We don't make much of a habit of PLing players, except in some small circumstances, such as when a player has been gone for a while and wants to get a lvl or two to catch up with some friends, or to get rid of a debt cap that just won't go away. PLing doesn't happen if you don't already have a toon at that lvl or higher (example: we don't PL to 50 if you don't already have one). Ranks come with authority, but responsibilities as well. We have a rewards and recognition program in place. All nominations for rewards, or for membership or promotion for that matter, are voted on by the SG or the Inner Council. The leadership doesn't power trip either, most things are delegated out so that members are active in, and have a say in, the affairs of the SG. Recruiting: Yes, especially controllers. We're looking for more controllers for an event in a 45+ zone (we will help you lvl up if you aren't to that lvl yet) where there are a lot of controllers needed. Currently have two SGs. Main one is competitive in prestige, other is not. Both have the same names, and are coalitioned to share the main SG's base.
Only real rule we have is that if you want to be in the main SG, you need to contribute prestige. We're pretty strict about it if you're under level 25 due to there being no penalty for earning prestige at those levels. We're less strict once you hit 25, and it's completely vouluntary once you hit level 34 (though we may nudge you to switch to the 2nd SG to make room for a new person if you are no longer earning prestige 
)

I recently started a supergroup for that gamer that enjoys both gameplay and the Paragon community. A big part of COH is good relationships and fun gameplay, and fun gameplay teamed with those friends u are always with online. The Roflcopter Pilots is a light spirited SG (we hate bitter seriousness) and welcome those who seek to lvl at their own pace while making friends and avoiding the snubbing due to progress.
