Second, it's double xp weekend, most folks are gettin' their scrap on. As will I, very shortly.
Third, we're scrappers, not scarppers, or however the hell you spelled it. Sheesh.
Fourth, the question you're asking is huge. The short answer is, get your defenses to 45 percent.
Have fun figuring out how. Because fun is the whole point, ain't it?

One example of the Hard-Cap is the Rule of 5. You can only have 5 bonus's from an IO set or a non-unique proc. So if you have 5 sets of crushing impact, you have reached the hard-cap on 7% accuracy bonus's. Any more IO sets that have a 7% boost will not benefit that particular boost.A soft cap the game limit at which point the power can no longer be usefully improved, or further improvements serve no real effect.
One example of the soft cap is the Rule of 3 for single type enhancements. Most powers are close to maximum effect boost with just 3 Single Origin Enhancements. If you slot a 4th Single Origin Enhancement, it's benefit is greatly reduced.***
With Defense buffs, the hard cap, at which point no more defense will help you, is pretty high. At level 50, you'll need to pop several purple inspirations to reach the hard-coded cap.
However, the soft-cap for defense is around 40~45%. Once you reach this percentage in your combat attributes, most enemies will simply miss you.

Super Reflexes is popular for soft-capped defense builds for three reasons.
First, it's defenses are positional, not typed. This means that you dodge attacks based on where they come from, not what kind of attacks they are. The positional attacks are: Area of Affect, Ranged, and Melee. Compared to other armor sets this gives you a wider range of versatility. Super Reflexes doesn't really have a defense hole accept against the very rare non-positional attack.
Second, the base defense values are pretty high. Each positional gets a base 13.88% defense + 5.63% defense. If you cap the affect of each power, you'll be pushing 28% base defense to ranged, melee, and AOE attacks. (13.88+50% =20.82 :: 5.63+50%=8.445)
Super Reflexes also gets a high percentage of Defense Debuff Resistance. Basically, Defense Debuff Resistance means that enemies have to apply more debuffs to have the same effect. My Super Reflexes Stalker, for example, has 78.75% Defense Debuff resistance. This means that most common mobs will have a hard-time wearing down your defense at low levels... and at high levels, even Cimerorans will struggle to put a dent in Super Reflexes.

With high positional defense values, and more importantly, resistance to defense debuffs, Super Reflexes is a prime candidate for reaching Soft-cap with IO's.
Certain IO sets give benefits to positional damage. If you focus on using IO sets with melee, ranged, and AOE defense buffs you can easily hit 45% defense ratings relatively cheaply*.
*relatively cheaply defined as: You are in the Zig. You just dropped the soap. Hopkins is your shower-mate. Shortly to be dropping the word: Shower.

Yes, you can easily pass 45% defense with Super Reflexes as a base power set, and yes, there are some enemy groups in the game that can knock your flat on your rump no matter what your defense level is. (cough, Rularuu, cough)
One of the design problems with Super Reflexes, and it's a choice shared by other defensive only sets like Ice Armor or Energy Aura, is that these sets offer little to no damage resistance. This means that if something is able to hit through your armor, it's going to hit for pretty much what is full damage. (as a note, this isn't actually a problem. This is an intentional design choice to keep defensive builds from being overpowered. )
Thus, the more defense you have, the more likely it is that you will not be spending a lot of your time memorizing the floor pattern of the hospitals in the game.

That being said, as indicated in my previous post, IO sets that boost defenses are expensive to buy at the Auction Houses. One of the more popular sets, Kinetic Combat, tends to run into 8 digit figures, and I've seen some sales top 9 digits. With that kind of money output, you'll either need to farm a lot, or get really lucky with recipe drops you can sell for money. Speaking for myself, I can count on one hand the number of Kinetic Combat drops I have received since the IO system was first launched.
Since defense boosting IO sets; or more preciously the defense boosting IO sets that can be used in the powers you can get as a scrapper, brute, tank, or stalker; are so expensive to purchase and are so rare to drop... it's very possible you won't be able to come up with the in-game influence or merits to Soft-Cap your build for months, if not literal years.
It is due to this time / cost factor that many players settle for just getting to 45%. It just isn't worth the trouble to go beyond the base soft-cap.
There's also another little problem that many players run into. An Empath, Force Field, or Cold Domination buffer can put a Super Reflexes at positional soft cap too... and for that you just need a second player.

