SOLO-TYPE BLASTER! (need help!)
I have found /energy manipulation to be the best middle of the road set for both teams and solo. it offers self click buffs that help a lot solo, and if you want to team with it, you can pick the melee punches to do some big melee dmg.
For a primary blast set, there are more choices.
Ice blast is single target oriented, and does really nice dmg for solo play. It has an amazing nuke power. On a team, you can focus on hard targets to make the fights go much faster and easier, and use the nuke to wipe out entire spawns when it is recharged. the self buffs in /nrg make ice blast more potent.
Dark blast has a nice mix of aoe and single target, and some nice hold and debuff powers. My dark/nrg is my current favorite blaster.
Fire blast is the classic. Tons of easy to use aoe, solid single target. it doesnt offer much for safety tools, but it works anyway because of the speed it doles out damage. Fire/nrg is a potent combo in all situations.
those would be my choices for a solid multipurpose blaster.

My Fire/Mental Blaster held his own solo and contributed a lot to teams throughout his entire level up career, and now that he is lightly decked out he can solo most enemy groups on +2x8. Granted I don't play him much anymore, but when I do I enjoy myself.

Fire provides all the aoe you need, EM provides you with st abilties to chain with blaze as well as stellar mitigation when solo.
Gonna echo what has been said. But will add what game setting we talking about ? Personally I start at 4/8 and then work my way down, because 1/1 anyone can do. I would also assume you have access to the invention system otherwise your SOL for doing anything crazy.
Really any primary with decent AOE and Energy Manipulation will work extremely well. The simple reason is it will allow for Range cap defense and also the ability to pick up Aid self relatively easy. What more can a Blaster want.
As far as build wise you can just search for any Energy Manipulation MIDs build and swap out the primary for anything you like.
What I can say my personal type of Blaster is always Range cap, Hover Blaster. This way I can be out of range. To me it never made sense to be on the ground when your soloing 4/8 because one mezz and you can be screwed. At least mezzed above ground your still limited to range attacks which will always be your greatest defense numbers.
As for builds honestly there are enough here on the forums and unless you understand the game mechanics your going to be at the mercy of someone else. That someone else might not have a clue about builds so unless they get challenged your gonna waste your time on crappy build that will never work out. A simple example is when people post up builds labeling them as fully defense capped and they have PFF active not knowing how PFF works. Want to understand the game read the threads in my Sig.
Finally don't try to re-invent the wheel. You are not going to discover that secret build that no one else has found out about over the past 7 years. So I really do suggest just take the time to look around and find threads with a bunch of info about a certain build.

My current favorite is Dark Blast. It has two cones for aoe, pretty fast self heal, knock back and hold, tohit debuff that stacks with your +defense set bonuses. Dark Blast doesn't do the highest damage but it makes up for everything else. I mean even a not-so-high blast set on Blaster is still considered "high" damage in comparison to other ATs.
Mine is lvl 37 Dark/Mental. I chose mental for theme purpose (Vampiress) but Drained Psyche can be extremely helpful. I think Dark/Energy is another excellent combo.
Ice Blast and Sonic Blast are also very good for soloing. Sonic Blast will help your team take down a hard target fast.
I find Radiation Blast very good as well. I used to really hate Radiation Blast on Corruptor because the first two tier attacks suck. The Blaster's version is better 4s and 8s and Cosmic Burst's mag 3 stun is so helpful.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
I'm going to be giving an opinion that a lot of people might look down on, but here goes:
How about a Sonic Blaster?
Sonic Blast gives small damage debuffs along with its attacks, and that's pretty nice, but the important thing to keep in mind if Siren's Song when solo. It's a wide cone heal that makes soloing a great deal more viable. On teams, the -res debuff is still noticeable, and you're able to cut loose without worrying quite so much about aggro.
Sonic/EM Blasters can Siren's Song an enemy, then walk up and utilize /EM's melee powers to take them down one at a time. Safe and effective.
Fire Blast gives lots and lots of damage, and it a nice set for players who like their AoEs. It may lack mitigation, but...FIRE FWOOSH! I went Fire/MM on mine in order to be able to have an additional Cone attack to use, as well as make use of Drain Psyche and other utility powers that add to his survival.

I am having tons of fun with a Sonic/Dark blaster currently. More fun than I have had on any other type of blaster, which invariably have ended up deleted somewhere in their 20s. (
Admittedly she is only level 27 now, so she hasn't survived her 20s either, but I can't see deleting her at this point.)
On a team you bring -Res to the table along with light control via a cone Sleep attack. As some Tank or Brute is likely holding aggro you can move in close to maximize Soul Drain and then slide back out to hammer targets with multiple AE blasts as the buff lasts long enough for such (while hammering with single target attacks in between).
Solo you retain you Sleep along with getting the ubiquitous immobilize found in secondaries along with a disorient from your primary and a (melee) Fear should you take it. Soul Drain becomes a little hard to max out but is still at least as bood as Build Up and probably better all things considered.

Sonic/EM/Ice or Mace (go redside) would probably be one of the safest solo builds but still team friendly.
Here's a template with 4 powers open and slots that is already softcapped to S/L Defense. Please note I picked powers based on my personal preference.

Sonic/Anything is one of the best soloing blasters you can have.
I have a Sonic/Devices, and I routinely go entire missions without ever being targeted, let alone attacked.
I have a stealth power built into my secondary, and an AoE Sleep in my primary. I also have 2 single target stuns.
I stealth up to a spawn, put them to sleep, and wake them up one at a time with a stun, then ST blast them to death. If you slot the sleep with Fortunata's Hypnosis they will stay asleep for over a minute.
It's not quite as fast as using massive AoE to wipe out the spawn, but it is extremely safe and you will have less downtime simply by virtue of never dying.
Sonic/EM actually takes out the sleeping spawns faster with the melee attacks mixed in, but Sonic/Anything can do the same thing.

On a team, the -Res is very handy and although the debuff numbers are not quite as good as a Defender (-13% rather than -20%), you'll nicely soften up any hard targets for everyone else.
Yes, you may feel a little less powerful when standing next to a Fire Blaster on a team but hell, everything feels less powerful next to a Fire Blaster! I have soloed on my Fire/Fire Blaster as well but he runs at a less difficult setting solo and dies far more often than my Sonic/En.

i was thinking what should be the nice combination of powerset for SOLO-TYPE/TEAM Blaster, what i mean is the Blaster that can do solo nicely and team... and how to soft cap it? any advice is quitely appreciated!
