  4. So I'm a level 21 Praetorian, I haven't done any Loyalist content yet. I just decided to NOT blow up the Enrichie plant when the Dark Watcher sent me to Cole. Marchand is now showing up in my contacts but the only mission he wants to give me is to send me to Paragon. Marchand won't introduce any of the Loyalist contacts.

    Praetorian Vanessa is a boss in Mother's arc., Is there anyway I can get Mother to talk to me? Tomorrow I have to decide to either goto the Isles or try to get Mother as a contact. I'm eager to get to the isles, I just did a mission with Agent X, the Longbow super soilder and I'm hoping he'll pop up in Taskforce Overdrive, at the end of that new Villain story arc.

    Agent X keep agroing multiple spawns and I guess he didn't take Inviability cause he wasn't holding any agro.

    I have an Eng/Eng brute (lvl 36) and Dual Blades/Eng stalker. Energy Armor seems to me, to be more dependent on being paired with an attack set that has built in damage mitigation. Dual Blades, Mace and Axe add so much soft control that EAs short comings get covered up. Pair it with Fire and Engery Melee and those shortcomings become so apparent. Playing my brute reminds of how unfun playing SR was before SR's passive got scaling resists. When a mob hits you, you get hit for full damage. EA is the only brute Armor that puts in that sitituation. EVery other brute armor has resistence. When other brutes die, it's a slow process but an EA brute can end up eating pavement in a blink of an eye. Quick deaths can quickly erode a players confidence in the powersets they picked for their brute.

    I think EA needs some sort of Resistence to kick in when the health bar gets low. This set needs something that adds more time to when a brute's health goes red and the brute dies.


    The heal added to Energy Drain is too weak to heal a brute out of a bad sitituation, and while the cast time for Energy Drain is really quick the heal and end you get are getting granted at the end of the GFX for the Energy Drain animation. This power is no Dark Regeneration thats going to take you from near death to full life. When I hit Dark Regen I don't have to worry about it healing me up, I take it for granted that my health bar is going to be full, and consistently, time and time again it is. My brute has to fire off Energy Drain when I hit 75% health so it can be recharged near the end of the fight, either to save me from death or just heal me up enough so I can jump into the next mob.


    The animation, cast time and heal of Energy Drain should be reworked so the player gets the benifits of that power when that power gets cast.


    EA needs an effect or power that can help mitigate incoming damage. If a player doesn't pick an attack set, that can interrupt the mobs attack chain, through knockdowns or slows, players are gonna die, die and then reroll. I think the easiest solution is to add a -recharge to Energy Drain. Early in the fight, when all the mobs powers are recharge and ready to go, -recharge doesn't sound that great. Once the mobs cycle through their attacks once -recharge is adding seconds inbetween incoming attacks. This gives the player more time between that health bar going red and using a wakie.
    Anther downside to using Energy Drain as a heal in team settings, is that Energy Drain is also a AE Taunt aura. In the fact its the only PBAOE that taunts. If I'm standing in a big mob with my teammates and I go to heal and get those big green numbers, I just taunted everything within 10ft. If I wan't the attention of all those mobs before, I am now. If these extra mobs have an attack recharged I'm looking at a huge burst of damage. Most brutes can't say "I hit my heal and I died", but EAs can.

    Personally I'd like to see Energy Drain get turned into a PBAOE lift power. Don't pull out the heal or end drain, just have a much smaller AOE go off that puts mobs on their back. EA doesn't feel powerful. The devs should add resists but there's no way EA is ever going to be as sturdy as stone, invul or will power. I know everyone of us loves our shield brutes, scrappers and tanks, so we all understand that feeling of power you get when you knock a mob on its but with Shield Charge. EA need a little slice of that feeling.

    My EA brute feels like a coward, running around with stealth, stealing health and end and hoping I don't get notice. I wanna be able to hit Energy Drain and see the mobs hit the floor, so I can feel like a Brute.

