Well...when they get it update *caughs*Titan Sentinal*caughs*, then you'll be able to see this on CiT without even having to login to the game. :-p
EDIT: to include the /sarcasm hash for color and the /facepalm hash for not realizing that the only thing not running quite yet is Mids (Sentinal updated quite nicely later that nite). :-p -

It's supposed to be universal, "One clone to rule them all" sounded like the pitch I was watching. While I do agree that portability and universality can lead to world wide stability, I hope we have more control over how things look/run atleast on our own systems.

Also noting that some zones are completely unaffected as well. Sharkhead is still perfectly visible to me, even with several pass-throughs. But AP, Pocket D... nope, have to reapply the Reveal regularly, every time I go through. -

So I'm guessing that prior to i21 you had 11 server slots unlocked and 6 unclaimed global slots available to unlock? From my understanding free players will have two toons that can be played so if you're logging into the game now as a freeb, then all your toons would be locked until you choose the first two that you wanted to play. I knwo there's more to it, but I'm zonking at the keys at this point.

If it wasn't and your ISP is throttling traffic using the akamai service, or if a router between you and the update servers is throttling traffic using the akamai service, then you probably wouldn't have noticed it. -
Did you somehow do a multiple transfer of the same toon?
For instance, if I transfered the same toon to Test twice (where both would exist simultaneously), then the second toon would get a +1, +2, etc depending on how many copies were sent. -

While this IS the only forum I get idle-kicked from (because I open many tabs and the non-active tabs idle out), I do know that there is an IE security/privacy setting that automatically clears some of the content unless you turn it off. Now since I use IE7 and it only affects IE8+, I can't think of the actual function off the top of my head. The same section of IE settings includes something that clears your search history as well upon every browser restart by default.

If you look at your window when you first redeem the character rewards, then you'll notice that it actually tells you to goto the respec-trainer. They still need to fix the dialog though when you're in the tutorial and redeeming as nomatter what it tells you to goto the blue-side respec-trainer even if you end up choosing red.

I really need a link for that Beta personally as it's not on MSDNAA yet.
I've seen teh demos and multi-hour presentations and come to the conclusion that this is designed for a touch screen world (IE: no wires at all, no KB, no mouse, etc). It's really fast because of some now forgotten background reworking and you can get to the desktop really quick. The cavet is the BUTT UGLY WinPhone interface. That said, you're not looking at a bunch of Icons, static Thumbnails, etc, but active widget like content that loads the full app on request. You'll get the most out of the system on a tablet based system as the swipe commands are the key interface points.
Anyway, there's no reason the game Shouldn't work great on it give or take how well the newer browser, etc interact with it. HTML5 and all that jazz. As for the trickle download/play function, that's how the game is intended to function now. Somewhere in the i21 details page it talks about how at around 25%(?) the game lets you into the CC and then it assumes you'll be there until it can DL the tutorial. Why they think that you'll be in the bloody tutorial long enough for the rest of the game to load is beyond me unless they really do plan on retro-destructing it the way many of us want it (ALL tutorial related content in the tutorial zone!). So yeah, it's functioning correctly in your situation.
One last thing on Beta OS', they're Faster than the RC's because they don't have all the compatibility bloatware built into it yet. Windows 7 was uuuuuuubbbbbbeeerrrrr fast on this machine during beta, but once the RC's came out it slowed down probably 40%. Granted, it's still faster and feels smoother than XP did, but I'm not ready to load it as my primary yet.
Oh yeah, something that'd be cool if you'd test!
Download/Install XP-mode under Win8, install(copy piggs ;-)) the game within that environment, and let us know how well it runs if you get a chance. ^.^

Or right now I'm doing a mission where I have to defeat x of y in some tiny little neighborhood. I haven't got a clue where the neighborhood is because the map was cleared again and now I have to spend my time exploring the map till I find that stupid little neighborhood again. I'm seriously thinking of not playing till they get it fixed or remove it because I honestly find this one of the most fruxtrating bugs I've encountered. -
Now they auto sort by alphabet? God this'll save me time...I have the bins divided by rarity already so alpha-sort has always been a grab/drop hassle for the inner ADD me.

I would imagine that LRT would only work within the part of the game you are playing (Blue, Gold, Red) with restrictions on coop zones.

And it'll also be kind enough to let you sit there modifying your cart until you're blue in the face and figure out which item's causing the issue while only responding that there are too many items in your cart or whatever the message is.
