While I do agree with your PRAF (went through several respecs myself, the current one having tough, once i'd sorted end properly), I wouldn't be so rash to discredit the fighting pool on a /DA. the extra S/L res is very noticeable.
But I do concurr, if you're having issues with just the powers as they are, sort them out first -

Hey, some people want it. Medicine pool is decent enough if you want to support your team as you have the basic Emp powers.
I don't see a problem with him taking it - sure, Medicine, isn't the best pool in the world, but it can work if you want to be a semi-Emp.Even if he is a Scrapper.

/DA scrappers have the single best self heal in the game, and the fighting pool adds a whole deal of survivability.
In all honesty, if a Spines/DA was standing next to me using Aid Other, and not in the front lines laying waste to mobs, i'd be *VERY* concerned

Do *not* take medicine for aid self on a /DA, it *really* doesn't need it. Dark Regeneration, like Healing Flames to a /fire, is the defining power of the set -

most permadoms are able to stack domination for 15-30 seconds. One application of domination turns a 3 mag hold into 4 mag (leut into boss), stack that again, that's 5 mag...Practice brawler offers 8 mag of protection. 2 applications and you're held...with power boost, for a pretty long time too
Edit: just checked detailed info on my dom...the mag is doubled while domination is up, so 6 mag...still, 2 applications = breaks mez toggles -

One of the main points of a Villain Epic, if it's drawn from Arachnos, is that you play as true to the original as possible. A Mu Mystic no longer bound, is no longer a Mu Mystic...
considering that over a million people have traces of Mu Blood, the 'recruitment' slant that was taken for Soldiers and Widows could be done again, but I'm afraid I disagree with them being unbound, if done at all -

As PRAF said, don't run them all at once if you can't handle it.
I run all the shields, Death Shroud, Opressive Gloom, Cloak of Darkness, tough and weave on my Kat/DA scrapper. So long as Dark Regeneration is slotted for endurance, it shouldn't be too bad, just carry a healthy supply of blues with you. Death Shroud is the most expensive toggle there, so don't run it all the time!
Also, drop the fear cloak if you're keeping death shroud, as has been said, it breaks the fear component...making all that endurance spent on keeping it running totally wasted.
Also, back to your OP. 'nobody' is playing them isn't true at all, it's just people who face that little hump when it comes to /DA's endurance, give up...which is all the better, leaves the determined people to try it out and love it (Can't see myself rolling another scrapper that isn't /DA, tbh) -
iirc it's been said before that the devs are reluctant to implament frames without animations (it would be like playing in perma Nova form, unable to use emotes)
However, playing a Mu Mystic would be ace, I just can't see it happening anytime soon -
I've found my ninja/poison suffers from 'too many foes = dead' issue. Any single strong foe is reduced to a crying toddler, before swiftly punting him down a flight of stairs. /Poison's heal is excellent, though it needs 6 slotting to shine. Aside from that, if you *know* what you're up against (infernal's spawns), bring enough purples and circulate them to the jounins/Oni, and take the spawns first (retreat/hold your ground depending)
Anything that deals a lot of AoE is going to be a problem for you, as you lack the /FF, /Traps, /Dark advantage of buffing the ninja's defence, but you do have a very impressive array of debuffs and a strong heal -

Mage Hunter Zukhara, Vernon Von Grunz (sp?), Facemaker and oh, I dunno, someone else. Just some examples of 'alternative' factions or figures that represent a theme within the Rogue Isles.
My favourite would be the Mage Hunter. She could give perma access to Spirit Traps as well as other paranormal/magic-fighting powers and defences. Patrons that give an edge over certain types of mobs could be interesting.

Could we have a little bit more detail on what each of the moves do? Smashing/lethal damage I presume? PBAoE or Cone Damage, mainly single target?
I'm of the opinion that Melee sets are the last thing that need to be given extra sets, but regardless this isn't a bad idea...though I hold final decision til after there's a bit more detail -

This conflicts majorly with the story-arcs of the Patrons. 2 of those you mentioned are Adjutants to the current patrons, and thus conceptually are incapable of being 'mentors'. 2 of them also have Strike Forces to their name.
So long as OPERATIONESTINY is in place, the current patrons you've offered simply don't fit. It's quite a catch 22, as i'm unable to fathom how any other patrons can be included, which could run parallell to the 'crucial' Destined one story arc (i.e, the absolute basic plot of all of CoV)
Someone once suggested Dr.Aeon as a 5th, which if you've done the 4th Patron arc...would be hard to do (I guess most of the missions bar the first and last could be done through Arbiter Daos)...
...still, it's a very fine line to tread, as there is a lot of conceptual stuff to work around, before throwing names about -
As in: The Wicked Wild 'Character Name'? Those titles?
You get a change of them ever multiple of 5, and an infinite change of them at lvl 50 -

The power is tied to arcs/badges that involve time travel. So:
Any of the RV badges
The souvenirs from Faultline
The Souvenirs from 'Echo through the Aeons'
The souvenirs from Ubelmann
The explore badge in the zone itself
Quite a few others that I cannot recall right now...
Basically, you may never have travelled through time, but you've been *exposed* to time travel [Spoiler] Such as changing the past re: Faultline, with the PCM -

while admiring your enthusiasm, the less thought that're put into suggestions, the more it tends to bring out the curt/spiteful replies. (for Evidence, compare some of the shorter posts in this section, with both of Valkyrists *excellent* ideas for new zones)
Eg: a villain AT with a Melee Primary and a Ranged secondary? Any shields/mezz/mitigation at all? Will just die constantly.
The only thing that will separate Heroes and Villains come full proliferation are the inherent powers (Scourge, Defiance, Criticals, Supremecy), extra ATs are a bit much on the workload, considering we've already got plenty (including Epics)

The Menders are unaware that you've used that crystal. Completely. The portal is tied to the 'secret' of the Menders (their intentions aside), hence it'd be a bit weird if using the Midnighter's crystal allows you to meet Silos (for whatever means of his). Note the letter at the end of the ITF, on how we've used a 'unregistered crystal'. It's all a bit underhand on the part of our Heroes/Villains
If we presume that the 'normal' time travel events are merely fixed points on the timeline that the menders use, as an excuse to invite you to Ouroborous, then the use of a Crystal they don't know about would give the lack of the portal given for it, some amount of sense -
Considering the SoA get the brute pool, i'm going to offer my opinion based on what works well on my fortunata.
Before I do, I'd just like to say that the brute patron powers, simply aren't all that...unlike the Corruptor/Dominator powers, they simply don't offer much besides a looong cooldown pet (which you need to take 2 powers to unlock), or a bit of ranged damage.
Hence, unless you're picking one for concept, i'd recommend the Mu Mastery pool (Scirocco), for the [Electrifying Cages] power. Fast animation time, excellent radius, and a decent duration immobilise. Plus it's pretty quick to recharge)
Plus, if you can spare the cash/have the luck to come across the immobilise purple proc (chance to hold), firing off 33% of the time, it becomes an *excellent* attack chain opener.
Just my 2 inf, irrespective of all that, don't worry about it too much, as most people would skip the powers altogether, and just go for the patron whose arc they've yet to experience/like the most.
