There is no line. There is only our own individual line - the reward tree. It's not some line we are all in - we are all on our separate path through that tree. Rewards aren't being handed out with discrimination between who gets what - we are all eligible - some sooner than others based on the longevity of their subscription or rewarded for money spent on the market. Wait your time - and if you are a VIP - you will eventually hit that Tier.
Your lack of patience and self entitlement and your whole "I WANT IT NAAAOOOOO!!!1!" attitude is something that needs refinement -

One thing I'd like to see which would help iron out the incongruity between the high level of new art assets compared to old "legacy" assests:
- Have all of the old legacy Faces redone with Normal Mapping (but keep the legacy ones as an option!)

I bought 2 of the 8 hour packs since I am, in general, a slow leveler and tens to solo. I don't necessarily play a lot of arcs for content but there are a few on occasion that I play.
For me it was a worthwhile purchase. -

What it has created are whiners who moan that they are not T9 and won't get the specific T9 reward they want - at this time. Celestial Armor won't be going away permanently it most likely will be cycled back in to the T9 Reward Tree at some time and perhaps what some people may need to learn is patience
So, yes, there is an exception: who will get what rewards and at what time.
Not saying you won't get them ever - just not at this time. The reward tree is individual for each player and their path on it, so to say it is discriminating between two players is poppycock. -

For those who do intend to get up and make a case here's an idea for a suggested 3 bullet format:
- The zone you would like to see revamped.
- How a revamp of this zone will benefit current players but would also help attract/entice new players.
- How does this particular zone revamp fit into the overall arc of the current CoH story?
If you're only getting 3 minutes, try to spend 1 minute on each bullet (unless it's a dialogue you'll be having with the Devs.) I'd suggest coming up with your own 3 bullet format for whichever zone you're going to suggest for a revamp.
Like Arcanaville said, practice it in front of a mirror, or try doing an audio recording and listen to your argument.
