The box checked itself for me after I pressed "load" to check my saved costumes and backed out without loading, or when I initially went to the super-tailor in the back room of Cap Au Diable on my Fortunata.
This is odd. I know I never touched the option.
Edit: For me it is not just trainers but also regular tailors where the box is already checked when I enter the costume creation window. -

Give as much detail as you can including not only what you listed here but also what zone you were in at the time and any other steps you took to try to get it to show the shield (including my two suggestions above).
I'd test it on my Shield Scrapper except I'm not willing to spend points on the Coyote Travel Power.
Edit: I do appreciate the suggestions. I won't worry about it for now since I'm working on non shield defense characters and by the time I get around to my one character, the problem will probably be fixed.
Note: NC Soft support for CoH is improving quite a bit in my opinion. -
After being in coyote travel form, for some reason when I turn on my shield toggles my shield won't appear on my character at all. If I switch to a costume with a different shield, such as my roman costume with the Romulus Nictus shield model, then switch back it will correct the problem. This is annoying because I have to wait so many seconds before switching back to the costume I want to use.
So far it it seems to happen with the Round Shield>Reinforce and Elemental Shield>Energy Shield. I'm not going to wast my inf at a tailor to test out every shield. Although it doesn't seem to happen with the Romulus Nictus shield that has the dark tendrils on it on my one costume.
Anyone else have this problem?
And I don't think it is a server delay because I waited a few minutes and the shield never showed up. -
I had purchased the Roman costume bundle when it was available in the shop. What I don't understand is that, with the box checked to only display free items, only Roman Shield 1-4 are available but not the Romulus Nictus or Spartan Shield which were included with the costume bundle. Although the full Roman costume pieces on my character are available.
This feature was not thought through very well nor was it implemented well either. -
The problem is, the checked box is CHECKED by default. So when I enter a tailor the first time on a character, costume pieces are changed automatically. Unchecking the box then reentering the tailor window will fix it. The box should be UNCHECKED by default in my opinion. Also, if I switch characters, the box will be rechecked. I don't understand the need for this. With the box set to be check by default, new players will not know there are other costume pieces they can purchase.
Edit: To be more precise, I don't see a reason for this feature to have been added in the first place. I never seen anyone in the game say they would like such a feature. Were players on the forums asking for it? Or was it something random the developers decided to do?
Personally as a premium I have purchased all costume sets/pieces except auras. I don't mind seeing things I have not bought yet so I can stay reminded that there are more options. (In fact, the other day I went to a trainer and entered the costume creation window and decided to purchase 1 of the auras I didn't have yet through the costume creation window.) Like I said, it would be nice to have the box unchecked by default and let players decide to hide locked/unpurchased items. Big reason is, if you don't notice your shield or weapon automatically changed, you will end up paying inf for the change only to realize it after, then have to pay more inf to change it back to the one you want. Use your heads devs. -
In November I had a problem. A couple weeks after I bought all the Praetoria Police costume pieces, I noticed they were not available on Huge and Female models. The pants weren't in the costume list period. Not even as a locked unpurchased piece.
I went to https://support.cityofheroes.com/ logged in and sent in a support ticket. For about a week I went back and forth with the support GM with us trying to figure out what the problem is and possible fixes. On their end they were able to see the costume piece and even added a screen shot in the support ticket as evidence. Turned out, for huge characters at least, the Praetoria Police pants were towards the top of the list instead of the bottom in alphabetical order like they were suppose to be. Don't know if this had anything to do with it but they said they may have a solution and were gonna have it possibly fixed in a future patch.
They left the support ticket open and about 2 weeks later, the first or second patch in December, can't remember, PROBLEM SOLVED. And I've never been VIP.
The so-called lack of "premium support" only pertains to in-game support suck as using the in-game support feature to offer feedback, or talk to a live GM/Game developer while playing the game, is available only to VIP players. If you use the "Ask a question" section on the website support interface, support is willing to work with you if you are experiencing a problem, usually if it pertains to an item you purchased from the shop or something that is game breaking. For bugs/feedback they can't do much about, all they can do is pass it on the the right department, and yes tell you to submit feedback on the forums.
The thing about the forums is that they do read it and it gives other players a chance to add their observations and/or admit they too have the same problem. If the problem seems to be wide spread I'm sure they will do something to fix it. Most of the bug fixes/suggestions implemented into the game comes directly from feedback of players on the forums.
Edit: forgot to mention: To the original poster, be patient. From my experience with NC Soft support for over 5 and a half years, it takes on average 3 days to get a response from a person. If they are unwilling to work with you and tell you what happened, call your bank and try to do a chargeback on the extra amount, or tell them you want to dispute a couple of the charges and if needed offer to submit evidence if needed, being a printout of the support ticket as proof they wouldn't help you. But keep in mind that you may have done something wrong and accidently purchased more points then what you thought. Also look at the date on your bank statement of the transactions. Did you by chance make 3 separate purchases on different days? -

