Can someone explain this thing with cloak. device?
If you run Cloaking Device you will get defense while its running and when you attack. The difference is that the amount you get when you attack is a suppressed amount. Cloaking Device's main function is to set you up for Executioner's Strikes but if you slot the power you can get good defense since its +def to all.

Okay, thanks. So is the suppressed amount what, 5%?
5% defense is the base value (meaning unslotted) so once you slot up the power normally supression will drop that down by half, but I can't remember if the defense for a Bane supresses or not. I know for a Night Widows and Fortunatas it does suppress, but I can't recall if it does for a Bane or not.
The best way to tell is pull up the combat attributes and make sure you have it on the defense tab and then attack something while you are hidden. You should see a drop in the defense which would indicate suppression, but if you don't that means Cloaking Device for Banes doesn't suppress.

CoD lists it as 3.75% suppressed, and 7.5% unsuppressed at base.
To wit, when you're not in combat it will provide 7.5% defense, and once you enter combat, that'll drop down to 3.75% defense. Three-slotted, that's easily 5.8% defense (11.8% unsuppressed) going into your build... which is awesome.

The person above me said that City of Data says the base is 7.5% though so either Mids is wrong or CoD is wrong.

Here it is. For both Widows and Bane they both get unsuppressed defense values of 7.5%.
The difference between the two is that Widows lose 5% and Banes only lose 3.75% when supressed, one of the other advantages of Bane stealth.

Cloaking Device is 3.75% unsuppressible + 3.75% suppressible = 7.5% total (For Banes)
Mask Presence is 2.5% unsuppressible + 5% suppressible = 7.5% total (For Widows/Forts)
Power Pool Stealth is 2.5% unsuppressible + 2.5% suppressible = 5% total

For Banes I suggest IOing for +Damage rather than +Defense. Banes benefit very greatly from it with all the -Res they can throw around (slot -Res procs ).

I'm not sure I agree. Softcapping (at least ranged and melee, AoE seems harder) is easy if you have both SoA and pool Maneuvers, and is a huge survivability boost. It's been much more useful to me than would be maybe a 20% damage buff from slotting for that.
Only two Bane powers take the Achilles Heel proc, and if you put it in Surveillance, it'll break your stealth when the proc goes off.
When I'm trying to softcap my bane, I'm guessing that I should add in extra defense to account for when cloaking device is not running due to captives? I'm guessing that's what it's for? Or is there something else I don't understand? Thanks.
