I think I see what the problem here is.
My build is made for high performance, high stress, high end teaming content.
Yours is for leisurely soloing.
I'm glad you enjoy your build, but remember that even poor builds can be fun to solo with. -
My Stone Cages is five slotted. Three Acc/End set IOs and two procs. That gets me good enhancement values and the benefit of procs.
But I don't understand why you insist that Crystals is better than Stalagmites. Stuns are better than Sleeps, and a Stun_Immob is way, way better mitigation than a Sleep. Particularly since this sleep is a PBAoE. -

Kids, this is very, very, very bad advice. Never under any circumstances skip Stalagmites. And certainly don't try and replace it with Salt Crystals. -

It does have a heat shimmer, but you need Water Effects enabled in your graphics setting to see it. -

Now, that said: Mass Confusion isn't the "problem power", no. It's the jewel of the set, the thing Mind Controllers look forward to through the first half of their career as their defining attribute. It is probably one of the set's best powers.

Personally, I don't look forward to Mass Confusion. I look forward to Terrify.
Also, Mind Control is filled to the brim with really, really good powers. Just because Mass Confusion doesn't hold up to Seeds doesn't make Mind a bad set in the least. Were Plant relies heavilly on two really awesome powers (Seeds and Carrion Creepers), Mind spreads the work out among four (Mass Hypnosis, Terrrify, Mass Confusion, and Total Domination).
Both sets have different strengths and weaknesses, but both are powerful soloers and contribute a lot to any team. -

I should have used just a tilde, but I was sleepy when posting. In my opinion (and having played both sets to high levels) Mind and Plant are very different but both are highly effective. Neither is 'better' than the other. -