Didn't read all the responses so I don't know if this was suggested yet.
I too had the same problem after updating the game. I managed to fix it myself. Exit the game. Start the NCSoft launcher. Right click City of Heroes. select: Repair (consistency check). Problem solved for me. Takes only about 30-60 seconds for it to do the check. If that doesn't work for you I have no idea what else could fix it if you can fix it yourself.
Edit: To be honest the map server problem happens to me every time there is a new patch and so far the Repair feature fixes it every time. I was just sitting in atlas park after getting the game update and kept getting map served for about 3 seconds every couple minutes. After I did the repair check I haven't had problems since. -
Non VIP players must purchase the particular story arc from the shop. If they have not purchased the story arc you are trying to do, they will not be able to participate in it. Most likely this is what's happening. From now on when you are working on forming a team to do a particular signature story arc, tell people they need to either be VIP, or have purchased the story arc from the shop. If anybody doesn't have access to it, then don't invite them to your team.

First of all, this was your mistake not the developer's. It is your responsibility to make sure you obtain the item you want. Like the other commenter said, your best bet is to sell it off in the auction house or use an enhancement converter if possible. (Note: At the time of posting this the enhancement converters are not even released yet)
It is just plain wrong to get mad and blame the company/game for something you did. Next time make sure you choose the ATO you want.
Edit: Also at this time you can not buy the individual or even full sets of the ATOs in the paragon market. The only way to get them from the market is via Super Packs and with those which ATO you get, if any, is random. Perhaps you meant that you purchased it from a merit vendor? If so, then it definitely was your fault you chose the wrong ATO. All purchases from the paragon market are final and non-refundable. -
Try this: Start the launcher, on the top left click File>Settings. Under the general tab the bottom option should read: "After launching a game:", click the drop down under it and select "Exit Launcher" then click OK. What this will do is when you select to play a game, the NCSoft launcher will immediately exit shutting down the process entirely and all you will have is the game running.

I'm not sure if this will work, but one thing you could try which won't require reinstalling your whole operating system, is to run the NCSoft launcher, select CoH in the list, right click CoH, or click the little arrow on the right of the bar, and select "Repair (consistency check)". The repair function should only take a few minutes depending on the specs of your computer. It's possible a recent patch may have goofed something up. If the repair doesn't work you could try uninstalling CoH, then the NCSoft launcher, then reinstall the launcher and finally CoH. That would be less time consuming if you had to do it then to back up your hard drive, format it, then reinstall your OS then everything else. Reinstalling Windows should be an absolute last resort only if everything else you tried didn't work.

That's funny. I too installed the same new drivers a couple days ago. The game does seem to run a lot better with loading times somehow cut down. Not sure if that is the video drivers though.
I'm running a NVIDIA GeForce GT 240, 512MB graphics card. Not top of the line but works great.
Edit: These drivers are Microsoft WHQL-certified. -
I can understand how frustrated the op is. Personally I love the temp powers and use them all the time. 1 power i really love is the ST. Louis Slammer. You can craft another recipe even if you already have some uses left in the power thus increasing the amount of uses in it. I've had it up to over 60 uses often times. For low level characters or when being exemplared down to where you don't have many attack powers usable, temp powers come in handy when you're waiting for what powers you can use to recharge. And why delete them? You could sell them to a vendor. Depending on what power it is and what the salvage is to craft it (there are generally 3 versions of the recipes requiring higher and higher level salvage to make. the higher level salvage it requires, the more a vendor will give you for it), you could make as much as 2k or more per recipe at a vendor. It's free inf dude.
And some recipes do go for a few thousand inf in the auction such as the med pack, kinetic dampener. Personally I love the recovery serum. It's saved my butt a few times going solo against elite bosses in missions.

