they should do a poll from a third party survey site about how many players really care about clipping, or would rather have access to all the costume pieces that would "be a problem because of clipping."

It's 3.66scale damage at Rating 0-2, 5.49scale damage at Rating 3-4, and 7.32scale at rating 5. For comparison, the standard crashing nuke averages out to 4.875scale damage* on a 360second recharge. Blizzard, the highest damage nuke of any kind, is 9.12scale over 15seconds (again 360recharge).
Cyclone has the potential to out damage any nuke aside from Blizzard, with considerably shorter recharge and no end crash. The trade off is that it deals that damage over a fairly long period of time, which could always get shortened if it were ever to get made, though I kind of think that it being too short of a duration loses the desired effect.

It's unconventional for a blast set to have an immobilize, sure. Really I'd say it's less an Immobilize, and more an attack that also happens to leave your target immobile.
The set lacks a true Tier3 blast (Something only Dark Blast and Electric Blast have in common with it, though Dark has two tier2s now with the changes to Life Drain). So really you're meant to cycle Windcage and Vortex more as part of your single target chain, rather than reserve them for control purposes. Windcage also allows you to utilize the -range secondary effect as a form of mitigation (and helps build your Rating). Vortex actually fills the role of a 3rd blast, but requires Storm Rating of 5 to do it, and drops you down in Rating, meaning you have to rebuild after each such use.
An early version of the power had Windcage affect additional targets in a small AoE at higher rating, but I thought that it gave the set too many AoE effects, particularly since the set already has a lot of soft control built into it.and i understand windcage now

still, i would like to summon cyclones instead of one of these powers [probably still the immob i guess] lol. coolest wind power evar. would be nice to give a blast powerset a summon, and i always felt it fits. -
question: why did you choose that sort of tier 9 power? it doesnt seem to do very much dmg, or maybe im reading it wrong? i'd keep it the same but increase dmg [although you said dmg increases with storm rating right?] maybe i just suck at understanding the numbers.
also, i cant seem to like your immobeven though it sounds cool, i wouldnt put it in a blast set unless it was a cone.
also, does five points seem like a lot? dont most of the other combo sets use three levels [four if you include 0]?

low knockback is like knockdown and really not much of a problem. people whine about it a lot but really it's quite useful if you know how to use it. lots of powers suck when you miss or aim in a bad direction, but that doesnt mean the debuffs suck, does it? no, the player doesnt know how to master that set yet, or they just missed, that's all.
you just need to know how to use it. i've seen plenty of meelee handle foes while on teams with kb usage members just fine. and ive seen some who suck regardless use it as a reason to complain.

i suggested a wind blast set, and you have some great points to yours that arent in mineand this system you've included is awesome. also, for FX, dont forget scirocco's powers of cyclones [1*], whirlwind[2*], and lots of the fx without the weapon in the new titan meelee
[*three whirly effects to use more including the already wind-based tornado.]
here's mind for comparison, not that mine is better or anything, but to show youi based mine more off of sonic than anything else [i like cones and kb/kd.]

"Wind Mastery" for Corrs/Defs, Contreollers/Doms, and Blasters/MMs [would need a couple new powers] EPIC POOL

-some sort of whirlwind shield or kb/repel, toggle, with damage

-something else.. :/ im thinking an pbAoE with a cyclone animation of sorts, superior dmgbut honestly i like cones and AoE's more than immobs/holds. and wind is all about KB to be honest

well, doesn't taunt have a cast time?
so your character would basically freeze or stand still during this cast time. at least the taunt animation makes sense as you are "taunting" your enemies with a growl, point, wave, whatever. -
also, in the same vein, i'd like to see an archery epic pool for meelee ATs, namely scrappers and stalkers, but tanks and brutes too i suppose

hi all! Im going to suggest two powersets. Armory and Weapon Assault [I suck at thinking of names]. because it is possible to have more than one customizable weapon as is evident with other AT's, this shouldnt pose a problem. I am using one meelee custom weapon for the basic meelee attacks from these sets, and archery to fill the ranged gaps.
dont like archery? try crossbow this time then.
Blaster Secondaries generally follow this trend, with a stun,kb or hold somewhere in there as an added effect:
1. ranged immob
2. meelee
3. meelee AOE
4. [aoe, cone or meelee/pbaoe]
5. build up or self buff
6. [aoe, cone or meelee/pbaoe]
7. self buff or PBAOE
8. [aoe, cone or meelee/pbaoe]
9. big meelee or PBAOE
and dom secondaries generally follow this trend:
1. ranged low dmg

