A theory based on new issue title.

Statesman must really be listening to those pirate-fans out there! And he has been dropping big hints on a water-world 
i so want en eye patch and wooden leg!!!!
The chapter entitled Council of War is the chapter where they discover Treasure Island.
The Council of War refers to Jim revealing to his friends that he overheard Long John Silver's plans to mutiny.
Again, water zone? Mutiny?
I love these little cryptic games

That sounds pretty good, not a bad theory at all.
I can't help thinking, though, with that Council of War title, that it might be time for SG alliances.

Well, issue two was called "A Shadow of the Past", which just so happened to be the title of the second chapter of "The Fellowship of the Ring". Oh, and "Eastgate" is referenced as being part of Moria in the world of LoTR.
So, going by the theory that the chapter titles refer to great works of literature, I did a little research into the new title: Issue 3 A Council of War.
The only thing I could come up with is Treasure Island. Chapter 12 (1 plus 2 equals 3?) of Treasure Island is called Council of War.
So, is this title a hint at the possibility of a water zone? Perhaps pirate villains? Or some sort of treasure?
Just some speculation I'll put out there. Enjoy.

Holy crap some people think about this game way to much. If I was a dev I would make some Ominous sounding Issue title and have it reference nothing. Just knowing people were sitting around trying to figure all this out would bust me up.

Posted in two other Issue #3 threads - one with a clever reference to pirate and barrels (if I'd put in the roole of cabin boys in Equator ritual CuppaJo would have had to delete the post).
PS - and if the reference is, as others noted, to a chapter in one of P.G. Wodehouse's novels about Bertie Wooster and Jeeves (Love Among The Chickens), that may still be a scarier option.

Right, which was also already mentioned by someone else, I believe, as a reference to Alice in Wonderland who fell through the rabit hole (Portal Corp portals) into another world (dimensions)...
Treasure Island... Council of War.... Fallen Isles (where City of Villians takes place)..
Ergo, I think this is where the Paragon citizens discover the Fallen Isles...remember, this will be introduced very shortly before City of Villians.
They did mention underwater levels in the past, didn't they?
