I hate to sound materialistic, but if you want to grow PvP in this game you have to incentivise it to attract players. The current awards you can get in PvP zones (that you can get without facing another player, BTW) are outdated. Warburg Nukes, Heavy Temporary Pets, and Shivan Shards aren't quite as useful or desired now that we have incarnate powers and that they can't be used in iTrials. -
I had this mom ask me the other day if Halo (HD revised edition) had human VS human killing and said if the answer was yes, then she wasn't going to buy it for her son (with the obligatory example of course).

Maybe I was just expecting too much control/freedom with the mish options, but my few attempts at AE (for badges only mind you) felt kinda restrictive (like those pants you swear fit, but your zipper says otherwise).

Or in my case, one full (original 12) preem acct backed up by an nearly 3/4ths (33ish) full soon to be preem acct. -

It's not a FIX, but you could work out a deal with another player/friend who's going to stay VIP so that you can keep rent payed.

Agreed, it would be interesting to see it brought back more thought out, but it would probably take alot more than one issue to work through all the details, let alone release it properly. Perhaps revise one zone at a time? Throw some story into it, more so that what may/not exist atm.

I've also found that the type of people who PvP are the type of people I do not wish to associate with. People who have admitted to exploiting bugs for their own gain, and are happy to cause people genuine hardship (if you can call it that in a video game) over trivial, idiotic things.
It isn't pleasant, and I only PvP with friends in the arena, or when I need a badge. -

People grow quite attached to their characters in PvE, they're used to the fact that they can plow through hordes of baddies and for lack of a better expression, feel like superpowered heroes.
PvP game mechanics play vastly differently, and the whole experience tends to see people having their characters die frequently. It's like a feeling of betrayal contradicting everything they have been taught by PvE.
Unless one has a strong competitive streak, PvP has nothing appealing to such players. -

The only real time I ever entered non-arena PvP was to go badge hunting. Most the time it was fine as I did so on my dark/dark scrapper and was generally ok defense wise. What became a problem was when one or more (what must have been) Hard Core PvP'ers (IE: that's probably all they really did from my perspective) decided to camp and play the "Shoot the Ducks as they fly by" game one normally plays in a carnival. Then there was the zone-in timer clears == TP to immob + gangbang thing that seemed to be popular. Worse over was the time I went for a badge and (yes I realize what I'm saying) was being repeatedly killed (nomatter how much I tried to bargan/reason) until I got fed up and called every SG member from a multi-SG group I'm part of to go help said player see the "errors of their ways". I found out in the process of requests for assistance at the time that said person was notorious for being a general...particular type of not-so-nice guy and to try to avoid them from then on. -
So which one do you save up for first? What if you don't know about something because your a freem/preem and don't have access to things like Beta server/forums? Nice concept, but unless the devs put out a calendar of "things to come" market wise, then it'll always be beyond annoying to those of limited means.

We've had powersets introduced in the past that only came with a purchase (Dual Pistols, Kinetic Melee, Demon Summoning, and Electric Control required purchasing the GR expansion).
There are free for VIP powersets that have been released since Freedom launched and there are paid powersets that have been released since Freedom launched.
Nothing has ever been stated that all powersets that are ever released will be included as part of the subscription.
