Except in the Magic pool. Positron I have petitioned the stupid rescue 21 magicians mission EVERY SINGLE TIME I FIGHT IT.
The mission description NEVER SAYS DEFEAT ALL. If the mission is DEFEAT ALL IT SHOULD SAY - DEFEAT ALL.
I went thru late one night on my Emp/Elec defender for 3 stupid hours in this mission. I defeated all of the mobs holding the 21 magicians. Guess what? IT WAS DEFEAT ALL.
Missions clues tab is mostly useless. It often does not tell you what to do.

You realize that this is the first badge that I know of to have this functionality (Hero only)?
There will be Villains camping with and competing with Heroes for a badge they can never earn? That sucks for both sides.
How will this work when side switching is enabled. Will a Villain-turned-Hero be able to earn Isolater? Will a Hero lose his Isolater if they 'go rogue?'
And I'm sure everyone is aware that the text on Isolater doesn't make even the slightest bit of sense if it's earned in Recluse's Victory.
Also, what about villains that didn't earn 'Jail Bird?' Will there be a spot in RV for them to go to get that?

There are other badges like that. There are also Villain only badges. Kinda frustrated some folks in Siren's Call that.

In team play, most AT's are within 30% of one another. The few exceptions should be looked at. Defenders, Controllers, Corruptors and Dominators are NOT at the bottom of this list, by any stretch.

So... 2/5 of the ATs aren't at the bottom (or arguable, 1/3, depending on how you view the EATs).
Two of the ATs at the upper sheath were mentioned, that means (Scrappers and Blasters)-1/6th, so that means that roughly, those ats fit in the 2/6th to 2/3rd bracket...
Which leaves, Tankers at the bottom!.

It would be kind of abusable to have both hero and villain accolades (assuming villain accolades are roughly equivalent to the hero versions) so it's safe to assume they'll be taken away somehow. You can have both Accolades.
You can NOT have both Accolade powers, you lose the older one when you get the newer one.

I am actually hoping that they will. It'd prevent heroes and villains from changing sides willy-nilly for badges, and it'd also prevent a single toon from having badges from both Recluse and Statesman, which seems silly to me.
If a hero becomes a villain, I'd imagine that he'd throw away all the badges awarded by the Care Bears and work on villainous marks of esteem. By the same token if a villain becomes a hero, I imagine badges awarded by Recluse would be a source of shame, and he'd dump them while attempting to earn renown with the Good Guys.
In the Cold War, if a soldier/spy were to defect from the USSR to the United States, I doubt he'd still wear his Soviet commendations proudly on his new uniform!

Given that some of the really hero-only badges (the Hero TFs for instance) have villainous version names coded for them in certain files, I suspect that they will transfer over as well. -

It's pretty much what other posters already suggested. Many effects in the game are actually temporary pets (Blizzard, Fulcrum Shift, Caltrops, Burn, Ice Patch, etc). Since they are distinct entities, they are spawned fresh and buffless. This change allows the designers specify that a pet should get copies of buffs on the creator (Damage and To-Hit inspirations, Power Boost, Build Up/Aim, Accelerate Metabolism, Fulcrum Shift, etc). So yes, you could potentially Power Boost an Ice Storm, and having Fortitude could increase your Burn damage.

A World Spawn is a spawn that takes place in the game-world, not in an instanced mission.
The Hamidon Mitochondria are an example of an Arch-villain World Spawn, and thus will not be reduced in any way by this change.

+2 AV is the only possibility solo, is kind of an amusing concept.
Conversely, if you group with 2 people on the 4th setting, you get a +1 AV with a larger group of twerp minons...
And doesn't a 4 person group create a +1 level modifier anyway? Or is that 6 person?

To be clear, there are extremely limited ways for any AT to completely prevent a boss from firing their first attack. We have knockdown (which can miss and is guaranateed only on a few powers that cause it), toHitDebuffs (which bosses often hit through anyway), and Domination-powered holds (which doesn't work on all bosses, but is probably the most reliable of the ways) are among the most common tools used.

Quite understood, but you pretty much placed two Archetypes primary powers to be considered extremely limited. There are options available, sure they don't always hit, but then again your opponents attack options don't always work either, and with a diverse group you can tilt the odds in favor of stuff not hitting you and you hitting stuf.
I do understand your point, but it's still kinda stings when you say that 2 archetype's primary power sets are extremely limited. -

A lot of the victims the CoT takes I assume are used in their demon summoning rites. Some of those people become CoT mages, but a lot I think are just used for human sacrifice. One soul for one Spectral Demon Lord or Behemoth Master, for example.
So, my theory is the women are just used for human sacrifice, and some of the men they take become mages, because the CoT is sexist like that.
Or maybe all the female mages are elsewhere. The Rogue Isles branch of the Circle has some enemies that don't appear in Paragon City. Maybe for reasons unknown the female CoT hang out elsewhere.

I don't yet have a theory on why the Circle is male-only, unless it's a fraternity type of thing. And really, when plumbing the depths of orders like the Templars, Golden Dawn, Lovecraftian cultists, and whatnot, my recollections are that they are pretty male-dominated.
Not that we shouldn't have female mages ... but with the fiction I try to support the game, which in turn supports the CoH universe, which in turn leads to the fiction...
Something like that.

Yes. I don't care if it's hard, that's fine, but it should be *possible*, because there are those of us who are completists who get our fun that way. I could care less about PVP. I don't give a crap about getting to level 50 as a goal in and of itself. Getting all the badges? Getting all the new badges as each expansion comes out? That gives me my jollies.
Don't talk to me about lack of replay value and unsubbing, either. It's hogwash. Across the games I have 70+ alts, most of whom are nearing level 10 and all of whom are meant to be played to 50 eventually. My completism demands that I use all the powersets, see.
Making it impossible for my designated "badge characters" to get all the contacts, badges, and souvenirs is a surefire way to make me lose interest in the game, and I doubt I'm the only one that feels this way.
