You should have done Shield/Mace. Since you are sewer man, you need both the wrench version of the mace as well as the manhole cover.

I disagree about Brickstown. I go there all the time in the 30-40 range and do tons of missions and street sweeping.

I just have a powerset combo I can't get that I would like. One of my old GURPS characters is a Necromancer / Thief. So, I really need to be able to make a Necromancy / Dual Blades build, but I'd need mez protection and defense too.
The closest thing currently is Necro/TA.
I'd also love to have /Super Reflexes for Blasters.

Weird. I have no idea why that is happening.
I will say that I always thought that the energy powers have only a percent chance to ignite it. Or maybe this a bug. Try repeating my method 10 times and see if it fails all 10 times. Then try manual targeting 10 times. Then try New Dawn's way and try 10 times. It might build a picture of what is going on. I'd just play normal missions and log my results as I go, to avoid tedium.

Despite the actual math, I still don't feel it was overpowered. As it turns out, none of my actual builds were using more than 1 set of them anyway, and even then, usually just 2 out of the 3 for one ranged value. So, I'll have to be pissed in theory, not in practice.

Just because I like posting my builds, here is the Earth/Rad (Vivid) I am working on.
She is only level 43 currently, but this will be my end-game build. It has perma-AM and perma-Hasten. It also has 2 purple sets (the Hold and the Stun). So, it isn't cheap. However, the exact same slotting would work for generics enhancements. My controller is designed to be playable and fun from 1 to 50, using the same power/slotting order at all levels (whether or not the expensive IOs are in it or not). Basically no respec is needed.
I will say that the one thing my build does that others wouldn't like is that I delay Accelerate Metabolism to level 35. That's the way I played her up, so for me it works. You might want to move that power down to a much lower level (say, ASAP).
I'll post the build all slotted out for awesomeness, then I'll post a chunk of the same thing with generics.

I think the OP may have some issues, simply because he won't be able to get mez protection without having Domination. With the Hot Feet and Choking Cloud combo being sensitive to being de-toggled, and with the red side foes being more prone to throw mez around, it could be tedious. Not sure.
Anyway, Fire/Rad is a great controller, but as DrMike said, at lower levels its more oriented towards soloing -1/xwhatever, due to hot feet being a slow but significant source of your damage.
DrMike mentioned that Mind and Grav have good attack chains, but in my opinion, Illusion does pretty well for itself also. Between Blind, Spectral Wounds, Deceive, and maybe something like Air Superiority, you'll be soloing fine. Then you get Phantom Army at level 18 and it gets better. Even later you'll get Phantasm to help your damage. Its maybe not a great set for AOE damage exactly, but its an effective set that can solo or team. Plus, Illusion doesn't exist red side, so an Illusion controller might be the most interesting one to cross over. Combine it with Rad, Storm, or Trick Arrow, and you'd be set.
Either way, it should be fun.

I didn't think it was overpowered, and so I kinda think it sucks due to the time / cost loss for having to rebuild a character if a cascading change effect causes you to totally alter your build.
I got lucky tho and build my Shield/Elec tanker to 50% to Melee, Ranged, and Global, with only one ranged bonus coming from a BOTZ. Therefore, I'll drop from 50% ranged to 48% ranged or something. My 6 super reflexes scrappers were also mostly OK for similar reasons: I usually didn't even use it, and when I did, it was always just one range value. In most cases I was just able to push out a 5-slotted red fortune to 6 slots and still remain at the cap (since I usually build to 47.5%) ... or at least at 46.5% (not at the cap if defense debuffed but with 1%).

Here is a build (only the data chunk) based on my first one. In this I dropped the 2 attacks and repair, picked up triage (forced to) hasten and super speed, and re-tweaked him some. This build still hits the main soft caps, but it also has 40% global recharge. Just an alternative.

Here is my build. It has no recharge bonuses at all, which you may consider a bad thing. I only cared about soft-capping. I have (not counting Hover) the following defense values:
Smashing/Lethal: 46.1%
Energy: 50.6%
Negative: 36.4%
Psionic: 19.8%
Fire/Cold: 34.8%
Melee: 24.2%
Ranged: 45.5%
AOE: 44.2%
When Hover is running, add 2.25% to all of those values.
I did put 4 slots in the 2 single target Mastermind attacks, partly for ranged bonus (Thunder Strike) and partly for theme. I also didn't take Hasten. So, you could easily take Hasten and Super Speed, and make up the ranged defense loss by putting one of the saved slots on Super Speed and getting the 2 cheaper Blessing of the Zephyr IOs.
It is almost a cheap build. It does have a Miracle, and it has the 2 expensive BOTZ knockback IOs. However, I can think of a couple of ways to make up for that if you didn't want to get them. I figure a little farming and/or running of task forces for the merits can easily cover 3 expensive items.
Later if you want to throw money at it there are ways to keep your defense numbers while also getting some global recharge, but then you get into LOTG territory, etc.

