Playing around with mids with slotting just the powers you need to get your defenses high enough you are looking around level 39. You might be able to get it a few levels lowers by slotting your attacks a bit less.
You will need Dark as a secondary simply because of Darkest Night. You will need to keep that up at ALL TIMES.. You will notice instantly if Darkest Night is off or if the anchor is not near other mobs to affect them. Of course Dark also has the other powers you will need to make this effective.. Radiation does have a - to hit toggle, but you have nothing like tar patch to help keep the mobs in place.. So you will have something equivalent to Darkest Night but nothing like Tar Patch.
Here is what I have, again you can frankenslot the DPS powers and get this possibly a few levels lower then 39

Anything for Assault Rifle would be nice.. Praetorian Clockwork graphics and effects would be great..
I thought the heroes and villains were suppose to look cool, not the non paying NPC. Just about every enemy in GR has some really great effects I wouldn't mind having on one toon or another.. -
Anything Traps..
Here is a build someone else posted on the Defenders forums.. It holds true with any AT that can use Traps.. I have a Sonic Traps which is somewhat in line with this build.. My Sonic Trap is not completely defense capped as this spec is, but it is pretty much covered all around. I can do +1 +8 missions and even +2 +8 missions, granted a bit slower though..
Oddly enough because of this whole cottage rule / mantra the game developers have they do not like to change powers around, so that being said Traps is so good I am surprised that it made into the game the way it is.. Simply with Traps and the standard set of defense powers which you need to pick up will see you can max out any AT that is traps.. This makes you a Super Super Hero / Villain..
The reason I am mentioning this is because you tend to be soloing and like the survivability, which without a doubt this has..
Just load up mids twice copy out all the defensive powers and slot whatever type of corruptor you want..
You will pretty much be walking into a group of mobs and just dropping down trip mine as they miss you.. And then laying down the rest of your aoes..

Ninja run without the Ninja.. It gets a bit tiresome seeing everyone bent over in the count dracula pose. All is missing is cape.. Maybe just have the character stand up normal when it stops running.. The running is fine, though an alt for that would be nice.. But the standing still is a bit much, it's as if they are getting ready to run at all times..
Buying at the market, getting ready to run.. Standing on the Mcdonalds line, getting ready to run.. Bio break, getting ready to run.. -
I can tell you on Freedom server the common IOs like damage, accuracy, ETC are still going for the same price..
I did a spin around the block on the market and nothing really seemed out of the ordinary.. The Salvage prices for some items are still high EG Rune salvage. I just didn't see anything that stuck out as a must buy item because the price was so low or just the opposite for that matter. -

DPS with DP a bit tough, simply because it just is the lowest DPS set atm. So I would pick something else
Survivability again a tough one.. Reason, if your looking out for others you will not have the powers needed to protect yourself.. If you get what I'm getting at.
Perfect example here is a helpful build to a team.. But you are a wet noodle. You have minimal defenses. Grant invis will give the person 1/2 the defenses once they attack.. Phase shift is your " Oh Carp" button..

Alt animation for vet temps would be nice also.. I find it odd sometimes pulling out a staff with my AR Traps guy.. I would really like if it was either part of my gun or some sort of blast just coming from my hand.

All depends on what you want to do with the toon. Personally after finally understanding defense cap, that is the way I play. I try to get all my toons defense capped in some way or another. The issue is if your gonna go Defense cap with your DP Kin ( which I have a 50 DP Kin corruptor ). Then you will have to pick up all the standard defense capping powers.
If your going completely for just support, then by all means Slotting anything for defense does not matter and just pick up every that can help a team out.
I slotted each siphon with 1 Accuracy once I put IOs into my set. The IO sets also add accuracy bonus to powers so it makes up for what I am lacking in the sets otherwise. I do wish I could add a 2nd accuracy, but the build can't afford a 2nd accuracy.
I solo +1 +8 with the build, but again I have S/L capped and Ranged at 23% ( logged in and looked ) I believe.

