Um. First thing Nibb. City of Heroes doesn't currently support Eyefinity. It's also using a graphics engine that's approaching 6+ years of age. Just because CoH doesn't support Eyefinity now DOES NOT mean that support won't be arriving with Ultra Mode. As stated in a couple threads, this issue has only really been brought to the developers attention within the past couple of weeks, and it will take time for Television and others involved at the coding level to rework default aspect ratios and field of views to be consistent across player resolutions.
You could also make the point here that Matrox sold Parhelia graphics cards based on it's triple-screen abilities back in 2002 and 2003. However, using PvP as a reason for anything in City of Heroes is laughable in and of itself. It is possible that the development staff back in 2005, when Issue 4: Colosseum landed, thought that PvP play was going to become a centric part of the City of Heroes game. I seriously doubt that any of the surviving 15 had any clue that the PvP content would end up being the equivalent of a mill-stone tied around the necks of development resources.

While Electric Lamb Orchastra has some potential... if only to cause BaB's AND Castle to both post that infinity face-palming picture...
The very real problem with something like Elastic Limbs is that the game treats all characters as a bubble relative to their surroundings. Avatars in the game don't actually touch other enemies. This animation / bubble effect scaling can be witnessed in sets like Mental Manipulation, where Mind Probe on a short avatar looks really naughty when performed against a tall avatar. The effect can also be seen giant monsters where visible effects applied to pets are animated against the size of the rendered critter.... so if you immobilize say, Lusca, with stone cages... you have drastically oversized stone objects everywhere.
Players are deliberately decoupled from critter visual effects in order to save not just on network bandwidth, but system bandwidth and processing performance as well. If the game had to transmit per-player hit zones on multiple enemy critters, the sheer amount of information needed would make the game unplayable even on the fastest residential cable connections. This is why most games that wind up featuring pixel-perfect hit detection, like games based on Unreal Engine 3 or ID Tech 4 / Tech 5... tend to have a limited number of multiplayer spots available. To date, the only game that has made a hybrid of client-side and server side detection work in an MMO enviroment is Planetside... and as anybody whose been on the receiving end of 6 Jackhammer shots in a row from one NC player can tell you... it didn't exactly work perfectly.
Okay, in fairness, some commercial fiber connections probably could handle the sustained network performance needed to run a fully physics enabled, client side hit detection, and animation modification / deformation in real time.
That's a few years down the line, and then there's still the issue of the processing power your computer would need to have... -

The concept of Electric Lamb Orchestra is that you control some over-muscled farm-yard sheep... transformed into your 2 legged monstrosities by MAD SCIENCE! or improper application of Mutant Miracle Grow.
The first tier pets are the Electric Lambs. The first two summoned Tier-1 pets pulled run around and use their static wool to shock enemies into submission. Like the Thugs set, the final Tier-1 pet changes up the pattern. Instead of a Sheep with minor electric melee, you get a Tier-1 pet with a minor sleep effect and a stun component.
The second tier pets are the Rams: Big Bruisers, they wade into a battle and hit hard, similar to the Grave Knights from the Necromancy Set.
The third Tier Pet cues off Necromancy and Ninja, with a pet utilizing Electric Assault.

Okay. Yes. This was supposed to be a joke. And yes, making a Mastermind that plays a guitar is probably going to be too much work for the payoff... and two legged mutant sheep? Really? Did somebody spike my morning milk with Catnip?
That being said, I actually like the idea just for the sheer hilariousness of it. I love the concept of a figure in a trenchcoat pulling out a guitar, starring down an opponent... then calling SHEEP to attack! I love the idea of bringing a sonic effect to the Mastermind primaries... and I love the idea of a set that's a deliberate pun on Electric Light Orchestra. -
Umbral: Don't make the mistake of saying something to the effect of "The only way I'll support this (insert really bad idea here)"
The basic problem is that several players who come up with the really bad ideas take this as justification that something in the really bad idea is worth expounding on or continuing to push for. It doesn't matter if it's just one teensy tiny detail... maybe even a threadjack... some just accept it as proof that they were right all along.
This particular suggestion, the idea of using a Costume Effect to expand Gameplay effect is just one suggestion that's just badly thought out from the beginning, as you've done an excellent job of pointing out. Lets just end it there. -

