Go to the Options -> Email -> "Hide Unclaimable Account Items". Enable it. Click "Claim All" again.

Don't feel too bad, before I knew that option existed I had the same problem and was rather annoyed about it.
Now that I know it's there? I wish that they made the option more obvious... perhaps a link to "E-Mail Options" from the actual E-Mail tab.

When creating a new character, there are a ton of items to collect from Account items, however... if you have any items that can only be used by a 50, such as the Ascension costume set... you cannot use claim all without running into the CertClaimAllError.
Shouldn't it skip over items you can't claim when you try to claim all instead of stopping?
