    The last decision is what I am working on now. I have a pencil sketch of what I want my I/O build. I am just trying to getit perfect before I start painting. Which in game terms means start assembling the I/Os. I have a Glad Proc +3% sitting in base storage, so no worries there. But most of my previous mains focused on raw damage and recharge, so I will need to start shopping for Ranged Defense sets.

    I dont know if some of the old school Blasters will remember "jousting" - way back before IOs were invented close range blasters would just joust in and out of melee range (I still do this today on my Blaster) using superspeed.
  2. Here is an example of a softcapped S/L Hover Blaster (again no melee attacks taken). This build should be cheaper than the ranged build (it does not have the hella expensive 2.5 billion glad proc) but it will still be expensive.

  3. Well there's two sides to what you are asking for. You can either go for a capped Ranged DEF build or a Capped S/L DEF build (Since you're taking Cold mastery).

    The build that I posted is a layered defense (high amount of defense atop a resistance shield).

    I can make you a capped s/l DEF build but it wont have the same amount of resistance.

    CoX Bucket List?

    So I've been around for awhile although admittedly I do not frequent the boards as much I used to. I'm curious if any of you have a CoX bucket list ? Perhaps the only reason I am thinking about it is I'll be turning 21 again for the last time tomorrow. So after thinking about it here's a list of what I came up with in no particular order.

    1) Tried every AT in the game up to Level 12 - Done

    2) Lead a Hamidon Raid - Done - the old school way big thanks to everyone who joined in on the many raids the old school way (too many to name you know who you are)

    3) Solo'd a TF - Done - I finished Positron on my namesake Blaster (post IO environment he was 47 at the time - I used a boatload of inspirations but I was able to do it). I should probably try one of the harder TFs with one of my pimped out builds...

    4) Won a costume contest - Done - I had participated in a lot of costume contests but never won any (mostly for the good company) and was shocked when I won at POM's recent Zombie costume contest.

    5) Shard Task Force - Not Done - I dont know if I have enough attention span to sit down for one of these.

    6) Earned 400 Rep in PVP - Done - I'd have to check for the badge but I am pretty sure I have it on my stalker (I used to zone pvp alot before Travel Suppression and Heal Decay)

    7) Written a Guide - Done - http://boards.cityofheroes.com/showthread.php?t=112531 Holy Frak is that old! I am working on new project however which I hope will be more helpful to everyone.

    8) Roleplayed an event or task force - Not Done. I think it'd be fun to do for a couple of hours.

    9) Designed a worthy AE arc - Not Done.

    10) Hosted a large scale PvP Event (like a 64 person FFA ) - Not Done though I think I've participated in a 64 event way way back in the day.

  6. With Fulcrum Shift, siphon power is imo skippable. Repel is fun for S & G but skippable. I took two additional attacks in their place. I also took superspeed (relying on Siphon Speed and IR is not always optimal) Hover (excellent for Energy Blast and provides a good view above the battlefield) and Power sink. I moved Vengeance down to 49 (helpful but not necessarily needed at that level). Power Push is good with the base slot. Nova only really needs just 3 slots for damage.

    I left some slots open on purpose

    Celerity Stealth IO in Superspeed
    BotZ KB resist in IR
    Numina and Miracle Procs in Health

  9. Ok so here's a build I put together for you using SOs and some from the list of HOs that you currently have. When you respec you can pull out a max of 10 enhancements (unless you buy the additional enhancement slots).

    Unless I made a mistake somewhere you should be left over with:

    2 Enzymes 1 Lysosome 3 Microfilaments 1 Membrane - on the market probably the ones that will sell the most would be the Enzymes / Microfilaments and the Membrane.

    You indicated that you would mostly solo so this build reflects that. I removed Concealment (wont be necessary with a stealth IO more info to follow) and in its place took Leadership / Combat Jumping / Psychic Mastery. The rest of your powers however are unchanged.

    Leadership adds Defense and To Hit which may not be crucial since you're rad. When in teams these will be helpful.

    Combat Jumping gives you added Defense as well as resistance to Immobilization.

    I chose Psychic Mastery for 3 Powers.

    Dominate is a nice fast hold that also deals a good amount of damage.

    Mind Over Body was taken for some resistance to Smash / Lethal and Psi.

    Mass Hypnosis was taken to give you a solo friendly way to control a large group of critters (lets just say you accidently aggro'd a group that you didnt see while you were stealthing a mission).