Blaster:
note: this is more of a mixed armory weapons set, to cover ranged attacks present in blaster secondaries. Bows and dagger toss/shruiken are used as they are present in game and do not overlap other blaster powersets [primary/ancilary]. the custom weapons could be axes, maces, broadswords [similar animations] or katanas, and using the animations from those sets with numbers comparable to other blaster secondaries.
1. entangle arrow/net shruiken
2. [custom weapon meelee moderate dmg]
3. [custom weapon meelee cone]
4. weapon pbAOE
5. build up
6. arrow AoE from trick arrow set, potentially acid arrow with reduced debuff and increased dmg? or blinding powder or exploding shruiken/dagger with poison/acid.
7. [custom weapon meelee OR self buff]
8. [custom weapon meelee cone +kb or +stun or something, potentially ranged by throwing several shruiken or daggers]
9. [custom weapon meelee superior dmg]
Dom:
note: because Doms are ranged heavy in the secondary, It will be assumed that Archery would be the best to fill those voids in a custom weapon set, or Dual Pistols but that would be more of a Pistols/Devices set, in my opinion, which could just as easily happen following the guide. to fill the meelee gaps, a custom weapon, similar to my blaster secondary suggestion would be axe/mace/broadsword [because animations are similar] or katana, with numbers comparable to dominator's secondaries.

3. fistfull of arrows

My attempt to convince people that there are power sets waiting to be created from existing material has seemingly failed considering everyone seems to think the set up for a psi defense set is "too similar" to something else, and not embracing the opportunity to have a broader choice.
P.S. - to all the people that said my idea was the same as SR and a psi defense set wouldn't be cool, I just went ahead and made a Arachnos Widow toon, because that's as close as I'll get for now.
also i didnt mean a direct port of any custom weapon set, but yea, combined with self buffes and other goodies, like the difference be tween traps and devices for support and blaster secondary, there are a few options. or even multiple weapons in one set. why not?
im gonna make a post right now about potential blaster and dom secondaries. -
this is a great idea but it's sort of four powersets in one, which would require a LOT of new animations [not entirely but still a lot of motions plus effects and numbers makes entirely new powers.] also im not sure what sort of set this is? ranged dmg? or buff? i think buff?
:/ as awesome as this would be we might be luckier getting one buffing powerset, like earth defense or earth-blast. fire already exists as a buff set and damage, air sort of as storm [though im hoping for air to become a blast set. sonic is not aero blast in the sense that ice is not water blast.], and water... well... we can only hope they give us water sometime.
still this is a great idea.but so far the trend is, if you can change dmg/effects is to have three options and four, again, is a lot. [dual pistols has three, and staff meelee will have three] buuuutt if you count the original-not-specified type as one, that could be four

what would be cool, like was mentioned if the in-between powers werent exactly archery like MM but maybe crossbow and the javelin throw power from cimerora instead?
i like having roman soldies and again instead of rain of arrows the special power could be summoning a sybil pet appear that is untouchable/unbuffable[/and probably un-nameable] to aoe buff you and your pets for +def and +dmg for a period then runs off after 120 seconds or something. -

love your powerset.
most of the powers exist in game or have easy animations to make. there are what, like three versions of throwing rocks already: the yank chunk out of the ground, the summon chunk out of the ground like propel, and the summon little pieces/shards. and the dom secondary set has nice ranged goodies too. fault, fissure and tremor...
shouldnt be too hard at all. replace the snipe with a cone or aoe from above.
as i just mentioned in another thread, the dark seconday blaster set is a good example of not proliferation and not something entirely new, but combining several already in-game powers for a great hole-filling set.

City of Heroes has always prided itself on it's diversity of powers and costumes, so why not take some of the powers that already exist in the game across multiple AT's and power-sets and bring them together into a new power set. Why? Because they exist and its a quick and easy way to give players that much more freedom. So what if its similar to SR or Ninjitsu, its not meant to be a whole new thing with a whole new system. A shapeshifting set, radiation, temporal armor, or intangibility set would be cool, I do agree with that; however that would require all new powers to be created, all new numbers, new animations, and so much more. I'm not saying they shouldn't work on making those, but that they should look into doing little easy projects like this to fill the gap between releasing major/original sets.
So, why not give us a new power set when it would only take a couple guys a week (or less) to produce, then turn around and sell it for 800 points on the

