i17 and hasten
Look at it this way. They said it was coming at the same time they said there may or may not be an issue 17. Considering the amount of artwork we know is coming in I17 and GR, the chances they managed to squeeze in something they've admitted is harder to do than regular power customization, is shall we say, slim to none?

I'm pretty confident in saying that pool power customization probably isn't going to be in Issue 17 for a couple reasons.

Mr. Bruce explicitly stated last November the following:
All of them would happen after Pool power customization, and that isn't likely to happen anytime before Going Rogue gets wrapped up (requires tech and UI work). |
We also know this year that Going Rogue won't be released until July. We know that there is an interim release of Issue 17 made up of (what was probably) the free issue expected to coincide with Going Rogue to begin with. We therefor know for certain that everything that is in Issue 17 was content or features that were already in development as of last November.
Thus, we know for certain that power pool customization can't be in Issue 17. There's been absolutely no time for the development staff to work on expanding and modifying the underlying engine resources and UI resources to make pool powers customizable.
Now, it is possible... but unlikely that the development resources taken up in Issue 17 could be tasked to work on Pool Power Customization after I17 launches. I say unlikely because Ultra Mode is a fairly large feature. The guess by many players is that Paragon Studios is trying to get Ultra Mode out in time to make sure that it's working across the widest range of possible systems before Going Rogue hits.
It's also likely that the engineers and coders tasked with I17's content and features will be retasked to focus on polishing up Going Rogue in addition to fixing and addressing issues / bugs with the underlying game.
Thus, it's extremely unlikely that any development resources will be available until after Going Rogue.
I wouldn't expect pools and epics to be customizable until I18 or after. Some things have to change for epics because of the ability to go Rogue, and I am sure they would like to schedule the rest of the customization work together with the related projects.

Just think of glowing hands that shoot magic bullets as part of the Dual Pistol weapons customization unlockable at level six.
I don't think they mentioned it in the I17 overview, so I think it's very unlikely it'll happen in this Issue.

I'd rather sound customisation for Hasten.
Actually, I'd rather a global sound nerf on hasten!
I've had time at wentworths, where multiple toons standing on all sides of me, busy at the brokers, all of them with hasten.
Then the sounds go off, one after the other, like someone hopped into a giant ravine, stuck a loudspeaker on his hands, and let hasten go off.

Sure I could turn the sound off. But I like playing with the sound on, I shouldn't have to switch it off for 1 thing that bugs me.
I wish there was an option just to turn off the sound for hasten, lol.

Can not wait to hopefully be able to turn off the hasten visual effect someday though.
Devs (or someone in the know) can you please let us know if hasten is going to be customizable by i17? Those glowing hands are a pain at the best of times but now they are really driving me nuts. I've made myself a Dual Pistol blaster and I am absolutely loving the new set. It is great fun to play. The only issue is you can't actually see your pistols while hasten is active.
Not a massive problem I know and it's not bothering me enough to stop me enjoying the set but I would dearly love to be able to turn this effect off.
You've said it's coming but do you have any timeline for it yet?
On a final note great job on the new powerset guys. I haven't come across a person yet who hasn't liked it.