The driver program has radically changed in the past several years from the detonating disaster that accompanied the Radeon 7000 and 8000 series cards. It's one of the reasons why I get all confused when somebody says ATi is the one with the driver issues. The recent 9.12 release aside, Nvidia's the one with the reputation for bugged out drivers... and to AMD's credit, they had a hotfix out for the 9.12 bungle pretty quickly. -

Okay, I know that's a smart alec response, and I know what you are getting at. You are thinking something along the lines of... "hey, I have a dual-core Socket AM3 processor from AMD with a high clock speed, loads of ram, and pretty powerful graphics card... surely this thing is going to be fast enough to play my graphics intensive 3D game, burn a DVD movie, rip my audio CD's to FLAC, and print out my 500 page essay on the living habits of the South American BotFly... all at the same time."
Well, the reality is... modern computer operating system's don't quite... operate like that. Most applications applications are, in general, not given fixed limitations on how many resources they can take up, or how many resources they use. Most applications will automatically use every bit of resources that is available to them, and simply leave the sorting out of those resources to the Operating System.

And yes, I know what BF stands for. It's also why I have more respect for Jack Emmert than I do Con Kolivas.

If you aren't really interested in the details on why a single application can take up so much of a processors reported power output... here's the short version:
Microsoft has been on a slow process to emulate a *nix type operating system with it's WinNT operating system for several years now. Among the improvements to the WinNT 6 kernel systems are changes that allow programs to better utilize available resources.
Games, at least under the latest updates to WinNT 6, are automatically given a higher processing priority by the WIndows system, allowing the game to take up more of the available resources.
What this means is that City of Heroes is taking up 90% of your processing power because it can take up 90% of your processing power. -

Honestly, if you are in the (USD) $130 market though... well, you are just about $10 shy of where the RadeonHD 5750 sits right now... and it's pretty much fast enough to run DX11 / OpenGL 3.2 features in 1440x900 and 1680x1050 with playable frame-rates. That's really your best bang for buck buy if you have to buy right now... at least in the US.
Since I'm not really sure what I'm looking at on the Diskont site, nor how to properly convert the money, I couldn't tell you if you are getting ripped off on what look like the prices. -

couple of ways to do it.
The first, and older way, is to host two images on your original image server. One original size image, and one image that's scaled down. Use an external program like GIMP to resize the image and scale it down.

The second way is pretty much the same as first... Google's Picasa Image hosting service automatically scales an image down for linking in 144pixel, 288pixel, 400pixel, and 800pixel wide formats.

Once you have your two images:
You link the smaller image to the forum post, then wrap a URL link around the image to make a link if somebody wants the larger image size.
So the structure is <url>original image here<img>smaller image here</img></url>

save your original Deviant Art image to my hard-drive
uploaded it to Google Picasa Web
selected the 800pixel wide google image as the physical image in my post
listed your original Deviant Art image as the to-link URL object.

As a caveat, as of right now, Picasaweb doesn't allow you to assign a direct large size image link. If you want to see the larger version of an image on Picasaweb, you have to use Google's rather obtuse image scaling system. -

One of the basic problems with CoH's server system is that the more "popular" servers get more players because they are popular. New or recently joined players login, and see a server list that's largely green across the board. Then, on Friday or Saturday night, they might see Virtue or Freedom turn in a yellow or red signal.
Ergo, new or recently joined players head to Virtue and Freedom because they obviously have the highest population, and therefore will automatically bring about a better gaming experience.
The flipside to this is that trolls also understand that servers with higher usage ratings also draw a higher average number of players. Thus, the type of people who frequent... say... 4chan... somethingaweful... or ebaumsworld... well. They basically log into the most popular server(s) because they know they have the highest chance of successfully finding somebody to torque off.
Atlas Park is especially vulnerable as it's the first choice for new players out of training. For those who have been playing the game, it also offers a nice gathering point under Atlas, and has various services like the Auction House.
So, players out looking to make trouble are pretty much going to hit Freedom and Virtue AP's first.

