Me, Rowr, Jute, Soul_Train, Juggy (I think), Scarfy, Suichiro, Graver, Starchasm, Bayani and Plasmastream are all RP'ers on Virtue. Giving your character character helps with the comissioning process, IMO, as it gives the artist a little more to work with.
Not to say that people who don't RP don't have the same ideas about their characters...
I RP'd my main (seen in the avvie) on Champion, but obviously - there are not just that many RP'ers on Champion as there is Virtue.
Whereas a few months ago there had been a decent amount, it's pretty much zilch now.
But I do have to agree with you. "Knowing" your character, i.e their traits, their emotions, their reactions to certain situations, their overall attitude WOULD help in comissioning a piece of work.
You'd be better able to describe what you'd like to see, I think.
There are several of us on Justice as well. But I play on virtue now with my new main, Purple Psychic. 
Of course ALL of us are on Liberty now. 
My home server with all my main characters is Infinity, but I have clones and alts on Justice and Virtue.
My mian is on Virtue, as in when I started the game, but I am loving my new alt on Liberty, lvl 26 oh yeah!
I think I'm pretty alone on Guardian for the most part *sigh*
