I've saved enough merits to get the Glad Armor Proc for the build which will allow me to use different sets to get a slightly higher recharge and keep my soft capped defense. The tougher question is even though I'm SR would the Shield Wall unique also be beneficial to me? The IO recipe is currently in merit range of another toon I have but wasn't sure if I should bother with the recipe due to the resist bonuses and I'm a defensive set.
Any help with this would be greatly appreciated.

If you need a touch more defense to get to softcap...take Agility Core, you gain +20% to Def powers, (assuming you took the fighting pool and others along with invincibility etc.) So you get a nice big boost there...it also adds 45% endurance modification so you can fuel him easy...and it adds 33% recharge so you can get closer to perma hasten.

Every DA I build is softcapped...and Agility buffs all those pool powers you take to get to the softcap without seriously gimping your build...the recharge is VERY Handy...and the end mod can get you to that magic 2.0 recovery per second gain that everyone looks for...
BTW, proper slotting for things would go a LONG way toward helping...if we could see a build we could make educated suggestions rather than hazarding guesses with little knowledge of what you need. -
I was hoping for some suggestions about how to get closer to the softcap for Def, but it appears that is not going to happen...

yeah I put it in shadow punch in my DM/INV brute, with the recharge it has and as often as I use it in my attack chain it goes off pretty regularly...I had my fury bar somewhere up around 90-95% the other night in an itrial...it was awesome...full saturation for soul drain...and lots of baddies in the cone for shadow maul...that was LOTS of fun...

It came down to fire or elec melee...and I went with fire...I really liked the idea of elec end sapping with DA/ but I have never played either set and I want some really good damage from this toon....

I haven't played a tank in years all brutes and scrappers I have decided to do a dark tank what secondary goes well? Any build suggestions to slow the endurance hogging tendencies? I appreciate any help. I am looking for defense...survivability and something that will deal good damage as a tank...

I could see where SOME buffer/debuffer types could have a slight edge...but I would venture to say that as an average for the whole those ATs are going to be on par or perhaps a tad behind. Not every controller is an Ill/Rad or a Mind/Time that can lock down things easily and has lots of built in mitigation in the set...and likewise not every defender is a Dark/Dark that plays more like a controller in many respects than say...a kin/ anything or an emp/anything because those are pure buff sets.
Take something from the low ends and compare disparity...
Example...Grav/Storm controller...arguably not a bad combo, as storm fills the holes in grav well...but anyone who plays control toons would tell you it is not the most desirable combo to play if you are a min/maxer. This set would easily perform far less efficiently solo then say...a DB/ scrapper. DB is easily not the "preferred" set for a min/maxer on a scrapper...it will deal damage in AoE type stuff and blow through minions but is not an ideal ST set for bosses, etc...
The range of disparity is much greater in the buff/debuff sets...try to solo an emp/anything defender and let me know how well that works out...then run any combo melee toon...ANY...and see how much easier a time you have... -
Yeah regen is a monster once you get your defense and recharge built up...

BTW, Katana is an EXTREMELY fast set...with the right recharge and Patron/Epic powers you can farm with this set very easily...and dark armor has a damage aura that is VERY good...slotted properly it is like a constant mini nuke w/taunt. Just because it isn't FOTM or won't be the absolute fastest doesn't mean it won't work.
I know a guy who farms with a TW/WP and he is every bit as fast as any one I've seen farming...his build cost 4 bil + influence though, and this guy is looking to spend $200 mil. Not even in the same ballpark... -
This is a budget build I would use on a Brute for a farm...as you are farming you can buy better enhancements later...but you should find this completely acceptable with lots of AoE in it...I would also say that I am pretty sure this will come in close to your budget but I cannot say with definitive certainty as I am not 100% sure what some of these are bringing at wentworth's right now...
Here is a Kat/DA build...I would recommend Ageless Destiny and perhaps also get Barrier to interchange and for judgement I would take the Vorpal Radial with +Def as your resists are already in good shape...

I would personally go brute and take agility alpha and barrier slot for def/recharge and endredux pick the damage aura and slot it with sciroccos or multistrike and kill everything in sight when you build divine avalanche I usually slot 4 melee damage set and 2 lotg (+rech and def) happy hunting

my recommendations would be the following depending on what you want...
Katana/Dark Armor...scrapper or brute slot for M/R/A defense and +recovery and go to town...(scrapper gets some nice criticals)
Claws(or spines or Dark Melee) /Invulnerability is a very "tanky" character...slot for Defense S/L/E/N
Dark Melee/Shield...this might be THE most survivable scrapper combo out there right now.
Claws/Super Reflexes...this will get your positional Def soft capped with virtually no effort...though it will be an end hog until mid-later levels
If you don't mind spending more influence later...try a katana/Regen or DM/Regen...but regens like a lot of recharge and so you will want to get LOTG +Rech IO's and they are pricey... -

If you are going to take tough I would slot it better personally that's about 17-18% S/L resists are ED cap

Any of the Auras have a damage aura and secondary effects which are more useful to my thinking
Invuln is what it is, the tanky scrapper secondary no problems surviving with this one...
Regen is what it is...massive amounts of regen with a tiny bit of resists...
Willpower...wishes it was one of the others...it has no defining trait except that you can play it lazy with that set... -
