Liberty does this to me. Haven't tried all the servers.
So I'm guessing that prior to i21 you had 11 server slots unlocked and 6 unclaimed global slots available to unlock? From my understanding free players will have two toons that can be played so if you're logging into the game now as a freeb, then all your toons would be locked until you choose the first two that you wanted to play. I knwo there's more to it, but I'm zonking at the keys at this point.
Yep, I'm a VIP everywhere but Protector.
I finally come back, pay my fee to be VIP, and get locked out of the character slots on the Freedom. The server with all my main toons. All other servers are open to me.

Anyone else getting that message? Just went to Protector and got the message:

Your existing characters have been locked as a result of having become a free player. In order to play your existing characters they will first need to be unlocked. You will need to spend a Global or Server Slot it order to unlock a character. Server slots are only available on this server, Global Slots, once claimed, become Server Slots linked to the server on which they were claimed
You have 6 Global Slots.
You have 11 Server Slots on Protector.
My guess is that this appears because I have a character which is in backup storage, and needs to be moved to the live database if I want to play it (the rest of the slots are unlocked).
