Rolled a Kinetics / Dual Pistols for Going Rogue. Looking for advice.
I have a Kin/DP. Swap ammo is very good for kinetics to stack the -damage debuff of the pistols secondary effects with the -dmg of siphon power and fulcrum shift.
Leadership is good on kinetics. Anything to boost your accuracy is a plus. Once you get to level 26, you might find you don't need the extra endurance boost from stamina. It can be a long road there.
The hasten/superspeed combo is good for kinetics since you get some stealthiness with superspeed. If it were me, I would try to fit in inertial reduction for vertical bouncing movement.

Just a heads up, I would get swap ammo just for the fact it gets rid of the knockback.

All depends on what you want to do with the toon. Personally after finally understanding defense cap, that is the way I play. I try to get all my toons defense capped in some way or another. The issue is if your gonna go Defense cap with your DP Kin ( which I have a 50 DP Kin corruptor ). Then you will have to pick up all the standard defense capping powers.
If your going completely for just support, then by all means Slotting anything for defense does not matter and just pick up every that can help a team out.
I slotted each siphon with 1 Accuracy once I put IOs into my set. The IO sets also add accuracy bonus to powers so it makes up for what I am lacking in the sets otherwise. I do wish I could add a 2nd accuracy, but the build can't afford a 2nd accuracy.
I solo +1 +8 with the build, but again I have S/L capped and Ranged at 23% ( logged in and looked ) I believe.

DPS with DP a bit tough, simply because it just is the lowest DPS set atm. So I would pick something else
Survivability again a tough one.. Reason, if your looking out for others you will not have the powers needed to protect yourself.. If you get what I'm getting at.
Perfect example here is a helpful build to a team.. But you are a wet noodle. You have minimal defenses. Grant invis will give the person 1/2 the defenses once they attack.. Phase shift is your " Oh Carp" button..

I don't think I'm being very clear about the "cost is no object" thing. Here's a build I mocked up quick along those lines. It does not cap any defenses, but it does have high Ranged and AoE defense as well as what I think is decent AoE damage potential.
Now, I'm an absolute novice when it comes to building IO sets and such. I'm sure there is huge room for improvement. I think, however, that this gives you the idea. I don't care about soloing with my Defender, I have my Scrapper for that.

From what I understand, the best way to maximize DP damage output is to slot damage procs. Multiples per power, if you can. You seem to have avoided these entirely?

Okay I got home and pulled up the build.
How are you soft capped ? I could be misunderstanding what they mean by soft capped but I thought it meant 45% in a defense type or positional to be soft capped.
I'm reading your Ranged defense at 29% not 37% and your Smash and Lethal at 35%

Are you sure you have everything toggled on? I just clicked the link in my previous post to open the build and I'm looking at 48.5% S/L, 49.5% E, 26% to the other types, 36.9% ranged, 30% AoE and 26.9% melee.
I'm getting the same numbers as Neogumbercules.
I had to reboot to get the correct numbers.. odd

Title gives the tl/dr.
So, having fun with the guy so far. Siphon Speed is doubleplusgood, Siphon Power helps with the bang-bang, Empty Clips might be my favorite attack on any character I've played so far. Couple of questions to maximize my supportiness:
Is Swap Ammo a good bet? Seems like you could add a lot of debuffy support by swapping to Toxic and leaving it there.
How do I slot support powers effectively? Right now I'm dropping two Accuracy into each and focusing on my attacks because I have no idea if I should be doing something else. I've checked the guides for Kinetics, and not a mention of IOs.
Is it intended that I have to put my guns away every time I use a Kinetics power? Really awkward. This isn't a big deal, the redraw hasn't cost me anything yet, just annoying as crap!
I'd like pool suggestions. I'm thinking, Leadership to maximize my supportyness, Fitness 'cause it's Fitness, maybe Soul Mastery 'cause it looks entertaining on paper, and that's about all I've figured out. Maybe a travel power or Concealment for concept, but not really necessary. Could go for perma-hasten, but again wondering how helpful it would be.
What are the really skippable powers of each set? Right now I'm thinking I want everything from Dual Pistols, and that can't be quite right. For Kinetics, I'm thinking of skipping Repel and Inertial Reduction.
