I'm figuring the more it's aid the more chance it'll be heard....Pre-I13 needs ta be in the Zones. Course a possible option would be to make one PvP zone without the I13 changes. At least that way the PvP community will have a place they can go to enjoy the game. There is a way we can make this happen...The arena thing is a decent start but it really needs to go further into the zones. Anyone else think this could be a decent idea?
I definitely think the cons outweigh the pros on the PvP issue.

Pay no heed to all the bugs we added, lack of content or things that players actually wanted or needed to be fixed but weren't, because um... Shinies.