I think your short changing yourself on your defenses.. You can go much higher in more areas giving you some great abilities to wade into a fight without worrying

Hard to put my finger on it..
I have targeting drone slotted, but I am noticing that my AOE attacks oddly miss a few mobs. But mostly it is the target I have when I am starting my attacks.. Simple example is I pick the mob in the back of group and fire off Full Auto, everyone dies except the target I had targeted at the start. Same goes for Flame Thrower.
I fired off FA and Flame Thrower 20x each and FA missed the last target 2x and Flame Thrower missed 3x. I'm not even counting any other mobs that the attack missed. Went on my Electric character and Sonic character and fired off their AOE Attacks. With my Electric I didn't miss at all. With my Sonic I missed one target that was not my highlighted target.
Again it is weird. If anything my AR Device clearly has a higher to hit because of Targeting Drone. But I am still missing with some key powers.
I will tell you that my M30 and buckshot hardly miss there intended target.
Anyone else notice this ? -
Look I am not defending the OP.. I have been on some of his farms in the past and some in the present. His bedside manner sucks, he not polite, if he feels your not pulling your weight your out of the team,etc.. Pretty much how he comes off on the forums is how he is in game. I wish a RL friend of his could knock some sense into him, maybe fix the attitude. I have seen others mention in the past he bought from farmers.
Now with that all said. I would have to say that someone really needs some proof about buying the money from some farmer. Heck I have considered it after looking at the time I spend organizing all my resources and such. At one point I was just gonna sell off everything I had, knowing I would make 200 million or more and then just buy 2 billion from some farmer. Again only out of frustration of seeing how much time I spent playing clean up. But that is just me being honest.
Regardless of how you could rationalize how he could not have that kind of game money, I have seen people or spoken to people myself in game that seem to have that kind of game money as well. Since I came back in Jan or Feb I have had about 500 million run through my account as I worked on respecing a bunch of my toons. Some respecs went close to 200 million count. I have a total of about 300 million on my account currently so I can say I was at the 800 million mark. Again I'm a solo player with a solo VG filled to the gills with resources and IOs. I have toons just holding IOs as well. Honestly it is a pain in the backside trying to manage all that stuff..
As for the build, again I have seen people try to show him up. Again because of how he comes off with his attitude. But I have seen some do decent against him and others fail miserably, But I have not seen any handle his mission yet. I have tried to help out Tanks and Scrappers do his mission after he has logged, we could just not do it. Fire kin master is also aware of what some try to do and verbally beats them down some sometimes when they fail.
Again not the best thing to do.. But at the end of the day, you have to be honest, I am sure some of those players trying to show him up would have come back with a "Ha your build aint so bad, My build is handling your Mission"
I say if someone can do it with less then by all means it would be great to post a video doing his mission with less. Otherwise as much as many do not like what he is saying or how he is saying it, you have to suck it up and deal with it. The guy has proven what he can do and there is no real proof that he bought game money from an outside source. Further I am sure the devs read the forums and many have complained ingame about him. Again only speculation, but I am sure someone in had to have done a check on his money already. I would imagine the devs have something in place to flag an account when something is traded or purchased which is way beyond normal value. It would only make sense that they do. Again just me guessing. -
umm I think that kinetics might do a decent job for you..
I just redid my DP kin which was S/L capped but lacking range defense. I just kicked his range defense up some more into the 30s ( range defense was my weakness before ). Now he is really great. I am soloing +1 +8 missions and AEs. I cannot take out a GM I tried against Death Surge and the miner guy in sharkshead ( forgot his name ). But I don't die either. It's pretty much a stalemate.
I have no travel power but do have ninja run so with IR active it makes up for the travel.
I would post my build but sadly the new mids is giving me some interger error with the build. I will have to go back in my posts to find what I posted to show what I am running.
Further Kinetics helps boost the DPS of DP which many complain it is lacking..