I'm not sure. I have the luxury of being a Fire/TA Controller, so I just about can't avoid setting it off. However, I believe it is simply another enemy on the battlefield. Therefore, you should be able to custom target it:
/bind shift+o target_custom_next "Oil Slick"
Replace shift+o with whatever key combination you prefer, and make sure the name of the slick on the battlefield is actually "Oil Slick". I never think about it or look that close. Anyway, that *ought* to do it. Its at least worth a try.

Anyway, I'll take anybody on a team as long as they are trying. I'll even take the Kin that doesn't have Speed Boost, the Mastermind with no pets, or the Force Field guy with no single bubbles or dispersion bubble. I mean, hey, whatever.
Emotionally, however, I always want more control. I love stacking senseless amounts of control. Every team needs more control, even a team of 8 controllers!

tl;dr: Fire/TA Controller
I don't really like the Archery set (aesthetically) but I LOVE Trick Arrow.
I have an Earth/TA Controller at level 36, a Mind/TA at level 35, and a Fire/TA Controller at level 50 (who I believe was my second level 50 character ever). I think right now, or at least recently, I've been liking my Earth/TA the most. It is just darned good. However, The Mind/TA is great.
However, I used to hate the Fire/TA. The old Fire Imp / Oil Slick bug was at its absolute worst when I actually leveled the character up. The Fire Imps got brain dead and couldn't even move once the Oil Slick was on the board and lit. Even if the OSA went away and you moved to another spawn, the Fire Imps would just stand there. EVEN if you re-cast new imps, something going on with your previously lit OSA would keep any new Fire Imps from doing anything. What a disaster. These days at least, the Fire Imps run a bit from a lot Oil Slick but they can still attack other stuff outside of it. When the OSA goes away they can even enter the area. So, its not as bad, but I was definitely still experiencing the lesser version of the bug as of yesterday.
However, I've managed to get used to it recently, and I did a respec and found a build that I really enjoy. I think the availability of global recharge bonuses has helped me a lot. That stuff wasnt around at all when I was leveling up. Also, I have more experience these days. My recent respec and tricking out of my Fire/TA has really boosted it.
So right now, it might actually be my Fire/TA controller. We'll have to see how the Earth/TA compares when tricked out at level 50 with some global recharge.

Ah, what the heck. Here is the stupid good version of the build. Softcapped (or very close) to Fire/Cold/Energy/Neg. Psi def is 31%. S/L def is 36%. S/L resists at 70%. Psi resists at 42%. Resist to everything else is 11-15% or so. Global recharge is 35%. Regen is 714%. Recovery is 4.01 end/sec with toggles costing 1.1 end/sec. Global accuracy 42% with a Kismet hitbuff IO. Flight Speed 22.6 mph. Costs about, what? 5 billion or thereabouts?
I think I'll go ahead and respec him with this layout. Of course, I have about 200 million to spend on the poor guy.

Even though I can't afford it, I took a more pie-in-the-sky approach and came up with this. I still prefer recharge and accuracy to getting S/L defense, so I avoided Kinetic Combats, but I did take a lot of the other suggestions. I doubt I'd ever be able to afford this version, but I may respec to this anyway (in terms of number of slots in each power). I can fill it in with what he already has plus some other cheap stuff. If I ever improve it, great.
The only thing I can't decide at this point is how to approach Hover/Swift/Hurdle/etc. I am not sure whether to keep the Blessing of the Zephyr KB IO in Hover so that I can push Fire/Cold defense from 41.8 to 43.2 (as I do in the build) or whether to switch to a generic Flight IO to hit 26 mph (instead of 24). I also can't decide whether to go with Swift or Hurdle. I have Swift in the build but sometimes it drives me nuts if I don't have Hurdle (even tho I have Hover). Maybe the Raptor Pack will help. Finally, I have City Traveler, so I could take Fly instead of Super Speed. He really should have both, but hey. I lean toward Super Speed for the full stealth (IO + Super Speed) + Assemble vet option.
So, does this look better?

I appreciate all the suggestions. Some are a bit pricey than I really want, but hey.
Since nobody really seems to object, and I REALLY hate the animation, I may drop Total Focus. That should let me shift things around. I need to run a few missions with his current spec, take TF off the power bar, and see how he feels to play without it. If its passable, I'll go that route. I can't think of anything else I really want to drop.

I think /Willpower is a pretty fun set, just because you get quick recovery at 20. I suppose /Regen gets it even faster.
As for a primary, to me the most fun are Fire Melee, Claws, Dark Melee, and Dual Blades.

