As an FYI I'll no longer be fielding questions. As soon as I finish collecting some badges (TF badges) I will be retiring from CoH.
I want to thank all those who helped put this thread together and thank all those who helped answer questions when I wasn't around.
It has been a real pleasure being a part of this community.

*hugs* It has been a real pleasure to know you Havok! You contributed a great deal, and made this game fun for me again. You will be missed, but I suspect I will be leaving also.
I moderate at www.infidelguy.com so be sure to stop by the boards there and stay in touch. No need to be a stranger.
So far, there has been an evil trend in all of the MMOGs I have played, where the game mechanics are progressively tweaked to force people to party and to make the game less and less enjoyable. I have seen this with EQ, IRO, WoW, and now am seeing it here. In fact, when I left the first time for WoW, it was because I didn't know how to build a character under I2 that could solo.
I am 31, I work for a living, and deal with people who have bad attitudes at work. When I come home, I want to unwind alone. I want to fire up a game like CoH is currently on Live, fly around town, take screenshots, helped people who have questions in the ingame chat, make silly comments, and beat up foes. I do meet people slowly that go on my Friends list, I do not appreciate some Dev deciding to force me to be sociable, but I don't care for the hassle of organizing a team to go do a mission when few are on at 3-7 AM PST.
Working odd hours leads to playing odd hours, and the city's population is sparse. I don't want the hassel of rounding up people who don't match my play style. I don't need more "challenging" gaming changes, I don't use Hero Corps to raise the difficulty, and I don't care to PL. I am here to have fun soloing, and help out the friends I meet over time.
When I see MMOGs gutted for any reason, it feels like I am being betrayed. I pay to experience a game any way I want to, to build my character any way I want to, and I want to solo. I bought CoH to play Supergirl, an Austrian covert agent, and a demonic dominatrix scrapper. For fun I made a version of Pippi Longstocking and Lizzie Borden. I have make Celtic Highlander knockoffs, a modern day swordweilding Valkyrie warrior, and more. I always come back to the first three characters, and love feeling like Supergirl when I play under I4.
I don't care if the current I5 situation on Test is a screwup, a tease, or what the Devs really want. The fact that it was released at all shows me the Devs really don't care about people like me. When my Supergirl falls in seconds to a same level mob of minions, I don't feel like Supergirl at all. I feel like a squishie who lacks Defiance. True, this is City of Heroes, not City of Superheroes, and all I have in this genre, but you need to know something.
Bethesda loves me. Seriously. "Elder Scrolls 3: Morrowind" is proof. The fact that they bought the rights to make "Fallout 3" is proof. The fact that they gave the community Dev tools to customize Morrowind greatly increased the game's life. "Elder Scrolls 4: Oblivion" is coming and it will NEVER force me to team in a misguided attempt to make me sociable.
Bethesda loves me, this I know, for prior experience has told me so. MMOGs don't want to help me along because they are weak while Bethesda is strong. Yes, Bethesda loves me! Yes Bethesda loves me! Yes, Bethesda loves me! Prior experience has proven it so!
Kimmie, missing Black Isle Studios and glad Bethesda and Bioware are compensating for its loss.
Havoc.
I too wanted to give you my farewells. I hope that something does happen to change your mind about leaving, but I respect your desires and certainly understand your feelings.
But I wanted to say that I thank you for the great work you did here and the kindness you showed me in the short time I've been back.
Thanks again and take care.
I totally agree with everything you said there, Kimmie. Being someone that works strange hours myself and doesn't have a lot of free time, I much prefer to solo whenever I can, and have quit many a game because I keep getting railroaded into having to group to do anything. If that's the direction CoH is going to try and herd people, then I'm sure as heck not renewing my subscription.
Gee Havok....I was hoping you'd stay around, and help us figure out a good Inv/SS build for the coming Issue 5. Having you around is awesome. Plus, we HAVE to assume these numbers are a mistake, or at least wait until I5 is live to prove it's going to be this bad...*sighs* I guess I'm just disheartened at your leaving. I do group a lot, and I too work odd hours and stuff, but still have time to meet with my SG (though I don't really group outside of them, and my RL friends). I dunno...*sighs*
"Superman died fighting Doomsday because he allowed his toggles to drop, and didn't beat Doomsday before Unstoppable wore off, sad really..."
