I would assume because not everyone has test loaded on thier system. *shrug* although, I would think that it could be held in one of the PvP zones to allow villain types to play too. the down side here would be the ganking horror stories....

Its a regular Virtue event hosted by a virtue SG , seems easier for the majority of particapants to host it on Virtue .
But Grae being the art lover he is just wanted to give a heads up that to the art forum and the other art lovers that if they were intrested they could attempt to win a commission by showing up at the party .
Thanks Scarf! So true. The Paragonian Knights do this twice a year, once in the Spring and again in the Fall. Our way of giving back to the Server we have made our home.
I enjoy the art community in CoX and posted here to give you all an opportunity to participate. Test server is too much of a pain for us to organize. PvP Zones are DEFINITELY out (not that we can not hold our own 
) and I can only handle Pocket D in small doses.
Some day the Knights will be on every server and we will do these once a month on each server Until that day Virtue is it.

Oh yeah.. since the costume creater allows all costume elements on both sides... villians could be re-rolled as heroes (tweak the name a little, dupe the costume and bio) in order to participate. Powersets can be matched to a certain degree... if not, no biggie, you're only here for a party and don't want to attract attention to your villainous natures anyway, RIGHT?

Excellent idea. I think Sorah showed up as KarnaI Sin at the Beach Bash so she could RP her villain. Was a good idea and well received.

Yup! But it would make RP sense as well for her anyway, since shes suppose to be able to sneak in and out of Paragon under good circumstances