Don't go rough, go soft.
Personally I do not see DP/EM being a great combo. DP has many attacks which are close range. I cannot see you getting much defense out of that combo. I think you will have to make sure the mobs die when you open up OR your lack of defenses will make that return aggro unbearable. Otherwise it will be a group set in which you will need to wait for the tank to get aggro -

Your picking the lowest DPS set with the Weakest secondary. IF you can get S/L and Ranged Capped then regardless its all good. DP biggest DPS attack is PBAOE. I can see you getting upset eventually with this build. Don't do it.. I don't think you can get the defenses your will need with this build.
If I can suggest DP Traps Defender. You can get all the defenses you want capped. You can walk in drop Rain of bullets, have the mobs fall down, Drop a Trip mine and kill what ever is left OR RoB, then Poison Traps, then Trip mine. I have a Sonic Traps and I will tell you, without a doubt you will be golden and loved by everyone on the team. You will be able to solo +8+1 with no issues. -
As has been mentioned already, the only good addition I see atm is Scorpion Shield from Mace Mastery. 20% S/L makes it much easier to obtain the other 25% without having to look like a giant Ice cube with my AR Device toon.

Energy Blast could use some changes, you barely notice the difference between power push and explosive blast. Explosive Blast and Power Blast share the same animation.
Psychic Blast and Mental Manipulation could use some alternates.
Ice Manipulation and pretty much all ice type of buffs sort of mess up the look of someones costume. You spend the time to create what you think is a cool costume and then have it covered with ice cubes 90% of the time.
Pretty much all the powers that share similar animation like blackstar and nova blast.
Similar torrent powers like Energy Power Push and Dark Blast Torrent
Cold Domination as mentioned having the option not have the buffs encase a player in blocks of ice
You know pretty much any power that will change the look of a costume should have the option of not showing the graphic effect..
Fiery Melee to have either no sword or all swords and different weapons
Dual Blades to Dual Weapons, Maces would not look bad though I could see where 1 animation wouldn't fit as it has a stabbing attack at the end ( Blinding Feint and Power slice ).
Force Field it would be nice if you could have the effects of Sonics
Mastermind robot and traps and some Device powers. It would be nice if you could actually have a control pad on your wrist to tap, instead of just tapping your arm, especially if you create a toon with short sleeves or a tank top..
Broadsword should have option to change weapons. The attacks are similar to mace already. Assassin Strike would need a change but otherwise everything else would fit other weapons.
Poison would be nice if it came from some devices
Assault Rifle have the option to make it Dual Pistol. Flamethrower would have 2 flames sweeping and crossing. Burst several rounds both guns. Full auto both guns blazing sweeping across each other. Ignite, dropping some sort of oil slick and setting it a blaze with a gun shot ( Imagine movie style cigarette lighter on gasoline, usually done to kill bad guys )
Crossbow for Archery
Would be nice to see some changes in Kinetics
Sonic Resonance not so many head type effects. Different point of origin would be nice.
Travel powers - Just different looks for flight beyond the flight 1,2 and 3. Flying like hovering offers could be cool and spooky ( I think of salem's lot when I see someone hovering ). Tech type flying - Jet packs, etc.. -

Maybe a Traps / Rad, Traps Sonic Defender or Corruptor.
You need defenses soft capped to protect you and some sort of debuff to build up the dps and to kill the regen.
Between Traps FFG and Scorpion shield you will be capped in some defenses, tough, weave, combat jump maybe even Maneuvers slotted with IO sets should get you the rest. I think its the easiest and cheapest way to go at least.
So you might want to ask in the defenders or corruptors forum -
Have to be honest I'm happy. It now makes it easier to spam it. I don't have to go crazy looking for high end IO's to get recharge down. Now I can use a cheap build and cover all the defenses and just spam the 2 aoe attacks.
Yea I will do less damage then before, but I can do it more often now. As long as I have the defenses it don't matter how many times I need to spam it now to kill a bunch of mobs. -
I am working a semi pet-less build with Demon / Traps. Simple reason I went Traps is I am able to get the defense cap easier and Trip Mine makes a decent attack with enough recharge.
I do have the last pet and also will be picking up detonator.
It is a theme build basically sinister little geeky girl with a pet demon named charlie.. Which she blows up from time to time.
You need to pick up stamina asap.
I do not think you can do a whip attack based toon any other way. Again simply because of the defenses and attacks Traps offers. -

But if we can change that would be cool also. Maybe it was already established level 50 toons that can switch. -