Mistake seems unlikely considering the responses flying since the changes to test were made. If it was a mistake, the Devs would have noticed just by looking at the boards Friday and could have made a quick numbers change followed by a reboot. Or at the very least posted that it was a mistake and will be fixed Monday.
No response from the Devs or Moderators, coupled with no change on Test since I5 was added to it, equals deliberate changes in my book.
Yes, we may indeed be overreacting, but a tank who can't tank is useless. I went back on Test earlier and opened Battle Chat to look at the numbers as I took out some Coven witches, Fir Bolgs, and the green furry guys. I wasn't much better than kleenex. I lived, but only because a defender came by and healed me while I fought a mixed group of monsters.
I even dropped unyeilding in when I reduced one group to its last member, and saw little difference.
That sucks hard because Unyeilding is my only 6 slotted power, and it is slotted with level 30 resistance SOs. I am level 27, so that is my max defense from it, and I saw less than a 9% change in damage without Unyeilding.
It isn't too late for the Devs to salvage this situation. Hell, I5's listings read as great up until you reach the point where they mention removing DEF and RES.
If the Devs came on to apologize, roll back the changes to hit frequenecy, defense, and resistances, even remove the excess XP, and left all the good changes in, I would accept the apology and stand down. Hell, I'd turn back into the CoH/CoV cheerleader that I have been for the last few weeks.
It isn't too late to admit this was a bad idea and to repeal the nerfs.
But I won't hold my breath for them to do so. Havok lost his regen scrapper's edge earlier, and now is losing his tank (which is his favorite AT). How could CoH assure him that they will not ever weaken his toons after doing it twice in a row?
Credibility has been lost with I5's results on Test.
Kimmie, wondering if City of Superheroes will come out later, with perhaps 350 point characters with up to 200 points in disadvantages. See www.herogames.com for a better idea of what I mean by points.
Darn Havok, would be a shame to see you go.
Your Spines/REgen guide is what I saw that clued me in that it would be a good build for soloing and for teaming.
I wasn't enjoying my time as a blaster, and it is starting to build a character (albeit with changes because I wanted Flight *chuckle*) guided by the tips in your guide that contributed to my extending my 14 day trial to become a full paying member of CoH, and also to encourage my GF and others to play the game.
So, great shame to see you leave. But can't really say I blame you.
I haven't been playing for very long and I'm disappointed. Far less for those that have been playing far longer and have apparently been through these reductions over and over.
As I've posted in other threads I'm feeling really crummy that my character and playstyle will need to change so much after I've already spent hours refining her and respecing etc. Going from a Toggle to a Click is a big change for me, as is losing all my defence.
I guess the fun I had while playing wasn't lost, but it was with a goal in mind:Continued enjoyment. Now I'm not sure whether that's going to happen. So it is disappointing to say the least.
If this sort of thing happens in all MMORPGs then I don't see the point in playing MMORPGS, if as soon as players figure out strong builds and how to work within the rules to maximise their characters, the Developers change the rules to make them weaker. I still do not agree that things need to be changed as Devs 'learn' how people play the game. I still think that if you pick proper Beta Testers, not just the cool adults who play the game the way it should be played, but the griefers, the Power Levelers, the Min/Maxers..the same spread of people you would get in Real Life, then there is no way you cannot see trends developing and make changes before you release the game and avoid all these stupid reductions (I mean for god's sake there isn't even a Player Trade Economy to balance in CoH!!).
The game didn't need this drastic change to it. IT was lots of fun, and it was quite challenging just the way it was. I was certainly having fun, and apparently a lot of other people were as well.
It could be just the almighty dollar talking. The true 'Balance' is keeping the player interested with the carrot on the stick and to keep them playing for months trying to attain a goal and continue getting their subscription fee.As the better builds became more widely known, and more widely used perhaps they felt the carrot was actually becoming too readily attainable. That's probably really what the 'vision' and 'balance' is all about in these MMORPGs.