    The amount of slots I allocated to each power are from a foward thinking perspective - perhaps when you get rich from selling all those HOs (listed above) you'll move onto IOs and eventually IO sets (like for example Maneuvers would be slotted with Luck of the Gambler's and two slots in Health were taken for the Numina and Miracle Unique's respectively).

    I purposefully left Combat Jumping and Fly unslotted - you should be able to afford a Stealth IO (Unbounded Leap) and Blessing of the Zephyr (KB Resist IO) respectively as Fly is capped at level 50.

  10. I loaded up mids and started to work on a build which I could export in text but I then realized you're still missing 3 powers (most likely as a result of Fitness being inherent). Are you opposed to taking alternatively pools instead of Concealment and a different Epic?

    32.5% DEF to S/L while keeping recharge in mind for Energize.

  18. Interface: Reactive

    Judgement: I think any would work - Pyronic / Ionic being the easiest to utilize though Dark Judgement would fit concept wise.

    Lore: I'd just try to save up and wait for the 20.5.

    Build looks good as well. One thing I would suggest is slotting Dark Fluffy with 2 Acc/Mez HOs and then any combo of regular Heal and THDeb IOs. It alternates between spamming TT and PG and the heal / to hit debuff is just gravy on top of my own debuffs. On my Dark / Sonic / trow sharks 'fender I have Fluffy slotted 2 Acc/Mez HOs and one heal and one thdbf.

  21. What has changed with Energy Melee set, from CoV release?

    IIRC, Barrage has gotten a slight buff to damage. ET however has had its animation time increased.

    Has the endurance cost for attacks increased in some way? Is it me or does the animation for all attacks been extended?

    I dont think the END cost has increased - at least it doesnt feel that way.

    What’s your take on EM/EA?

    It's not an optimized set for farming if that's what you're into but should be a fine set for most PvE content (despite its holes - Confuse/Fear/Psi). Energy Drain got a buff (it does +Regen).

    What should be done to the set to improve it’s usability?

    Had I an EM/EA brute I'd build with IOs - should be fairly cheap to softcap to S/L

    IMO, 1 KB IO should be fine for most of the pve content.

  24. 1. Any Primary works - seriously - if one knows how to use Knockback one can chose Energy Blast. Thematically - Electric Blast of course.
    2. A well slotted Powersink can be used not only as utility (to get Endurance back) but also to drain.
    3. Lightning Clap is players choice personally - I find that Thunderstrike makes it completely skippable in my build.
    4. While /Electric Manipulation lends itself to close range, one can build one as more of a ranged blaster. It's not possible to soft cap to RES however one can softcap S/L Defense.
    5. As far as what epic/patron pool is the best? The answer is totally subjective and it depends on your build goals and what you enjoy. If you were making a build to softcap to S/L Defense then Scorpion Shield or Frozen Armor would be your goals.

  25. "Blapping" can be quite frustrating at times but it can be equally rewarding - glad you got the moxy to try it out.

    So, I looked over your build and it needs some work. While I do realize it is an SO build - by the time you actually get to crafting you should be able to afford generic IOs / some inexpensive sets and by running alignment missions you should be able to get some of the more expensive IOs that most people use in their builds (Numina/Miracle Procs).

    In general - most attack powers are slotted either 1 Acc / 3 Damage / 1 End Redux/ 1 Recharge or 2 Acc/2 Damage/1 End redux / 1 Recharge. Health is typically one slotted while Stamina is 3 slotted. Defense powers and Resist shields (in your build Weave and Tough/Charged Armor respectively) are typically slotted with 1 End Redux and then 3 Defense or Resist SOs/generic IOs (or a set)

    Ok so I made a build based on what you asked for. With hover on you're at 32.8% Ranged Defense (pop one luck and you're at the Ranged Softcap). You'll hover in and out of melee range. The 3 sets of Basilisks will be expensive though. Other people may find the slotting of Thunderous Blast odd but it is really part of an attack chain and IMO is best utilized with Aim + Buildup + Ball Lightning then Thunderous Blast.

    I purposely left slots open (suit to taste).

    Now I'm posting the build that I use on my namesake Blaster but dont let my handle "Deadboy" throw you off (except for the pic that Bobcat called me out when I faceplanted during the Praetorian Invasion on Champion). This would be an expensive build and if you wanted Scorpion Shield you'd have to go redside (change alignment but you can go back to hero).

    This is a close range Electric/Electric/Mace Blaster build. I play in melee range right alongside the tanks/scrappers/brutes. He is softcapped to Smash/Lethal (Typed Defense) with very high energy defense. On teams I just throw out SC / BL and occasionally PSink. Solo however I rely alot on SC and PSink in big groups.
