Speaking from personal experience on Test, an encounter with the PPD Transcendants (boss versions of the Awakened) can be a very painful encounter.
Gotta love the Hill Street Blues references, including Chief Conrad Bochco.

As much as I think these guys are cool they seem to trivialize the need for actual heroes. Or at least, as MANY heroes as are present in Paragon City.
I would have instead implemented mob group Supergroups of heroes for these missions.
Well, don't forget, those giant robots are just "bosses". The heroes my villain encounters are "elite bosses" or "heroes" when grouped.
So... how is THE Blue Shield (Trainer in King's Row) associated with the "blue shield" PPD?

Yeah, I'm thinking that, at the very least, ol' Blue needs to be one of the various Heroes that come after villains in Mayhem Missions, especially the ones in Kings Row. >_>
No idea what powers he is, but using Council Ascendent shield powers would probably be included..

I really hope he shows up in a mission soon, because that'll mean the devs are working on Shield powers.

Just so everyone knows... the The Awakened officer costume can be copied almost exactly minus the sash and the PPD emblem and looks surprizingly good I might add.
Hm, am I the only one that read "Officers strap themselves into mechanical combat exoskeletons" and immediately thought of a K11 or K12s? Especially with the next sentence using the term "hard suit" (even though the K11/K12 aren't really hardsuits), I thought it'd be kinda hard not to think of BGC.

The Paragon Police Department, or the blue shield as they are colloquially known, is a long established institution of Paragon City. Although its origins trace back to the turn of the century, it has gone through several evolutions as the needs of the city have changed.