I don't expect any explanation from the Developers on this, and I don't expect any of the changes to be altered either.

It IS possible they're still working out bugs, and test will change before live. I know on MxO's QA server that happened a ton...of course MxO was beta then...
"Superman died fighting Doomsday because he allowed his toggles to drop, and didn't beat Doomsday before Unstoppable wore off, sad really..."
Havok, I really hope you change your mind, but if you don't, I understand. I thank you for making this a better game for me.
What some may not understand is why you are so frustrated. There are many who say 'they will roll back these changes, at least a little, before it goes live." What they don't understand is that it doesn't really matter if they do. As I see it, there are three possibilities.
(1) They are playing us. The old bait and switch routine, as some are callling it. Hit us harder than they really intend, then roll it back to the true nerf so they can say they listened.
(2) Its a mistake. A typo. One they didn't catch through the QA process.
(3) The change is legit. They really believe this is the right thing for the game.
If it is (1) then you have to wonder at a development team that would show the players such blatant disrespect. If its (2) then you have to wonder at a development team that would show such a major change such blatant disregard. One thing their regen tests should have shown them was to triple check the numbers. If it is (3) then you have to wonder how, as players, we have managed to believe in a completely different game for so long.
Like Havok, it's not the numbers that is stressing me, it's my shattered faith in the dev team, specifically regarding balance issues. If they had not made the sweeping changes to tankers and controllers, I5 would have received its laurels as the best release to date. With them, it may be the straw to the proverbial camel for many, if not for the game as a whole.
I agree. What they SEEM to want to do is noble, but there tactic is narrowminded and uneducated. They are redesigning the game from an endgame user's perspective, and there are major flaws with that mentality that have caused havoc with other MMOG's historically.
First, by constantly redesigning the game, the Dev's are virtually scrubing all the work that their player base has done to create and develop their own character models/templates. It is a constant slap in the face to their customers who have to respec or reroll.
It sounds like they are approaching this from a high-end gamer's perspective instead of a business perspective. They are effectively alienating a large partion of their existing customers. A customer base that isn't very large to begin with and has shrunk due to various reasons over the past year. Not good business.
Trying to force players to play against their playing style (and one that they have become accustomed to for their entire playing experience thus far), is just another way that the Dev's are ingoring their customer's wants and needs.
Too often, when a company is having difficulty, it chooses to change something to offer a broader market appeal to potential customers without considering the effect on their existing customer base (i.e. - New Coke).
I don't have high-end characters so I don't know a lot of the effects on gameplay at that level. However, at my level, Tanking is difficult (but challenging) trolling around the Hollows solo. I can't imagine surviving very long with I5's defensive nerfs, and that will affect my playing experience.
I came back to CoH because of WoW doing nearly the same thing and forcing PVP upon the masses. I didn't expect it to happen here (although I did become concerned when they announced the new "fantasy-style" zones in I5 - which I saw as an attempt to reclaim those players lost to WoW).
The Dev's need to understand that they need to try to make all their customer's happy (an uphill challenge in any business!) not just the end-game users which are more vocal.

PVP and adding more "Elites" that I couldn't solo at the same level are what drove me from WoW. Knowing I couldn't solo any dungoen until I was well above the levels it was designed for irked me. Going to Swamp of Sorrows and defending my gnome mage from a NPC guard in the middle of the swamp, only to have a high level Tauren try to kill me since I was now flagged irked me. Going into Stonetalon Valley for the first time from the Barrons on my human paladin, only to have a troll mage try to kill me because I was flagged from fighting NPC guards IRKED ME. Playing a level 10 undead priestess who just learned ressurection and was killed by a level 54 paladin because I tried to ress a corpse outside Crossroads and was flagged when I cast it (Corpses that had released don't show their flag status) REALLY PISSED ME OFF.
I went PVE servers to avoid PVP. Their "honor" system took a hell of a lot of fun out of the game. I couldn't avoid it. Either an NPC would attack and defending myself would flag me PVP, I would buff or heal someone flagged and find myself flagged, or a zerg raid would kill the NPCs I needed to talk to in order to do quests.
