My AR Device misses a lot using Full Auto and Flame Thrower
Missing 5 times in 40 attempts with Flamethrower and Full Auto assuming you have the maximum attainable 95% chance to hit, is barely a mathematic anomaly. I suspect you target large spawns where your "anchor target" is in the back. Cones have a maximum of 10 targets where as proper AoEs have 16. M30 (AoE) and Buckshot (cone) you probably use after diminishing the spawn so you don't notice a similar "miss rate" due to target saturation.
PS. Full Auto is the only nuke in the game that have a 10 target max. The tier 5 power Seeds of Confusion (very wide, fairly long cone) attainable at level 8, was grossly overpowered even with only 10 max targets, yet it was changed into 16 target max. FA didn't get a similar treatment when the devs attempted to fix AR a while back. Not everyone can be a developer love child I guess. 
Cone attacks may select targets to hit or miss starting from the nearest to the furthest I'd imagine. Whereas Target Based Area of Effects start from your target and spiral out.

Hard to put my finger on it..
I have targeting drone slotted, but I am noticing that my AOE attacks oddly miss a few mobs. But mostly it is the target I have when I am starting my attacks.. Simple example is I pick the mob in the back of group and fire off Full Auto, everyone dies except the target I had targeted at the start. Same goes for Flame Thrower.
I fired off FA and Flame Thrower 20x each and FA missed the last target 2x and Flame Thrower missed 3x. I'm not even counting any other mobs that the attack missed. Went on my Electric character and Sonic character and fired off their AOE Attacks. With my Electric I didn't miss at all. With my Sonic I missed one target that was not my highlighted target.
Again it is weird. If anything my AR Device clearly has a higher to hit because of Targeting Drone. But I am still missing with some key powers.
I will tell you that my M30 and buckshot hardly miss there intended target.