I was actually worried about that. That's why I didn't suggest a super Tier 9 defense power; instead Drain Psyche could take its place. Maybe give it a longer recharge like a tier 9 would have, get rid of the regen/recovery debuff aspect, or just nerf the crap out of the debuff.
As far as it being similar to SR in the idea of seeing/dodging stuff before it hits you, and therefore you could pretend SR is a precognition set; to me that's like the people who play energy blasters to pretend they are using water blast attacks. Not that its bad, they're working with what they've got; but in this case I really don't see a reason for this set not to exist.
Ninjitsu is Super Reflexes dulled down, but with a heal; which is more like what I'm suggesting than SR. I've posted this thread on a couple of the CoH forums I'm on and everyone seems to keep getting caught up in the fact that it's similar to another set. When you think of it the only defense set that is rather unique is Regeneration. All the other sets have sister sets. Fiery Aura , Dark Armor, and Electric Armor are all creepily similar. (res based) Same goes for Super Reflexes, Ice Armor, Shield Defense, and Ninjitsu. (def based) Then you have Invulnerability, Stone Armor, Energy Aura, and Willpower. (res&def mix) So everything is a thematic variation based on one of those three categories.
Besides, its about time we have a real psi defense set. Yes Willpower, Stone, and Dark Armor have psi defense/resistance but its not heavily focused on like fiery aura is to fire. There is a thematic set for every one of the types of damage, why not give us a psi set. I think that with all the psi that's starting to show up in the game, it'd be nice to have a set specially designed to counter it. Besides 90% of the powers/animations already exist.
there are a couple other sets that could be created rather easily by re-arranging sets to make new-hole-filling sets, and this is an excellent example. dark for blaster secondary is also a good example of something like this happening.
it's not proliferation and it's not something completely new requiring even long turnover time for animations and extra balancing. numbers to comprable powers exist, and are great guidelines.
i really hope things like this happen from time to time, there are several great sets i would like to see happen including this one. [im hoping for custom weapon combo blaster and dom secondaries].

1. the mobs of all the Prae AV's missions that are "praetorian" yet are not actually in praetoria... Praetoria is just full of people that we havent seen yet... cuz they are all in primal earth missions? [Valkyrie's for example] idk... but it would be nice to see the continuity.
2. the "Attacks only when attacked" tech they boasted about [yellow boxed targets]. it's great and i love it in praetoria but would love to see it in primal earth.
3. Prae Ghost Widow's fabulous hair. give atleast another npc it. it's too neat.
4. Prae EAT. i know this is a big request, buuuuutttt totally feasible. You could choose from Clockwork, Praetorian Police, Carnival of Light/Shadows, or IDF. all have unique powers/uniforms/storyline that you could expand a little and incorporate other ingame powers that might fit.
5. Throw some of the Prae snake ladies into Cimerora, special missions, monster, or zone event "harpie raid". K thanks. GIVE CIMERORA A MEDUSA FINALLY!!!! Harpies would be neat too. flying terrible creatures.

since there is a bubble aura that is pretty wattery, the water spout and leviathan master's bile spray, the geyser powers and bubble bursting powers of the kraken heads in the sewer trial and im sure im forgetting a few more. and heck there's waterfalls...
they could make a not too complicated water set pretty easy i'd say. -

which is in between illu and fire as far as pets go i'd say. but the heal-tree isnt the most useful :P
but those dang creepers can count in the ZILLIONS! so that makes plant [3 pets -tree/creeper pet/flytrap- + creepers summoned by invisi creeper pet]

Hi All!
So mid's has it's update but I dont think it was installing right. I've always been intimidated by it, and also, I'm wicked bad with computers so I just click "ok" if that's a button on the window.So mid's code examples probably wont help, but I think I can still click through everything :/
Anyway I have a Kin/Dark scrappy and I'm going to take Leviathan mastery for theme, but wasnt sure what powers i should skip altogether, or how to slot them [SO's mostly, maybe a few IOs but i always seem to be broke].
SO far at lvl 25 i skipped the first kin power and taunt, have all the dark, took CJ, SS and fly[which i might drop later but it's been useful].
Mostly I am looking for the big points of the two sets, and maybe any Leviathan mastery advice for scrappys. I'm looking for survivability I suppose

how come most of the mobs and minions of the Praetorian AVs you fight blueside/redside dont actually show up in praetoria?
O_O this always makes me curious... are they just all from a praetorian zone that doesnt exist yet...? orrrrrr wha? because there are plenty of existing factions and NPCs that we fight of praetorian origin supporting all the AVs, but they just arent in praetoria.
is there a second praetorian earth?

Notes: This would be a secondary set for Blasters and Doms, with power effects based/matched off of Mental Maniuplation and Thorny Assault. Graphics would be based off of force field graphics but altered for some of the powers in the set.
1. Force Bolt - ranged moderate dmg, +kb
2. Force Smash - meelee high dmg + knockup
3. Force Push - meelee cone moderate dmg +kb
4. Force Crush - ranged immob low dmg
5. Bubble Boost - +dmg +tohit, with swirly bubble effect
6. Repulsion Field - the same, toggle pbaoe + kb, BUT add low dmg
7. Repulsion Bomb - ranged aoe moderate dmg +knockup
8. Torrent Force - ranged superior dmg +kb
9. Repulsion Explosion - pbaoe high dmg +knockup