    You don't have to totally walk away from S/L defense, power boost gives you a chance to maximize either Scorpion Shield or Frozen Armour (cold mastery) with your blaps in ways other blaster can't. For 15 seconds Power Boost is going to increase the defense you get from powers by 75% (ish). So if you've got Frozen Armour 3 slotted for defense (FA will allow you to also slot the Res/Def unique) and you hit power boost you can hit 27% s/l defense. Add in manuveurs and CJ and you're hitting 30% S/L defense.

    Power Boost works great when you have an armour that grants a large defense number. Getting 75% more defense out of CJ is kinda meh but 75% of those defense based blaster armours is around 8pts.

    Put the rest of your IO efforts into ranged defense. Heres a partial build with a ton of leftover slots and powers left to be picked.

    I didn't take the time to slot any Posi Blasts in the AOEs so that recharge rate is going to go up. I left Aid Self in there, take a second to see how much you heal with PB up.

    That's plenty of recharge.


    The Gunslinger is just an example of a mez that isn't attached to a S/L damage vector, in fact most of the non-melee mez in this game does not have an S/L component. S/L defense will protect you from more attacks in this game then going with range defense, but what's the point if every mez that comes your way limits you to only three powers? The less time you spend mezzed the more those global +rech and +dam bonuses are being used on your heavy hitters and not just on your tier 2 attack.

    The Malta show up in the Tin Mage TF and I really enjoy the mission but all those +4 Gunslingers teleporting around can have a squishie burning through thier inspirations while they make breakfrees. Ranged defense can help lower the need to make breakfrees and allow you to make wakies for your teammates.


    LGTFs and Mothership Raids are also examples of "level 50" content that is mez heavy. LGTFs get run at even con so the mezzes are almost bearable but when it's +4 Rikti that are mezzing you it seems like you're sleeping forever. Investing your resources into Ranged Defense can help protect you against this in ways S/L defense can't. The less time you spend mezzed the more those global +rech and +dam bonuses are being used on your heavy hitters and not just on your tier 2 attack.

    Not really.

    Everyone is telling you go for more damage and more recharge becuase that is what they desire out of a blaster but you want more enjoyability out of your blaster by capping S/L defense. It's you're character and you do what makes you happy.

    I would just like to say that if you're a player whose still at the Mids planning stage, and you're looking at a build that requires a couple sets of Kinetic Combats, Lotgs and a trip to the Rogue Isles to pick up Scorpion Shield, this is all going to take a lot of patience at the market and dedication to break away from Amerits long enough to go Vigilante then Villian then Rogue and along the way complete a hefty dose of Redside content.

    IF you're gonna go after Scorpion Shield choose Black Scropion as you're patron its mostly Crey up to the point you unlock the Patron Pool, and get a free respec. You should try to get it done before level 44, Crey that spawn above level 45 can end up spawning nothing Crey wearing power armour that pack a lot more resistance then what the Creys wearing suit and ties have around level 42. There is a kill all in that arc that you should save a mission drop for.

    Going for Range Defense on the other hand would be a bigger savings in both influence and time spent at the market. Going for Ranged defense is mostly Pools A recipies while S/L requires rares. If you've got money go for it. If you're gonna have to raise the funds to pay for a build in the first place, sell the expensive stuff and use the cheap stuff. Do that long enough and none of your character will ever worry about money again. Also it's really easy to 6 slot Obliteration and slot 4 Kinetic Combats in all your melee attacks in Mids, it's a lot harder in the game since demand for these recipes is so out wieghs the supply.

    The A-merit system and a little patience will get you all the IOs you need. Going to the Isles and getting that shield also lets you grab Web Envelope. Building up your defense is a better plan then just chasing more more damage and recharge.

    Can you still use ATT in the Moonfire TF to teleport that doctor to the front door?
  13. Consider something like Circus de Soleil, a very visually stimulative form of entertainment that could exist in Praetoria. Anything that requires the audience to sit in one place would be a form of entertainment that the state should love. Instead of having street carnivals and big top circuses Preatoria has awesome stage productions that blend magic, style and dance into such a compelling performance that the unemployed masses keep coming back each week. Sitting in a large auditorium, but unallowed to speak to strangers and move about freely, since there is a performance going on. Now the style of circus de soleil is mostly burlesque (If i had to choose one word) but if the popular style of stage performers in Praetoria is of a more venetian blend we could come up with a reason for Pranessa and her carnival to dress that way.

