Dev Response - Zone Events
I've yet to see a fire, but my understanding is that you need a temp power to put the flames out.
I think it would be cool to put a +dam vs. Fire on certain powers, so heroes can use their super powers to extinguish flames as well. Several powers in the Storm set and Ice set come to mind. And Fire controllers? Hellooo!
Not everyone would have their own tools to put out a fire, but then again, not all powersets affect all villain types equally either.
Despite a couple hours of searching on test, I was not able to see either of these events. My thoughts only echo my general sentiments which I'll list here:
Is it possible to increase the spawn rate of monsters (aside from luca who seems to spawn very regularly) and to announce zone events somehow?
While its been pointed out to me that having zone events occur frequently will make them lose their luster, I'd like to be able to participate in them without spending hours just sitting around in skyway looking for something that I could possibly miss. Maybe if two changes were made:
1) Add an option of looking for a giant monster or zone event to the search comments box.
2) Upon a monster spawning, all heroes with this option selected receive a tell from a security chief saying that so and so has been spottend and we need your help! Maybe even make the hero check in for this with a security chief such that they're "on call" for an hour. And have the spawnage set up such that once or twice an hour, a monster spawns or a zone event happens (note, a, not every)

Fire Fighting Cool, 2 thumbs up. No complaints but the timer on test takes toooo long.
Troll Rave, 1 thumbs up. Needs a better way of finding it. Perhaps 2 Supa trolls tossing a third in the air for a few minutes. Like a Troll Flare
The Ghost ship still locks up on test, but I really think the Moraine needs it's own model to set the time period of when the ship sank. Also have it's name ghostly glowing in purple inside.

Heres an idea for a way to notice the trolls rampaging in skyway...
what is skyway known for or named after? The highways all over...
so why not have traffic jams around the areas the super trolls are attacking? Would fit the theme of the zone.
And yes, please for the love of paragon...make zone events happen more in live too...seen the ghost ship twice (to busy to do anything bout it) and adamastor only 1 time....in a year of playing.
Also, if you want a way for us to see it, why not make the zone maps have a special thumb tac put on it when it occurs? So if we open our map we see it.

"you smell smoke comming from up ahead" (Fire)
"You notice the water move in the distance behind you" (squid)
"you hear the defiant roar of an angry troll" (rave)

The Fire event was a lot of fun. My only problem with it was the big finale: there was an explosion without any warning that killed everyone nearby, including a level 50 Tanker.
But all that debt was justified by the measley little badge, right? :P
Actually, it would be if you got the firefighting equipment as a permanent power along with the badge.

Perhaps having traffic jams similar to the Hollows shootouts that currently happen. These jams wouldn't be the actual event itself but instead just a better visual clue that something was happening near by.
As for other means of shoinwg off an event, I like the idea of civilians chatting about it. It allows those that care to see whole not intruding on those who don't. Something like..
Policeman (and police cars?) calling in/driving to (but not actually getting there; they'd despawn out of sight) appropiate events.
Fireman (and firetrucks) calling in/driving to appropiate events.
Civilians commenting about such things. "A building's on fire in Neighborhood X! I hope my mother's place is okay!" and such.
Regular non-event villains comment about the appearance of an event. Hellion spawns might say things like "Don't forget about the party down at [neighborhood X]". Trolls might say "Beat up Outcast quick. Me hear of Dyne in [neighborhood X]."
I'm sure this has been suggested, but I think it's worth suggesting again: How about increasing the times that these zone events occur. Most people enjoy these events, but no one likes waiting around for one. I realize they can't happen every 5 minutes, or they will loose the quality that makes them special...but why can't they happen every hour? Or every hour and a half, or even every 2 hours. I really see no harm in having the events occur more often, so that more people can participate and those that enjoy the events won't have to wait around as much for one to start.
On the subject of in-zone cues that a fire is in progress... We already have Police Drones that spit out random police-band radio chatter. How about changing that chatter to something indicative of an arson in progress (or a Troll rave in progress) whenever one is occurring (or about to occur)?
Since there are Police Drones at all of the tram stations, this would be a simple way to check for "major crimes" in an area when you first arrive.
I second any and all suggestions about zone triggered alert bubbles, civvies talking about it and the drones making chatter. It's better than the current: "Um.. why is a green ship floating down the street?" The everyone rushes in and the ghost ship is already leaving.

Definately in favor of more zone events. Also wouldn't mind seeing more frequent monster spawns (except Lusca), especially since the XP for them is pretty marginal these days.
Atlas Park: Council start marching or practicing in formation (like in Boomtown). Or maybe several squads of council converge on City Hall, looking to take out the next generation of supers.
Atlas Park: Hellions spread their arson spree to Altas Park. It would be nice if you could go into the buildings to rescue people and arrest hellions.
Galaxy City: Zombie uprising. Spawns at night only. Large groups of cadavers and abominations, all low level. Perhaps one reaper or mortificator per group.
King's Row: The Skulls could and assault the police station. Blue Shield could broadcast for help on the global channel. Upon arrival, the heroes would find a shootout in progress between the Skulls and Police.
The Hollows: I don't see why the Troll Rave couldn't spread to The Hollows, much like the Ghost Ship hits IP and Talos.
And so on... Basically just give us more to do with our down time.
It would also be cool if the trainers & TF contacts, fought along side other heroes during these events if there's one near them. Like if Paladin is built & while he's wandering around, he happens to go near the Police Station & Blue Shield spots him & decides to leave his post to go fight him. Or when Supa Trolls run from the rave to the tram or Hollows gate, Synapse & Minx team up to take them out. But I'd think they'd have to make their attacks kinda weak to allow real heroes a chance to participate, or maybe not even have their attacks do any damage. It would just be cool to be fighting along beside them & it gives them a chance to do something other than standing in one spot training heroes & giving out TF missions.

