That would be a fairly simple little program to code (if you're a programmer), although it would be on a certain interval. It would most likely not be possible to check when you logged out, but other than that...

Ah, but it's quite possible to check when you log in. Replace the icon you use to start COH with a small program that puts a random coh.texture in the right directory and then starts CohUpdater, and you'll have a new screen every time you start the game.

Nah I got a custom driver that isnt official... so CoH doesnt recognize it...
And yeah, I love perez park, a bit sad that my least favorite villain groups are in there (clockwork, CoT)

My CoH Login Splash is affectionately titled "Lord Nemesis is Keylogging Your Game", starring Hero Automaton and some random Nemesis Colonel.
My CoV Login Splash is untitled, but really cool (although imageshack keeps resizing it, for some reason o.O). Starring The Ominous Skull Sama, who definitely looks the part here.

Of what, the facts its their favorite location orthe location itself because even though perez is my fav area finding that bridge is a royal pain... that forest has more twists then a metal gear solid storyline.

All you need to do is make sure the art is 1024x768 and in BMP format.. itll work just fine (careful, the top and bottom bars if selected will take out osme of your pic)