Now, I'm not saying this doesn't happen on other servers. It does. Atlas Park broadcast tends to be filled with some of the most... I don't want to say stupid because it's insulting to stupid... and I can't say what I want to say since the people who think this kind of trolling is funny or worth doing are a lot like the current majority party in ... Anyways. This sort of visual / verbal tripe pretty much happens all the time in Atlas Park, it's just more noticeable on Freedom and Virtue.
It's also more noticeable on the Blue Side because of CoV's... well, less than perfect map designs. CoV's lack of of a convenient gathering point has been discussed multiple times in multiple threads. -

This sounds suspiciously like a corrupted user profile.
Click on the start menu, then type the following command into the search box: control USERPASSWORDS2
Hit enter and this should bring you up to the system User Accounts. Create a new user through here (not through the Control Panel's jacked up User Account GUI).
Also, check the box listed as Users must enter a user name and password to use this computer
This will force you to have to login manually. Login with the newly created user, and check to see whether or not you can log off / restart normally.
If you can, your wife's profile has been corrupted.

Your best bet from this point is to save her data files, then use the User Accounts to delete the old account.
After deleting the account, check C:\Users and make sure the older username folder is deleted from there as well. -

As OpenGL is crossplatform you will have the same image quality regardless of what Operating System you use, as long as the OpenGL calls used are supported. -

I'm pretty confident in saying that pool power customization probably isn't going to be in Issue 17 for a couple reasons.

It's also likely that the engineers and coders tasked with I17's content and features will be retasked to focus on polishing up Going Rogue in addition to fixing and addressing issues / bugs with the underlying game.
Thus, it's extremely unlikely that any development resources will be available until after Going Rogue. -

Is it pointless to pass 45% defense?
Yes, you can easily pass 45% defense with Super Reflexes as a base power set, and yes, there are some enemy groups in the game that can knock your flat on your rump no matter what your defense level is. (cough, Rularuu, cough)
One of the design problems with Super Reflexes, and it's a choice shared by other defensive only sets like Ice Armor or Energy Aura, is that these sets offer little to no damage resistance. This means that if something is able to hit through your armor, it's going to hit for pretty much what is full damage. (as a note, this isn't actually a problem. This is an intentional design choice to keep defensive builds from being overpowered. )
Thus, the more defense you have, the more likely it is that you will not be spending a lot of your time memorizing the floor pattern of the hospitals in the game.

That being said, as indicated in my previous post, IO sets that boost defenses are expensive to buy at the Auction Houses. One of the more popular sets, Kinetic Combat, tends to run into 8 digit figures, and I've seen some sales top 9 digits. With that kind of money output, you'll either need to farm a lot, or get really lucky with recipe drops you can sell for money. Speaking for myself, I can count on one hand the number of Kinetic Combat drops I have received since the IO system was first launched.
Since defense boosting IO sets; or more preciously the defense boosting IO sets that can be used in the powers you can get as a scrapper, brute, tank, or stalker; are so expensive to purchase and are so rare to drop... it's very possible you won't be able to come up with the in-game influence or merits to Soft-Cap your build for months, if not literal years.
It is due to this time / cost factor that many players settle for just getting to 45%. It just isn't worth the trouble to go beyond the base soft-cap.
There's also another little problem that many players run into. An Empath, Force Field, or Cold Domination buffer can put a Super Reflexes at positional soft cap too... and for that you just need a second player. -

One example of the Hard-Cap is the Rule of 5. You can only have 5 bonus's from an IO set or a non-unique proc. So if you have 5 sets of crushing impact, you have reached the hard-cap on 7% accuracy bonus's. Any more IO sets that have a 7% boost will not benefit that particular boost.
A soft cap the game limit at which point the power can no longer be usefully improved, or further improvements serve no real effect.
One example of the soft cap is the Rule of 3 for single type enhancements. Most powers are close to maximum effect boost with just 3 Single Origin Enhancements. If you slot a 4th Single Origin Enhancement, it's benefit is greatly reduced.

With Defense buffs, the hard cap, at which point no more defense will help you, is pretty high. At level 50, you'll need to pop several purple inspirations to reach the hard-coded cap.
However, the soft-cap for defense is around 40~45%. Once you reach this percentage in your combat attributes, most enemies will simply miss you.

