Spines/DA Scrapper build
I'm sure some people will tell me I'm wrong, but you won't be able to handle all that endurance drain. If it is only for PvE, Focused Accuracy is an overkill, oppressive gloom does not need endrdx while Acrobatics does need two endrdx as well as your other DA toggles. Soul Transfer just needs 1 rchg in base slot, no need to 6 slot it. Also Acrobatics is taken too late in the build. If you drop Focused Accuracy then you'll need 2xacc in both Cloak of Fear and Dark Regeneration, in fact, even if you keep FA you'll need at least 2xacc in those, since you won't be able to run FA full time and if you have to toggle it first and then hit Dark Regeneration, you're dead.
ALL your toggles except Combat Jumping and Oppressive Gloom need 2 endrdx except Focused Accuracy thet needs 3).
Build up, you need Build Up to maximize your damage.
This is going to be an unrewarding scrapper in my humble opinion since you'll be all the time looking which toggles to turn on/off instead of pwning stuff.
The more damage you do with every attack, the less attacks you have to make and with each and every attack you don't have to make you can save on endurance. I would completely dam out attacks. Acrobatics looks way late. Some of the 3rd slots won't do much for you where they are and would be better elsewhere (especially health). Oppressive gloom, not worth more than an acc generally. 2 acc dark regen or add a heal, (6 slot min it). I'd sooner have hasten than cloak of darkness and have few rechg in attacks for the sake of 1-2 end slots in some attacks.

Nightmarer's slotting advice is dead-on track. I'd also leave Cloak of Fear off permanently. It's unneccessary when combined with Oppressive Gloom, and counterproductive with Quills/Death Shroud. Cloak of Darkness is also unneeded since you have Combat Jumping. Stick a cheap +Perception IO into Build Up instead.
The only defensive toggle worth turning off occasionally is Murky Cloud. You'll want Obsidian Shield (Mez protection) and Dark Embrace (S/L resists) always on. For soloing you can also turn off Quills and Death Shroud, but they'll be very useful on most teams due to the increased mob spawn size.
Finally: You've taken Conserve Power and FA, so IMO it'd be daft to leave Energy Torrent. It's as damaging as Throw Spines and works VERY well as a cone knockdown "first attack" when starting to fight a mob.
Do another build with whats been said. I have a Damage recieved tab up whilst playing mine, if I don't need an armour on I don't bother with it.

It's not something I'll be using as a main for a while. Already have claws/SR scrapper on the go. Respec'd at level 14 so I could slot it with DO's, So I'll probably post a spec for that too.
Part of the problem with acrobatics is just where to fit it in. Before level 20 I'm often trying to get fitness and travel powers, so it would probably mean dropping something from level 18 which means loosing either defense/resistance or an extra attack before getting Stamina. Is it acceptable to get this somewhere after level 20?
Finally finished it.
What I've done this time is drop the epic pool for medicine, left PBAoE till after level 30 where it'll more likely help a group. This allowed me to pick up better resistance's earlier and also acrobatics is taken at level 22. Lunge I've left slotting till late in the build same with spine burst. Lunge doesn't cost much and it's not a massive hitter, Spine Burst is slowest recharge in that powerset.

Go into Window, Power Graphs, select powers taken and regeneration.
Read health:
Hitpoints regenerated per second at lvl 50: 0.04 hp
Then remove the 3rd health slot and read it:
Hitpoints regenerated per second at lvl 50: 0.04 hp
Its too tiny for an enhancement slot.

lol funny thing was I'd considered doing that. Hows the damage look on the attacks? When I was slotting it I was kind of tied between choosing one more damage IO on each or a recharge.
Both work out the same I guess though, more damage and things die quicker, and being able to use powers quicker means less down time on some better powers.
Sometimes figures look ever so nice but still maybe they're figures you don't need. Its upto you to look at your build and how its doing during a fight. If endurance is really never a problem ask why the third slot in stamina, you have 2 recharge in resuscitate but it takes 32.5 endurance, only in basing things on your ways can you identify the best changes. I doubt I'd need resuscitate that much and maybe I'd want to get someone up mid fight. I enjoyed having resuscitate on a SR scrapper, it added some kind of cool factor and even got someone up during an AV fight. You might fancy more interrupts in Aid Self though.

I have a Spines DA on 50 he was slottet with sets along the way to 50 and fullu done wen hitting the big end number. i have looked up the price of the powers and then slottet set IOs that had end redux as part of the bonus they gave he have wery few actual full sets but most of his attacka have IOs from 3 different sets for a nice big endredux togeather with good damage and Acc . look at sets taht give bonus end wen having only 2 slottet and then pick t with endurance in there name.
also sets give a big acc bonus compared to other bonuses so if you get at good overall acc bonus you can save acc slotting in favor of end redux. mine have been almost self financing and is abel to run non stop. becauise of 80%+ endredux in almost everything. i always go with everytoggel on and it works Great.
Dont worry about having a level cleaving blow slottet it is still 20%/20% witrch is better taht SOs
onlt skippabel power is the first one from soines i think.

I don't see a problem with him taking it - sure, Medicine, isn't the best pool in the world, but it can work if you want to be a semi-Emp. Even if he is a Scrapper.
My advise would be to drop medicine pool and take the fighting pool. With decent sensible slotting you can get up to ~ 55% S/L rez, tough contributing 18%.
It helps a lot in the high levels and big teams.
Plus you have the best self heal in the game.
Remember, your a scrapper. look after no1, team mates are there to raise mob sizes and keep out of your way

/DA scrappers have the single best self heal in the game, and the fighting pool adds a whole deal of survivability.
In all honesty, if a Spines/DA was standing next to me using Aid Other, and not in the front lines laying waste to mobs, i'd be *VERY* concerned
I dunno, maybe IM has a guide somewhere telling /DA toons to be semi-empaths (still lol'ing), what do I know..
Do *not* take medicine for aid self on a /DA, it *really* doesn't need it. Dark Regeneration, like Healing Flames to a /fire, is the defining power of the set

I've been looking at different power sets. I already have spines/regen about level 32 atm and claws/SR at 14.
Thing is I really like the look of the spines/da combo and have made a proposed build. If anyone has any tips or just different ways I can slot to be more effecient then your input is more then welcome. I'm only using the IO's until I can build up some inf. for sets with bonuses.