    The Resistance could have something like Burning Man. Possibly to get new recruits. A series of underground raves were the young and impressionable go to hang out and be cool, too young and navie to realize how corrupt their society is. This kids could be dressing in odd and fanical coustumes (stylish, goth and venetian at the same time).

    I just read Neal Stephenson's Baroque Cycle within the last year. His portrayal of the French Court (those who clung about the French King) was of a bunch of decandent, sloths concerned with nothing but the most outlandish fashions. Venetian style could have been in fashion recently on Praetoria.
  14. If blasters are getting a Earth secondary and not a Earth primary there are certain Iconic powers I'd like to see get used. They look awesome on my earth/earth dom.

    Stone Spears as the tier one. Its an 80ft ranged knockup attack. Tier ones for blasters are normally immobilizes with 40 ft range. The range and damage could be lowered to be more inline with the other tier ones. Also I'd love to have a way to control that Rikti boss that just held other then give him knockback protection with my immobilize.

    Stalagmite single target of course, the troller version is one of my favorite powers in the game. Stomp you're foot and the ground erupts around under your enemies. Earth Control can be a very visually intensive set, Stalagmites looks as powerful as any other power in Earth Control but it does it without killing your framerate.

    Heavy Mallet well one of the mallets. With power customization the mallets can be lave, stone, glass or ice. Having a power pick that also doubles as a costume piece is a plus in my eyes.

    Quicksand Earth Control has so many drop powers it would be nice to duplicate that in a Earth Secondary, in a very same amount of course. If the effects of quicksand are a little to controlly maybe turning turning Mud Pots into a location drop. A little damage, soft control and it would be a little more like Caltrops and less like Ice Patch.

    Power Boost but not the same Power Boosts we already have. What are there, 3 or 4 different Power Boosts? The Earth Assualt PB is great, on my Dom but I wouldn't want to loss the damage in PB if it is going to be a BU replacement. Most blaster blast sets have a secondary effect and access to some holds and stuns. This PB would grant a bonus to those secondary effects and a slight duration to stuns and holds. At the same time a pretty good tohit buff and maybe an Aim level damage bonus.

    Foot Stomp may sound confusing but take the stats of Tremor and give it the animation and cast time of Foot Stomp and thats what I'm thinking about.

  16. You could try to go native. You can't do the shoulder fur but the battle Kilt all one color should work pretty well. The gloves and boots are banded. Rough Leather texture and color scheme.

    The toon I borrowed this look from is somewhere in the "best coustumes ever" thread. I'm almost positive it was a female but she had a different color scheme and used bone parts on the shoulders and belt. If this was a direction you wanted to go, I'm sure there's plenty of pieces that would work.

    Steven Sheridan (35-39) according to paragonwiki. I thought Angus in FF give the Omega clearance secert.

    I don't have the facts to prove more people are learning the Rikti secret from Levantera but the fact you don't have to unlock this contact, and you can't outlevel this contact makes me believe Levantera is introducing more people to the Rikti secert then the other contacts.

    If we leave the TF out and compare Tina and Havey's arcs. One of these arcs is being run more then the other. One of these arcs I see advertised in PI Broadcast, Global Channels and SG chat. Can you guess which one? I'm gonna guess its the arc that is part of an accolade.

    Now the reason I bring this up is this game has a lot of important story elements and facts that are buried in the old legacy contacts and large parts of the player population are not coming across these story elements in organic gameplay. The Devs have moved these elements into more accessible arcs or TFs in an effort to keep the playerbase aware of what the overall storyline is in CoX.

    Moving Primal Devore into Tina's arc, requiring the player to talk to her (while storywise Vanessa exerts physical and mental control over the player) raises both Vanessa's profiles in the eyes of the player base. I don't think we should view this event (and the others pointed out) as examples of the storyline tripping all over itself. I think this should be viewed as the story evolving to fit within the confines of player behavior.

    I should add the disclaimer these are just assumptions I have.

    I think this is the best arc in CoX, but I wouldn't play through that last mission solo on a MA stalker. My favorite part is fighting off Task Force Overdrive