Super Reflexes is popular for soft-capped defense builds for three reasons.
First, it's defenses are positional, not typed. This means that you dodge attacks based on where they come from, not what kind of attacks they are. The positional attacks are: Area of Affect, Ranged, and Melee. Compared to other armor sets this gives you a wider range of versatility. Super Reflexes doesn't really have a defense hole accept against the very rare non-positional attack.
Second, the base defense values are pretty high. Each positional gets a base 13.88% defense + 5.63% defense. If you cap the affect of each power, you'll be pushing 28% base defense to ranged, melee, and AOE attacks. (13.88+50% =20.82 :: 5.63+50%=8.445)
Super Reflexes also gets a high percentage of Defense Debuff Resistance. Basically, Defense Debuff Resistance means that enemies have to apply more debuffs to have the same effect. My Super Reflexes Stalker, for example, has 78.75% Defense Debuff resistance. This means that most common mobs will have a hard-time wearing down your defense at low levels... and at high levels, even Cimerorans will struggle to put a dent in Super Reflexes.

With high positional defense values, and more importantly, resistance to defense debuffs, Super Reflexes is a prime candidate for reaching Soft-cap with IO's.
Certain IO sets give benefits to positional damage. If you focus on using IO sets with melee, ranged, and AOE defense buffs you can easily hit 45% defense ratings relatively cheaply*.
*relatively cheaply defined as: You are in the Zig. You just dropped the soap. Hopkins is your shower-mate. Shortly to be dropping the word: Shower. -

Okay. Sev. couple of notes.
NIC stands for: Network Interface ControllerIt is the physical connection in your computer that you connect to the internet with.
Second: you can't disable the Firewall in a Modem / Router.A Router uses technology called Network Address Translation, or N.A.T. for short. N.A.T. is what separates and directs information from the internet side of the router to the separate computers on the computer's side of the routers.
Third: DMZ is controlled by IP address, not by the physical port
A firewall simply controls whether or not ports are open. When a router says it comes with a firewall, this just means that the port controls are exposed to the user through the router.The IP address of your computer is generally assigned by your computers Media Access Controller Address, or M.A.C. address. The M.A.C. address is a hardware number in the actual physical controller. You can identify the MAC address under windows by running the command ipconfig /all through a command prompt. This command will also give you your IP address.
If your router has a DMZ set, you will need to access the router's internal control panel and set the DMZ to your computers current IP address.

The most common DSL and Cable Modem / Router combination generally sold by the big providers comes from Arris. However, there are Cable Modem / Router combinations sold from both Motorola (the SBG900) and Netgear (CG814M).
Second: What is your IP address on the computer your are trying to connect with?Most routers give the ip address of 192.168.x.x, where the final two numbers change.

If you don't know how to open the command prompt, simply go to your Windows menu and use the Run entry, or Windows 7 the Search entry, and type in the word: cmd
Hit enter and this will bring up the command prompt where you can enter ipconfig /all
If you are not pulling an IP address, but pulling a number like 72.x.x.x, 68.x.x.x, 112.x.x.x, 24.x.x.x, or so on, you are not running through a router.
This is why I need to know what modem/router you are running through. Some modems can contain a hub instead of a router, and your ISP will simply assign you two different IP address's, one for each M.A.C. address attached to each Network Interface Controller. If this is your setup, there could be an address conflict.
Third: what security software do you have loaded?Applications like Norton Internet Security or McAfee suite are not necessarily turned off when you disable them by their command interfaces. In the case of troubleshooting connection problems, these two suites are generally at the top of the list for most major ISP's for software that needs to be removed before further troubleshooting can take place.
It looks like you have AVG loaded, which isn't known to cause any conflicts with the game. However, if your computer shipped with something other than AVG, traces of the old program could still be in residence.
You might also want to check and make sure that the Windows Firewall is disabled through the Windows Control Panel. -

To the OP; Rangle's got it right. CoD doesn't hurt aggro since DA has plenty of aggro-generating powers. It has some +perception, which is useful, provides immob protection if you don't want to take CJ, and has the same amount of defense as Weave. I'd say it's a must-have for a player that's not taking CJ or is looking to add some defense to their build.
Sorry, but you are going to have to come up with a much better response than this to counter what I said.
CoD is worthless as a stealth. It's worthless as a defense power. In a fight it's not going to do you any real amount of good. Period. Stop. End of story.
