Wow, did not see that coming. I would have expected an announcement that something like this would happen in coming months, not "immediately." Kind of weird, actually.

The suggestion here relates to what would be new functionality - i.e. it will not be anything being currently tested in beta. This would be a feature request and the place for that is the Suggestions forum where apart from anything else it won't get wiped out after testing is completed.
Well, all I can say is I've seen it work exactly the opposite. I made suggestions in closed beta 9-11, and they showed up later. And that's normal and standard practice for the software industry.
Since it's been proven to work this way, I don't know why folks keep saying it doesn't. Anything in beta that you find doesn't work the way you like, you should leave feedback on. It doesn't matter if live works the same way. Problems in beta are there to be discussed, and should be commented on. That includes the way mission givers and NPCs in missions work. -

I can't figure out where to apply this. If I go to my NC Soft account management, the Apply Serial Code thinks I'm trying to start a new account or something. It says "The serial code is valid, but can't be used to start a new account."

BTW, this comes up periodically, and got discussed a lot during the Issue 22 beta also (and possibly other betas too).
Feel free to head to the beta forum, find a Misc Feedback or Missions Feedback thread, and discuss your ideas for how you'd like to read the mission text for each of these types of missions. The devs might not be able to do anything about it for Issue 24, but they do listen, and frequently ideas posted in the feedback threads show up in later issues when they've had time to work on the suggestions. -

That's the Suggestions forum. It's below general discussions and all access.
Since I happen to work as a software engineer and I happen to know how bug reports work, I know beta is the correct place for suggestions. I've seen several of my suggestions in past CoH betas worked into later issues. It's the normal way things function--suggestions from one beta are forwarded to software engineering in later releases. And it's the same for all software--accounting, internet, games, etc. -
Somebody should add this idea to the list of requests on the Beta server forum, if the idea seems popular. Even if they can't get to it in time for i24 they sometimes add ideas to a list for implementation in later issues.

It might be neat to add a contact to various zones in appropriate level ranges, a Tipster who allows you to do do the Tip missions "in order" to get a little better story, maybe with some text from the Tipster to tie things together a bit.
These aren't "tips", just the same missions with regular mish rewards. It's for story/arc only.
Add the Tipsters to Ouroboros and then any character can do the missions at each level so they can check out the story. -
I really liked Staff Fighting. I did a Staff/Ninjitsu Stalker (my first stalker!) and got it all the way to 50. I don't play a lot of Scrappers or Stalkers but this was easy to IO at 30 for lots of extra defense and after than it felt like a Scrapper. Nice combo, nice set.
If you're thinking of Staff Melee and you like melee in general I think you'd like it. Stalkers don't get all the extra modes so I can't say how that works out, but Stalkers do get the Body one (for extra Damage) and that was fun to play.
I tried Nature Affinity on a corruptor back when I was VIP on beta and it seemed good. Maybe not as strong as Time but definitely felt stronger than the other "healing" sets.
My recommendation would be to try both. -

Since when I got back I've spent money on CoX, at least to unlock the invention system (wasn't really nice already to get back and find my empath/healer with all the IOs and sets locked, since it was stuff I obtained while paying but whatever), until I reached enough PR to have it unlocked forever and such, but how they expect someone to spend money on an unknown powerset without giving it a try is kinda mysterious! -
The Plot Armor will be gadget based. You'll have to find a Plot Device to use it.

A 2x2 Workshop costs 100,000 prestige and gives you room for 9 storage items, so that kinda squares with my recollection of making a personal base with 200 million info and getting some decent storage.

You certainly can, but you'll need a lot of prestige. The Tiny Hidden Base or whatever won't be a limit, it'll be how much base stuff you can buy.
If you have a lot of Inf, you can convert some to prestige to give yourself a boost. I converted 200 million inf to 20,000 prestige and that give me a workshop (room) where I could add some additional storage, but I don't recall the particulars. I'm sure someone will be along to fill in where my blanks are though. Good luck. -

So, my proposal, as noted above is something I've talked about before, is to just push them over the spandex edge and start gearing them up to be costumed super powered with a focus on super powers.
Leave the under 20s exactly where they're at looks-wise. But then, as a bonus, as they turn up post-20, they'd start branching into spandex.
I like this idea a lot.
I've never liked the idea of fighting basically normal people. Warriors, Family, Cage (rent-a-cops? Come on...), etc. After level 20 or so, all the normal folks should go away. I feel we're way too powerful by that time to be fighting them. Especially when these groups get to around level 30. Not really working for me.
Adding some *super* villains seems to clean this up. If a new Outcast villain group replaces the Warriors in Talos, I won't be sad. Super villains could also make additional appearances with other groups: working for the Family, for example. It would make a lot more sense, to me, if we're fighting Family because they're using super villains.
It could even be part of a larger story arc. Outcasts are gangers at lower levels. You manage to save a few, redeem them or whatever. The more hard-bitten ones put on spandex by level 20 and start their own villain groups. You defeat some of those, they get locked up or go straight. Then the Outcasts that are left are the real hard core, and start working as mercenaries for other groups like the Family, etc. It provides a progression, and also a bit better explanation why we are fighting these guys, instead of just letting the cops taking care of it. -