Might I request that there be some sort of notification system when a monster spawns or zone event is in progress? Perhaps turn the color of the war walls in the zone (and maybe in adjacent zones) red or make the information screens flash an alert calling all heroes to help? For a city that has the ability to mediport injured heroes to the hospital at the drop of a hat, they seem remarkably behind the times when it comes to proactive notifications.
Thoughts on the new events:
Fires Great Idea
Needs to be random zones and villain grps.. (Warehouse and dock fires in IP set by family, factory fires set by skulls , and lost in kr, merchant buildings , bout fires in founders, university fires in croatoa and so on).
Rave event again could be used similar events in different zones with different groups. Skulls, outcasts..
New event suggestions:
Riots sparked by soaring tensions between rival gangs (Lost vs Clock Work). Or tensions when Council Have an unscheduled recruitment march/ protest to city hall
Simply gang wars / disputes
..
Rogue Super Powered freak escaping from custody near jails, Hospitals (mental ward) needing to be hunted down..
Misc villain grp launch attacks on City NPC heroes like Back ally Brawler, Positron, Synapse etc
.
Carnivals with games of skill or chance (accuracy, speed, Strength) With random factor modified my skill enhancements to cover lucky shot vs skilled player (thest should be along the talos board walk
Oh and dispite my recommendations so far (heh heh) we still have no giant insect attacks ??? whats up with that? If we cant have an evil insect controlling AV at least toss out giant spider ,ant or wasp some where

The person that suggested the word of mouth idea where npcs might mention hearing about a fire on the radio in x zone y section , had a great idea as well.. This would be cool and give some an opportunity to come help.. or to locate the event faster (for those with out large clouds of smoke)

I havn't gotten a chance to particpate in the new events yet but seeing as people are putting in they're recomendations for other events I'd like to put one in for Lusca. While I was playing on test I saw(for the first time) Lusca without anyone after him, he was just sitting there...peacefuly. Made me want to start wailing on anyone that tried to attack him. He should ook more menecing, flipping boats around, or maybe even eating people, something other then sitting there doing nothing worse then disrupting traffic.
Reading thru the posts and didnt notice anyone mention anything about not putting the fire out. Well, we took too long to put the fires out and this happened Ouch
I wasnt so disheartened that we didnt put the fire out, but that it dealt over 86k damage at level 32.
I wonder how well my fire tanker would fare....
Happened across one of the fires this weekend and tried to put it out. Didn't succeed. 15k damage for my level 15 controller and a trip to the hospital for me and the other 7 people I was teamed with.
It was cool though, and pretty fun.
The only down part was how slow and inaccurate the fire extinguishers are. It was really frustrating sitting there waiting for the things to recharge (with all my own powers useless), and then multiple times getting 2 or 3 misses in a row really drags things down.
The fire extinsguishers really need an inherent accuracy boost. Missing here just isn't fun. I'd say a good +20% boost would help take the edge off.
Also, the lengthy recharge time on the extinguishers is very frustrating. I'd rather see it do half the damage (and double the number of uses) and recharge twice as fast. I think the event should feel fast-paced, which it doesn't with the current recharge time. I'm just sitting there hovering, whistling a tune, while I wait for the extinguisher to recharge. Cut the recharge time in half, but also halve the damage, and you have the same net effectiveness, but create the feeling that things are moving a lot quicker. I think that would really make it seem faster-paced, more exciting, and create a greater sense of urgency.
Also, given that failing is going to lead to a total party wipe, could there by any kind of warnings? Just enough of one that if you are really quick and really lucky, you might have a chance to get out of range. Maybe the fire marshal shouts "Look out! She's going to go!" or somesuch. (It's possible that there was something like this and I didn't see it from being focused on fighting the fire, but if there wasn't...).
I also wonder if, for this event, where there is an "official" NPC who is trying to get heroes to help, if maybe the fire marshall couldn't "shout" in broadcast or something to send out the call for help, instead of just blowing his whistle. A zone alert message or something. Just a thought.

One thing about the Rave: As Supa Trolls spawned, they just ran willy-nilly out into Sky. And it was a LOT of Trolls. Isn't that just a bit too dangerous for the players? It's basically like getting trained by the game. Wouldn't comment on it if it wasn't for the fact that there were so many Super Trolls spawning.

I have to agree with this. The council battles were a bit more fun, since I wasn't having to chase down everyone...just target and fight! More chaos that way. I mean, some running out, and back in, that's understandable, but after a rave was over I was still chasing them down as they ran away a few blocks over.
Also, just clarification, but is the badge for stopping the rave, or is it a SupaTroll count?
Finally, on the fires, I have to agree that the spawning needs to increase, at lease a little bit. I was on there three times in the past week and never saw anything but smoking buildings....never once saw an actual fire. At least for a few weeks make it spawn as much as Lusca does. ATM I feel like I'm tracking the Kraken again....

I want to make sure that you guys know that Ice-based powers work on the fires as well. That is why you are able to target the fires with any power.

Forget the car thieves - what about the drivers in Paragon City? I'm sure you can draw up a huge list of common traffic violations, like Refusing to Yield the Right-of-Way, Hit-and-Run, Failure to Use a Turn Signal...
At least they modelled New England driving accurately... (j/k - sort-of )

I got the first badge for stopping something like 50-100 trolls from entering the building and turning into SupaTrolls.
My team then started killing SupaTrolls to see if that's how you get the second badge. We didn't find out before daylight hit and the rave despawned.