Adding in more dungeons and threats requiring massive parties to fight didn't help this solo player. I left WoW, that is money they will no longer receive from me. I came back to here because someone pointed me to this very thread. Seeing Cryptic's Devs pull this nerf really makes me wonder if I should just give up on MMOGs altogether.
I5 so far turns my 350 point tanker into a 150 point one. Any Champion Superhero RPG fan will know what I mean.
Not to speak out of place and all but I do believe its the changes coming in I5 that has Havok going. From what he has posted on the tanker boards he simply doesn't want to play EQ in tights, or a tank that is so weak he can't handle stuff without tons of back up.
Havok has been around a long time and added a ton to the game. I personally have disagreed with him and agreed with him and he's always been a pretty classy guy. His leaving will dimish the game as anyone's leaving does but he has a special place that will not be filled.
I hope someone comes along and keeps updating this fine theme build if no one does I will try though I'm not half the tank many others are. My own Inv/SS tank has been a joy to play and for as long as I'm playing this game I will try and keep up on what makes them work best.
Havok I have 2 super builds because of you man. I hate to see you go. I will be following in your footsteps again when my time is up, I cant see myself paying for a game that has turned on me.
LVL 50 INV/SS
LVL 50 SPINES/REGEN
YOU ARE THE MAN....
I understand the feeling, Havok. Days upon days of wasted time on analysis, learning, gaining insight, and trying to give constructive feedback on how to help balance the playing field without radically altering gameplay or existing design.
To not only have your every suggestion ignored but to be presented with the radical changes in I5 that do not appear to have been thought out much beyond implementing a solution based upon the realization that the overabundance of cheap, direct (subtractive) defense was the major problem in the unevenness of classes has to be a big slap in the face. Not only that, but every bit of analysis and testing you have done to optimize your existing characters is worthless beyond its edification as an exercise.
I am looking at it as a radical move on the devs' part made now to avoid an Issue 1 castastrophe in CoV. I guess the game can afford to lose some of its old customer base, as CoH was based on PvE, whereas CoV is more of a PvP game. The release of CoV will revitalize CoH and replace those of us who choose to leave with new customers who will have never seen anything before I5. Bottom line: If you want to make an omelet, you are going to have to break a few eggs.
I appreciate the time you put into the game, and thanks for sharing your findings and insights. You will be sorely missed, so if you change your mind and decide to hang around a while longer, few among us will be upset.
I think no matter what they do with CoH now, there will still be a turbulent period when CoV launches.
Unless of course they are currently testing both of them at the same time right now, so that htey get some proper QA in the months leading up to launch which is supposedly near year end.
What they are doing , bringing the two seperate games together for PvP, is difficult to begin with.
And quite rightly if they are meant to work together and over time CoH heroes have grown too big and too powerful, then yeah. I guess CoH has to get chopped up. BUt if that's the reason I wish they'd come out and say so instead of talking about 'balance' and 'vision'.

I couldn't have said it better myself. It was watching a superman-build tank in action that inspired me to make one myself. It has been a blast.
As others have said, I was hoping you would guide us in the difficult times ahead for this class.
Again thank you for all your hard work in making this game fun for a lot of people.
I've been playing and GMing Champions since it first came out, so I understand well what you mean, Kimmie. I'd like to make a comparison between running a Champions game and what I see happening in CoH.
When a Champions game starts, all the players start off with the same amount of points, which means that pretty much everyone is at the same level of effectiveness. But as time goes on, people start to get XP and learn the game and their characters better and better and things start to evolve. People start focusing on things they want to excel at and learning how to use their experiences to do this the most effectively. Some players want to evolve their characters by hoarding XP and having a 'radiation accident' (I.E. Terra Volta) to shake up and change things. Others come to love their characters, warts and all, and keep them as they are and just develop them along their original ideas. Some get tired of their characters and want to start up new ones.
But in every long-term game, there comes a point where the GM suddenly comes to the realization that the players have evolved out of their control. They've learned the system, come to understand and know their characters well, and old challenges aren't, well, challenging to the players anymore. This is usually a watershed moment for a campaign, because the GM always takes steps to try and 'help' the game, and more often then not, ends up imploding it.
