The nifty (get one Today) Kismet Accuracy is NOT a Proc, there is no % chance in it.

It is a Set bonus equivalent IO, and acts like a one slot Set. In addition it will complete what ever set bonus you have for other Kismet pieces with it, if any. No other piece of Kismet is required, it stands alone just fine for the +To-Hit.

The word Accuracy in the IO name is extremely misleading and was one of several things that confused me greatly when I started playing last year. The word Accuracy is used incorrectly in place of the much more desirable To-Hit bonus in a lot of other places as well, so always double check the WIKI for power descriptions, etc. that mention an Accuracy bonus.

A SET IO is always on as long as you are at its level, or exemplared no more than 3 levels below the Level of the IO, regardless of the level the power it is placed in. Full IO sets work the same way.

An extreme (albeit silly) example would be to place a level 10 Kismet Accuracy in a level 49 Combat Jumping set mule along with a Level 25 Luck of the Gambler 7.5% recharge. Both IOs are minimum level for their set and will work just fine at very low exemplar levels. The Kismet from lvl 7 up (Positron TF, etc.) and the LotG recharge from Level 22 up.

Hope that helps anyone else who has been mystified as I was.

I hate to break this to you, but, you've got the Kismet +ACC (i.e., ToHit) in the wrong category. It is a Proc120 and operates exactly like the Stealth and the Healing Special IOs.

If the power is on, it works. It's *not* like a Set Bonus which works when the power is off. Its level is irrelevant to whether it 'works'... if the power works, the +ToHit works. See: http://wiki.cohtitan.com/wiki/Table_of_Special_IOs
  2. I would think most of one's toons over the level of 40 already got their Aura and so, the complaint that the Rep is offering the new cape mission is moot.

And any toon under 30 is only going to come across the new cape mission.

This only affects toons that were between 30 and 40 when the change was implemented. It's not like "I have to bring my 70 alts through a new cape mission!"

But you know, the Devs hate toons in their 30s! And want to exploit them!!

  4. Group Fly and Team Teleport are each broken in their own way which causes both to 'lose' teammates in its effects. With Group Fly, followers drop out. With Team Teleport, followers just drop.

For MMs, using both together makes up for the deficits of each. It's like using Hover and Teleport -- they help each other.

Unfortunately, taking both requires 4 other power choices.

So, both Team TP and Group Fly should each be made available at level 14 with no prerequisites. Since each has bugs, and costs more than TP or Fly, and are slower/shorter than TP or Fly, they are already pre-nerfed for the buff they provide and would still be balanced. Neither are really long term travel powers... they are situational powers like Hover, which doesn't have a pre-requisite. And this allows MMs to take both (which is still burning 2 power slots for functional travel) and make them actually useful.

I'll wait for the ToE3D reboot... it will be more gritty.

I like Global Acc and ToHit since it frees up a lot of enhancement spaces and it makes Temp and Vet powers actually hit at high levels.
  7. Once you raise the height of every road bridge and power line; and then lower the height of every truck in the country, it's simple!

    What could go wrong?

Anyway, this just shows that every movie ever made will be remade in 3D. And then remade again rebooted. And then remade again rebooted in 3D.

    Retcon Anyone?

I will now be played by Shia Lebeouf, but only much more gritty fashion to redefine Shia as a more serious acteur and because audiences like that.
  10. A QL Movie?! Excellent, there are a whole lot of unanswered questions they can add to the already existing ones!

Tales from Earthsea. It looks great as expected from Miyazaki.
Is it me, or are the human characters too simply drawn, like a Saturday morning cartoon that is a harsh juxtaposition with the richness of the dragons and scenery?

I don't mind being exploited -- it's not like it's Nazism, or worse: a slap in the face!

Yes, the search is based on a database of whole words that are 4 letters long or longer.

So, searching titles of threads that use 'ill' for Illusionist will get you nowhere.

Searching titles of threads for 'illu' will retrieve only those that used 'illu' as an abbreviation for Illusion/Illusionist/illustration/etc...

Searching titles of threads with 'illu*' will retrieve threads that have words that begin with I L L U.

Using the wild card in front doesn't work. So, a search for *usion goes nowhere.

Me, I've been saying it "pray-TOH-ree-ah". I wish I had the linguistics terms to describe it. "ae" is always a long A to me... I'm in the category of "speaking romance languages" (French) and "singing classical music".

    *boggles*
    Ummm.... check my post above.
  18. So, let me 'splain...

In ancient Latin (the time of Julius and Cicero), that ae was pronounced like eye (as in eyelid)

Over time, the Romance languages during the Middle Ages changed the pronunciation of the ae to something similar to ay (as in day, but more like a Spanish e as in Pepe). This is the Ecclesiastical pronunciation (the way the Catholic Church and most classical music choirs pronounce it).

However, in Merry Olde England, the ae became pronounced like ee (as in bee).

In the United States, unstressed vowels sound often get muted to a more guttural uh or eh or ih (the dreaded 'schwa e').

So, this explains the four different ways you've heard the first syllable of Praetoria:
    • Preye-toria is from those who know classical Latin (many doctors, lawyers, academics).
    • Pray-toria is from those who know Spanish, Italian, or Ecclesiastical Latin, or classical music.
    • Pree-toria is the preferred pronunciation in dictionaries since this is how it is most often pronounced in England.
    • And Preh-TAWR-ee-uh is from lazy English speakers who smooth over all unaccented vowels sounds to gutteral grunts. This make it awkward though, when they have to pronounce 'Praetor'... do they say 'PREH-tor' or 'PRUH-tor'? This pronunciation is definitely incorrect and should never be used. Use one of the first three pronunciations listed.

The second syllable controversy should not be one. In classical Latin, Ecclesiastical Latin, modern Romance languages, and in English, it should be a long O gliding into the R sound (grrrrr). Think of someone owes you money -- they are an ower of money. Now, take out the W sound and that's what OR should sound like.

Many English speakers, especially in the North East US, change the or sound to awr (as in if you are in awe of something, then you are an awer). There is a difference in sound between awer and ower, though for many native English speakers they can't hear the difference since their regional dialect doesn't make a distinction in they way they're pronounced.

Thus, you hear: Preh - TAWR - ee -uh from them instead of the correct, Pray - TOHR - ee - ah.

Since Caesar keeps coming up in this thread, it provides an interesting case study. In Ancient Latin, the C was pronounced as K, so they would say: KEYE - sahr. That pronounciation moved into the Germanic language (Holy Roman Empire, anyone?) and became the German Kaiser. You all remember Kaiser Wilhelm of WWI, right?

However, in the Romance languages, the C became a CH or an S in front of certain vowels and an S in English. The AE became EE in England leading to the pronunciation of Caesar as SEE - zer.

So, would you like a Kaiser roll with your Caesar salad? The two words are from the same source.

Are you celebrating the birthday of Goose?

Or maybe you're observing the feast day of Arsenius the Great? (Are the Catholic dogs in da house? Woof woof woof!)

Or maybe you're mourning the deposition of the regent Lady Jane Grey which led to her execution (which was faked by the Fae of Avalon who took Lady Grey under their care and trained her to fight Rikti)?
