Ouroboros Portal Access Issues

Recently, I sent in a request for resolving an issue that two of my characters were unable to access the missions for 1 - 15, 16 - 19, 20 - 24, and recently 35 - 39. Tech support really could not help me even after I did what they asked.

By chance, I had another character in Ouroboros and decided to see if this one could access the two lower levels. I was successful. Then it hit me, my other characters did not do any mission arcs outside of the starting one once you get in Atlas. I leveled them up mostly through DFB and through team missions that did not involve those areas.

I know this should not be the case; however, I believe because these two did not do any storyline missions from 1 - 15, 16 - 19, and 20 - 24 (other than Mirror, Helping Hand, and Jenny Adair's), I cannot access those missions because of this. This did not happen until after the release of 21.5.

Did the developers change accessibility to these missions as they changed the requirements for the Midnighter's mission and a couple of others? If this is the case, those who level up using DFB will not be able to access the portals unless they are on a team who can do them. Has anyone had an idea or similar experience? Thanks.

You might have to start at the very beginining and work your way up... It did that to me on villain side. Where you had to be "introduced" to a new contact up to where my actual mission was at. Like go to paragon wiki and look up the contact and see if they where introduced by someone then go do their missions and it should unlock the next contact.. If the previous contact had someone introduce the person as well then you have to do theirs then the next person and the person who you are wanting the arc from

If your supergroup base has the Pillar of Ice and Flame, just do a single flashback story arc. Any arc should award the badge once completed.

But the easiest way is to go to a populated area such as Atlas Park, or Mercy Island and ask someone to drop a portal for you. You are able to use someone else's portal if you are at least level 14. Once in Ouroborus you should see a long rod thing above you that goes up at an angle. Follow it by flying up or running along it. At the top is a big golden spike that sticks out from above the building. On the tip of this is the Entrusted With the Secret badge that gives you your own portal.

Edit: Someone in Atlas yesterday asked for someone to drop a Ouroborus portal so he could get his own portal from the badge. I dropped mine and he was able to use it. In fact 2 people used my portal if I remember right. So the system isn't broken and has been this way for a while. You can use the Pillar of Ice and Flame in Ouro or your supergroup base if you have one and do most regular story arcs if you outleveled ones you wanted to do.
