Why do all the villains patrons powers suck?

Ehhh, i'm gonna leave that alone, I'm mainly here to give everyone who reads this topic information on the patron powers, and testing data.

Those who partake of the data can then determine how they feel about them but I really don't want a PPP vs EPP situation to arise in this topic, we've kept this topic pretty much clean for 4 pages(50 posts per page).

Just give those testing a little time to post numbers and scaling information, the devs might pull something amazing.

Well i just hit 41 with my stalker, and guess what i picked! water spout! It's not bad, activation animation is only like 1 second, if that, and the water spout lasts exactly 30 seconds.

So far ive just been playing around with it in Nerva, its pretty funny to watch it cause havok in a large group, it tosses em pretty far, and the disorient effect seems to last a good while too.

I havent used a pic hosting site before, but im about to so i can show you guys, so give me like 20 mins

Well I dont really know any good testing methods, so if you guys have any suggestions, ill try itand post my results here.

Anyway, i took this power out for a test drive in RV, and... not too helpfull lol. It seems that any hero who has any kind of mez protection is completly unaffected by it except for the low dmg it does, but when its not knocking them around it just sits on them and turns into a steady DoT, only like 2-4 dmg per tick though.

about how many ticks?

i thought it was supposed to instill fear or terror or something as well, does it not do that at all, or not in pvp, or you just didnt see it do that effect? because fear isn't usually resisted...

it says "panic" so it probably makes them run away.

i'm like 6.4 bars off lvl 47 and the brute pet, I hope it turns out good because the more I use my patron powers the more I begin to compare their damage to non slotted for damage Air Superiority and weep.

I need to do more tests...

As you can see it is sort of like Temp Invulnerability but with a blue glow. As for the lightning bolt type symbol it pulses in and out. Personally I love it.

So that's about 32% with 3 even SOs.
Sounds good, but in exploring GV yesterday I saw Crey Tanks, more Commandos, CoT and there will be LBs in missions, I assume. That's a lot of Energy, Negative Energy and Fire.
Point being, I think either Energy or Fire should be included.

I don't know of many cold damaging baddies, although I assume that when the underwater zone comes online, there will be.
Nevertheless, the first wave of 40s running up to 50, probably won't be able to fully leverage 32% cold RES, assuming most will hit 50 before I8 hits the production servers.

Actually, what is your primary? I couldn't tell from the screen shots.
I'd like to get numbers on your entire primary, if possible.

I'll save you the long explanation (it deals with a new system of determining damage and such, that is MUCH more accurate than BI numbers. The links below are for the long explanation).

Soooo....if you have the time, go to Mercy and attack any minon baddies you want, but ensure they are the same level 1, 2 or 4...it doesnt matter, just choose a level and stick with it.

Attack with brawl and all of your primaries.
Do not use any buffs.

Note...
-your level
-baddies level (again should be the same for each test)
-attack used
-whether that attack is classified as 'range' or 'melee'
-damage per attack (from your combat log, decimal point and all)
-and your total damage enhancement percentage from each attack (go to the "manage" [enhancements] screen and roll your mouse over each power to get this number. again, decimal point and all).

I don't think "scourge" occurs on one-shots, but if it does then please re-test that particular attack until it doesn't.

All of this will give you/me a nice baseline.
PM this info to me and I will do all of the math for you and will post the Mako numbers here, and post your primary numbers here (Power Data Standardization [data]).

For everyone...this effort will greatly help the community at-large and it really only takes 10-15 minutes to get to Mercy, test and record the numbers.
Note: For Brutes wishing to participate, ensure that fury is ZERO when you test each attack.


Folks are doing this because the Brawl Index as it exists on paper and in the hero/villain planners 1) doesn't differentiate between melee and ranged attacks, 2) nor does it account for the same power across different ATs.

Patron and Ancilery powers in general aren't intended to be uber since they totally break the purpose of the AT. Since you don't get them until the 40s you can't enhance them as much either. Just be grateful that every villain has the potential for a pet, that alone increases their DPS and acts as an aggro reducer.

Yeah, the idea is for anyone to be able to determine accurate damage at any level, for any power once this work is done. Apparently, ShreikSilver (I think I'm misspelling that) is already onboard with a willingness to retool his planner based upon this new system.

My small role (many others are helping) is just to help gather data. But yes, any planner based upon this new system should be very cool and extremely helpful to all.

Sry but the 15 min recharge turns me off on that. I do fine without a pet anyway and if the info on the PPPs are true ingame then I'll be skipping them.

Yeah even if some APP or PPP attack say it does high damage doesnt mean it does as much damage as say Haymaker or bonesmasher high damage in the PPPs and APPs would mean around moderate damage from your primary and secondary

and also remember

Villians=High Offensive power
Heroes=High Defensive power

It's hard to say how many ticks because it depends how long the Water Spout is on the enemy. If its just sitting on the enemy it ticks really fast, like maybe 2-3 per second.

About the supposed fear effect this thing does, i think its bugged right now, of all the mobs ive used this on, ive never seen them in the scared animation, none of the heroes in RV either.

and just to get this out there, this is what the power info box says:
Summon Water Spout: PBAoE
Minor DAM (Smash)
Foe Knockback, Fear, Disorient

Just wish it wasn't such a long recharge :/