The usual methods are: Rework all the villians and game rules so things are just as challenging as they were when the game started; Insist that the players do rewrites and changes to their characters so they don't dominate any more; Cancel the game and say it's time to start up something new so everyone makes new characters; Or much more rarely, try to develop more interesting stories to run and different sorts of challenges to expand out the things the players can do.
I can't say the number of Champions games I've played that have died because of GMs using the first three above methods to 'fix' a game, despite the fact that the players themselves were loving it up till that point. The GM is frustrated because he feel boxed in by how the players have managed to 'work things out' and doesn't feel the game is fun anymore. And yes, I've been there myself as a GM.
This is how I feel the developers are looking at things. Like GMs of a game that's slipped away from them, and they want to find ways to rein things in again, even drastic ways. Maybe I'm so far wrong that it's not even funny. but I just can't shake the feeling that the developers are sitting around going, 'What can we do to make this game FUN again for everyone?' rather then recognizing that it's already fun, we just want more of it.
Anyways, thanks all for your time.
I agree Tetsuhara. It does get harder and harder to trump the players, but a good GM (me!!!) should be ready to expand beyond that. Once Dr. Destroyer is no longer a threat to any one character, it is time to leave Earth for the rest of the Universe and the Multiverse.
What the Devs don't seem to understand is that we love this game as it is. If they just added in I5's changes up to and excluding the nerfs to holds/taunts/defense, it would be the greatest expansion ever! If they want to add content for the high end, make up raid dungeons like WoW does. It delays the inevitable. Or raise the cap a bit. Just don't forget some of us have Multiple Alt Syndrome and will likely never reach level 50. I want to play a Kheldian Peacebringer, and my highest character is only level 27. I don't see me unlocking that option anytime soon, but I currently can within another year.
With the current way I5 is implimented, I will never reach level 50 at all. The Kheldian dwarf can outtank my Invulnerable Tanker who now caps at 30% damage vice 90% to most forms of attack. Kara now takes up to 3 times the damage from the same foes depending on their attack forms. That isn't Invulnerable, that is gimped.
For the fun factor, the game had it, and still does on Live. People who hit 50 and give up on Alts and get bored are not going to come back. Making it harder for the rest of your fans to reach 50 is not going to make us happy. My goal is not just to reach 50 to unlock the Kheldians, that is just one nice perk. My goal is to see and do everything in this game at least 7. one per AT. Currently this game looks worth doing that. World of Warcraft stopped being that due to PVP encroachment and emphasis on group dungeon play. My biggest praise for this game started with the fact the Devs swore they would never force PVP in CoH. Now that the I5 changes gut the game IMHO, I wonder if I can trust the Devs' word on PVP.
I love going into a crowd and being able to take them out one by one. I currently feel tough and powerful, but know I have to take out the foes whose damage output is greatest first. I like feeling tough and that I am making the world a better place. When I die on Heroic as a tanker, I know I bit off more than I could chew but go back at it. I feel Super!
Now once I level Kara more, I want to return to my scrapper (DM/Regen) and blaster (AR/EM) to experience play at them. Once Kara unlocks Kheldians I will roll a PB. If the Devs ever wish to sell an unlock code for Kheldians, I am willing to pay. I am not willing to pay anyone to PL me to 50 to unlock. I need my money and am enjoying this game. IF this game becomes unenjoyable, I won't care to play it anymore at all.
Havok is the #1 reason I came back to CoH. I didn't think this game could be soloed due to bad experiences in my blaster, scrapper, and Invul/Axe tanker builds, and my Defenders and Controllers were not soloing well either in I2. Havok's guides showed me what works, what doesn't, and gave me a means to build my favorite superhero in this game. I build Kara to solo most of the time, to be able to help and assist all who need it, and to have fun. Currently, I am and love it!
But I am not liking the way she plays on I5. It is now harder for me to tank any group as I can no longer take the hits or hold the aggro. When I solo the streets of Croatoa's town, I need to carry greens and keep the cursor over DP against even level mobs. Perhaps some find that fun, but I just want to kick butt and relax. I don't want to find out that 6 slotted Unyeilding filled with +3 SOs in only 10% resistance. Yet now it is.