If your supergroup base has the Pillar of Ice and Flame, just do a single flashback story arc. Any arc should award the badge once completed.
But the easiest way is to go to a populated area such as Atlas Park, or Mercy Island and ask someone to drop a portal for you. You are able to use someone else's portal if you are at least level 14. Once in Ouroborus you should see a long rod thing above you that goes up at an angle. Follow it by flying up or running along it. At the top is a big golden spike that sticks out from above the building. On the tip of this is the Entrusted With the Secret badge that gives you your own portal.
Edit: Someone in Atlas yesterday asked for someone to drop a Ouroborus portal so he could get his own portal from the badge. I dropped mine and he was able to use it. In fact 2 people used my portal if I remember right. So the system isn't broken and has been this way for a while. You can use the Pillar of Ice and Flame in Ouro or your supergroup base if you have one and do most regular story arcs if you outleveled ones you wanted to do. -
This is starting to get annoying, and pricey if I don't pay attention. On my dual pistol character often times when I enter the tailor window to change my costume, the right pistol will be automatically set to the semi-auto skin. I changed some things on 1 of my costumes last night and had both pistols as the magnum revolver already and didn't change either of them. When I logged in today on the character, I noticed that the right pistol was the semi-auto skin. I must not have noticed the auto change in the tailor window when last I changed that costume. This is not the first time this has happened to me when I forgot to look and correct the change before I made my final decision and purchase the costume adjustments. At the time of writing my character is level 39, and with the 50% tailor discount from the veteran rewards it cost me over 87,000 inf just to change back the pistol that should have never been changed to begin with. If I change the pistol back to the proper pistol in the tailor window when changing a costume and I don't want to change the pistol skins, it recognizes that the pistol is the same and I don't get charged for it. This bug has been around at least since I purchased dual pistols from the paragon market about 2-3 months ago and it's starting to tick me off. It can sometimes take me an hour or so to get my costume just right with the pieces and colors only to find I didn't notice the right pistol was changed automatically and I have to pay extra inf to change it back. Also, when I went to the tailor to change the pistol back today and clicked on right pistol and left pistol, the weapon in my character's hand was invisible until I clicked the drop down window on the right pistol for choosing which skin I want.

2) Own it, but only because you're a VIP (Signature Story Arcs, Alignment content)
3) Own it outright because you purchased it on the market/got it from a serial code
Plus there's all the various ways you might have unlocked something...
So while I agree that the market not knowing what you own is kind of amateur hour, I do appreciate why it is probably a pain in the rear to code it, particularly with all the legacy, pre-market unlocking stuff they have to track. It's not "would be nice" though, it's "this feature is not complete until".
2) In my opinion, if you are VIP you should not be able to purchase something from the shop that is given to you for free. Why would anybody want to spend extra money on something they already have? If your subscription lapses, then it would revert back to the "buy" button except for rewards you have obtained from paragon rewards tiers.
3) Duh! Dats what I'm saying. The market assumes you never purchased anything and it is confusing when you want to buy something of a set like the invention salvage slot, vault slot, enhancement slot, etc, increases and don't remember which ones you bought.
In conclusion, what I am getting at is that if you have something unlocked permanently on your account, the shop should not allow you to add it to the cart to avoid confusion so you know what you don't have yet. -
I agree. It would be nice if the "buy" buttons would be greyed out and replaced with the words "already purchased". Especially when you only purchase 1 or 2 of say, the salvage inventory slot upgrades. Because later when you go to purchase the others you might not remember if you even bought any of them. So you have to add and try to buy them 1 at a time until it doesn't give you the error that you exceeded the maximum amount and can purchase it. I've played Guild Wars off and on for over 5 years and when you log into that game and go to the in-game store, items you purchased have the "buy" button removed and it is replaced with red text that says "Already Purchased". So I'm sure they can find a way to implement this feature.
I also agree that things that are no longer new, such as Street Justice and the Volcanic Aura, should not be in the Paragon Picks>New category. I have been playing since I believe September 29, a couple days or so after the game went free-to-play, and some items in the New category have been there since at least that time. They should only be in the New category for say, 1-2 months at most perhaps.