I have an old Willpower/Energy Tank I used to love. The nerf to ET and TF pretty much made me shelve him (tho I tried to adjust to him for a couple months). I just hate the new animations and the new slow feel. Still, conceptually, I love him, and I decided to make a cheap respec build for those times I just want a slow cruise through a solo mission (I'd never tank with him at this point).
So, here is my build. Conceptually, its perfect, except I want Energy Torrent in the build. I want every power he has now, but I'm looking for opinions on what I could trade out.
I wont drop Hover because he MUST fly in combat. I know I said I'd never tank with him but it irks me to drop Taunt so I kinda want to keep it, just in case I ever do have/want to do some light tanking. I don't want to drop Stamina or Health because recovery and regen is my whole focus. I don't want to drop Whirling Hands because thats a key part of his concept too.
What I really want to do is to maybe drop one of his attacks. I obviously can't drop Barrage. So, it would have to be one of the other four.
Anyway, does anyone have a suggestion on what to drop to be able to sneak in Energy Torrent?

I think Mind, Ice and Grav are difficult to start out with. This is my opinion. I know plenty of people love their Mind, Ice, and Gravity Dominators (I love mine). I just think these sets are less than ideal for a player new to Dominators.
Mind in particular I find rough, at least if you have a secondary which has a lot of area-of-effect (AOE) damage. Mind has LOTS of control, but no regularly-available hassle-free area-of-effect "hard" control. Now, I define "hard" control a bit different than others. To me "hard" control is that from which the enemy cannot retaliate. So, an AOE stun *IS* "hard" control, despite the fact that the foes wobble. An AOE confuse is also "hard" control to me. The foes may be running around doing stuff, but they can't hurt you or your allies while affected. Mind Control gets an AOE Sleep and an AOE Fear, but as soon as you attack the slept/feared foes, they start getting a chance to retaliate. Mind Control has Telekinesis available each fight but the push-back effect makes it non-trivial to use. Mind Control also has Total Domination and Mass Confusion which are "hard" control in an AOE (to me) but they are on long timers. By the endgame, with enough recharge, having these 2 to alternate is *almost* like having reliable "hard" control, but its not quite the same.
So, I guess what I'm saying is that Mind Control is unique, but not an easy first set for a Dominator *IF* you throw around lots of area damage to wake foes up from your "soft" AOE controls. If you are willing to use Confuse (single target) at range a lot to simulate an area confuse with some prep-work, it might be more palatable. If you are running with a single target assault secondary like Energy Assault, then Mind Control is actually a pretty good starting primary set for a new Dominator. Otherwise, it is a rough first pick.
Ice Control also lacks an AOE control that prevents retaliation. If you like every-fight bread-and-butter area "hard" control, Ice never gets it or even approximates it. You do get Ice Slick, but foes can retaliate, especially as you open with it (tho you can use the around-the-corner trick) and its not quite the same. You can also run in with Arctic Air and get lots of mitigation that way. You do have an AOE hold on a long timer, and lots of effects that slow the foes. Still, its a different kind of control and Ice Control probably feels the most different from every other Dominator primary, and it never really (IMO) gets enough different types of control (like Mind gets) to make up for the feeling. I know plenty of people like their Ice Doms, and I like mine (Ice/Psi level 40) but I'm just saying it can be rough. I deliberately paired mine with a secondary that lets me recover HP and Stamina, just because I wanted more mitigation.
All I'm saying is that Ice Control is tricky.
Gravity Control's main problem is that a lot of its control comes late. Its not bad at all, and the pet is pretty unique (extra single target hold potential for you). Also, the bread-and-butter AOE stun ("hard" control) it gets lets you teleport foes and control foe position on the battlefield. So, it has got some flavor, but it all comes way later than other Dominators, so the ride can be a bit rough until you are around level 31-33 (once you get Wormhole and Singularity going strong).
Fire Control is kinda middle of the pack. It has a regularly available AOE stun (yay!) and a long timer AOE hold, and a nice slow/damage aura (heavy on endurance) so its got most of the bases covered, and the pets are cute and fun. It has great damage potential once you get used to it. So, this isn't a terrible set to start with but isn't the most ideal either.
I think Plant Control and Earth Control are the easiest overall to start for a new Dominator player.
Plant gets a frequently-available AOE confuse from level 8 that makes general game play a breeze. I think Plant may be the go-to Dom for new players. It was my first Dom (Plant/Fire) and it was so much easier and usually so much safer than other sets. The pet is crappy, but that is made up for with Carrion Creepers (a cool pseudo-pet). Your AOE Immobilize also does respectable damage in comparison to the AOE Immobilize powers in other sets.
Earth Control is one of the best overall control sets. You get your bread and butter AOE "hard" control at level 12, but you get tons of other area control: AOE knockdown, AOE slow, the best long-timer AOE hold in the game, and a decent pet. Earth is a solid choice for starting out.
So, again, any primary works but they are very different. I think Plant Control and Earth Control are the easiest to play for a first-timer. But that's just my opinion. You could randomly pick a primary and secondary (see my .signature) and do fine, I'm sure of it.

I will try to buy a level 10-18 stealth (just to be sure) and a level 10-18 karma (just to be sure) and rely on swift + sprint + ninja run as my travel power for Positron, and Steamy Mist + Prestige Power Slide for my stealth on Positron. For any higher task forces, I'll have Hasten and Super Speed also.