With Temp Invul and Invinc up, and dropping 6 slot Unyeilding, the numbers only changed by a mere 10%. That is not worth 6 slotting with SOs IMHO. I don't feel super on test. The joy is gutted from the gameplay.
I will go to Test and make a Sonic/EM blaster, but I don't expect it to mesh with my play style. Slow computers like mine work best with tankers who can survive while I wait for the lag to pass.
A few thoughts, I love seeing the Champions remarks. It is a great game I have played since 82. Played Villians and Viggilanties before that. Why am I saying this? I like playing super heroes. It is fun ! In Champions I play a tank. It took me a while to find what AT made CoH click for me. It is a tank. I treid tanks when i started in Feb. of this year but thought they were boring.
Then I read Havoks (thornkillers/Bastion Prime) guide and CoH became more fun than EQ ever was.
All that to say..
Thanks Havok for making CoH a great fun for me.
If I5 goes live as it is I will likely leave the game as I do not see the specific changfes as good I especially do not see the direction of forced grouping with a forced group mix as fun.

Precisely. Well worded. I think the developers have strange control issues. Why the game needs "direction" is quite beyond me...you know, I still play the Final Fantasy Games and KOTOR and KOTORII. Sometimes the first direction and auto pilot are good things...most of the time they are.
I too played Champions since '85 and been through good and bad GM's. A bad GM seemed to have the common trait of loving their NPC villians too much to where they must be VERY challenging and sometimes needing luck to defeat.
Did we as players ask for these herculean challenges? No. We enjoyed the game as is and wanted it to remain the game we fell in love with.
In looking at these changes coming down the road, I see some good (new powers; non-stackable pets for pertrollers) some bad (double rechange/half duration for controllers; taunt limits) and ugly (reducing defenses to an AT that relies on defenses).
I am just holding my breath on this issue.
I "found" the JLU eps, and Oh My Loki it rocks! Kara is awesome! Poor Tea, she had such potential but the government is just evil. Shame Supes supports it and Hamilton now won't trust the JLU. Damn shame, I rather liked Hamilton in the past.
I loved Epilogue! It was a great ending to Batman Beyond. Long overdue.
And I loved the end of JLU season 1 when we see older Virgil and John's son! Nice touch!
Thank you very much folks for turning me onto the JLU!
Kimmie,
This is why my version of Kara (who's name is not Kara...I haven't decided what it is, as yet, as she's not revealed it to anyone) is based on Kara/Tea from JLU (my alternate costume is Galatea's outfit, basically) though her girlfriend refuses to let her wear it in public. As much as I will likely hate these changes, I'm going to have to adapt, and find some way to still be an effective Inv/SS tanker, since I have far too many friends here now, and far too many "Irons in the Fire" RP-wise to just up and leave, as it would destroy at least one other person's character concept. Defense_Options, hopefully between yourself, and some of the other number-crunchers on the Tanker boards (starts with an O, but escapes me at the moment) we can figure out a build that will work with this..."update".
"Superman died fighting Doomsday because he allowed his toggles to drop, and didn't beat Doomsday before Unstoppable wore off, sad really..."
I hope so too. Just in case, I took Kara out for a spin on Live to enjoy her while I can. I love her (and she looks NOTHING like Kara Zor-El/In-Zee on purpose).
So far on Test, it looks like I should respec out Unyeilding and work to get Acrobatics. Sad but true, 5% resists with a 12.5% -Def is a liability. Even tough and weave are now tempting. Feels like I am making a fire tanker without the damage.
I almost feel like respecing out most of my primaries to get nearly all of my secondaries (but no Taunt), as the Invulnerable set is currently so weak on Test that I'd be better off trying to play tough scrapper. Kara so far can still solo on Test, but damn she has to be careful when grouped.
Because of that, I rolled a Sonic/EM blaster on Test. Might focus on DM/Regen scrapper just so I can use DM to counter -regen.
Damn tempted to not renew this November. Not sure I can trust the Devs. Will still give CoV a shot, but the Devs have shaken my faith in them.
bye, Havok