The soft cap for defense is 45% due to the way the attack mechanics work. Note that someone with 40% defense is getting hit twice as often as someone with 45% defense. Those last five percentage points are huge.
On Super Reflexes, you may want to aim for perhaps 46% to 48% if you want to make sure you've handled defense debuffs. But most of the time, 45% is as good as it gets, and more defense won't help you.
The game takes the best of positional or typed defenses. So the only numbers you really need to care about in most situations are Melee, Ranged and AoE defense. 41% like you have is good. 45% is much better.

Je saist is both right and wrong: some of the pieces that are desireable to use for softcapping are somewhat expensive and/or hard to get, but he makes it seem much more difficult than it is. Making money without having to farm or get lucky drops is really easy in this game - all you need to do is figure out how, and the market forum offers a wealth of information on that. Using only SO slotting in your defense-boosting powers (not counting Elude) you'll get 30.4% defense to every position, which means you'll need about 15% via set bonuses or other powers. Adding Combat Jumping (1-slotted for defense) and Weave (3-slotted for defense) will get you to 36.3%, which means you'll need less than 10%. The Steadfast Protection: Resistance/Defense IO will get you another 3%, and 6-slotting Gaussian's Synchronized Fire Control into a power that grants you +tohit (Focused Accuracy, Targeting Drone, Build Up, Follow Up, Soul Drain, etc) will get you another 2.5%. From there you'll only need about 5% through set bonuses to hit that magical 45%. My DM/SR sits at about 48% to everything and that was without trying too much. Unfortunately I've lost his original build and don't play him much anymore so there's not much point in me reconstructing it. I'll see what I can come up with for relatively cheap here - even with market prices the way they are, you should be able to easily softcap for under a few hundred million if you're patient and look for good deals.

Here's a quick DM/SR build I threw together - it's similar to the one I've got but drops Touch of Fear and Shadow Punch to pick up Hasten and Super Speed. Over 50% to all positions, and not too expensive. Only pieces that might give you trouble cash-wise are a few of the Obliteration, Touch of Death, and Gaussian sets.

Wrong. Ranged/Aoe and Energy/Negative/Fire/Cold tends to be pretty cheap to get, while Melee and Smashing/Lethal is comparatively expensive (and even then there are usually budget options). Kinetic Combat is expensive because it's a huge S/L defense bonus for just 4 slots, making it incredibly slot-efficient and well worth the huge pricetag it commands.

Something else to consider--- Dark Melee has -tohit debuffs and a heal-
- both make DM/SR a great combo -in fact soft capping def may not be needed-
- look at this build and take note of the end-recharge-tohit debuff and the 17% heal every 4 secs--
-as well as capped to ranged Def (in melee the to hit debuffs play in)---also- no fighting pool, witch gets rid of two heavy toggles--
---4 second downtime on soul drain as well
expensive--but hey what else is there to do

Sets I usually use in the process of getting to softcap, most of which are not too expensive...
Red Fortune (relatively cheap, tend to slot in two of my SR toggles for the Ranged def bonus)
Multi-Strike (very cheap, gives both melee and AoE defense, slot in PBAoE attacks)
Scirocco's Dervish (not quite so cheap, gives AoE defense, also slots in PBAoE attacks)
Touch of Death (moderately priced, gives that oh-so-precious melee defense, slots in melee attakcs)
Mako's Bite (not cheap, but not hideously expensive), gives ranged defense, slots in melee attacks
Gaussian's Synchronized Fire Control (not cheap, gives 2.5% defense to all three positions, I usually put this in Focused Accuracy on my scrappers)
The Steadfast Protection resist/3% def is a great enhancement, and will do more to help you reach the softcap than almost any IO set all by itself. It slots in a resist power (such as Tough) It's not cheap, however.
If you take a resist power to slot the Steadfast Protection res/def in, you can put Aegis in the other five slots for a nice AoE defense bonus.
Finally, if you're willing to spend some inf and you took a travel power, Blessing of the Zephyr offers the easiest ranged and AoE defense bonuses you can get, requiring only two pieces for the ranged bonus and three for the AoE.
If you take a ranged attack in yoru power pool, you can add Thunderstrike to the list for ranged defense as well. I use this one heavily on my blaster.
There are other sets as well that you can use to boost positional defenses. I know Obliteration has positional defense bonuses in it, I just can't remember what they are off the top of my head. The above are the ones I have used personally.
