Power Order (Storm/Energy) for Positron Exemplar

All,

Since we've got the advance notice that the Positron Task Force is being split into two sections and is also being re-vamped, I have decided to re-vamp one of my favorite characters to fit. Obviously, I can't know anything about the new aspects of the story, but I am assuming one or both of the missions will remain at level 15. Since we keep access to powers as if we were 5 levels higher, I'm trying to tighten up my level 1-20 build.

My goals are, in order of importance:

1) Full normal stealth for ghosting missions
2) Ability to teleportport team-mates
3) Access to the important Storm Summoning powers (FR, Hurricane, O2 Boost)
4) Knock-back protection for me
x) Steamy Mist for team resists and team stealth
x) Soild attack chain for contributing damage
x) Endurance Recovery for me
x) Access to super speed for quick mission travel

NOTES: x) indicates a lower un-ranked priority. Also, I have access to City Traveler as well as Assemble the Team, so I can take a travel power without the pre-requisite, and I can port the whole team if necessary. I also have access to Ninja Run as an alternate travel power, as well as a Stealth IO in Sprint (for stacking with Super Speed or Steamy Mist).

I will post my build below. Basically, I have everything available to me by level 20 in my build except for Steamy Mist, which I don't have until 22. I can't decide whether to go with the build as-is (losing access to Steamy Mist for the task force) or not. If I take Steamy Mist I could lose access to Stamina, but I'd still have my Health with Numina and Miracle in it for endurance. I could also push Recall Friend to 22 and rely on Assemble The Team. I could also consider dropping one of my 4 attacks, but I really like having all of them. I could also move my knockback IO to a cheaper Karma and throw it in Steamy Mist so that I could move Super Speed to 22, and then rely on Ninja Run, but I find that a bit slow.

I'm hoping some of you might be able to give suggestions as to which option is more valuable to a team. Or hey, maybe I've overlooked something altogether which would let me have my cake and eat it too.

I'd say you have it pretty sorted out. Keep in mind that blessing of the zephyr's knockback protection will not work if you exemplar below the level of the enhancement.

I think you are mistaken. That is true for set bonuses, but not for procs. That's what the enhancement does: it provides knock-back protection. I'm 90% sure I have a character with a level 50 knockback IO in recall friend which I took at level 6, and I think I get the benefit when I'm doing low level stuff.

For set bonuses, such as those from the Kinetic Crash set (3 points of KB prot), you'd be right.

But again, now I'm all paranoid. I'll have to go home and check. If you are right, that will pretty much force me to put Steamy Mist in place of Super Speed and move my slot from SS to Steamy Mist and get the lowest level Karma KB Prot I can get. But, I don't think it works that way. But now I have to check.

Yeah, I know. Blessing of the zephyr and winter's gift are downright weird though. I can't confirm it with 100% certainty, but I've heard from multiple people that blessing of the zephyr doesn't work like a normal global proc.

Well, I'm asking because I *do* want Steamy, and I'm trying to figure out how to squeeze it in. I'm trying to figure out which of my goals is the one that should lose ouit.

Snow Storm I don't really care about. I tend to be so aggressive with the other powers (Hurricane, FR and attacks) that I don't get around to using it much.

My first thought was to move Recall Friend to 22 and bring in Steamy Mist.
You mentioned RF as your number two priority, but its the least combat-usefull power in the first 20 levels.

I definitely would not postpone Stamina to 22, even with the procs, I think you need every ounce of recovery.

The only other option would be to postpone Energy Torrent. But I dont know what kind of teams you run with and how much mileage you get from it. Also keep in mind, I have a slight prejudice against cone attacks, and of your 4 attacks, ET would most likely be the one you would not find on any of my exemplar builds. Not to mention that, if KB is what you really want from it, Hurricane would assist you in its place.

Your build looks really nice by the way, so I can see your dilemna.

My main reason for wanting Recall Friend at a low level is that I like to be able to port teammates around, especially when I have the ability to go full invis and help ghost missions. Now, its true I do have Assemble the Team, but it is on a long timer. Therefore I'd have to be more choosy about when I decide to use it.

Well, I'm in no rush to decide. I'll sleep on it. Any opinions are welcome.

Ok, what you might want to do is what I did with a controller I built specifically to run the old Positron TF. I have two builds, one for stealth missions, one for the kill-alls at the end of positrons. I flip two powers, Arctic Air and Recall Friend. Perhaps you could have a build with early steamy for kill-alls and a build for stealth, where you want recall friend early. Stealth missions in general require less resistance.

Honestly if this is a build purely dedicated to exemping then you can get away with a few things you normally wouldn't. I'd say you could drop the fitness pool altogether and slot heavily for end reduc. That way you could easily fit Snowstorm and Steamy Mist in.

Having multiple builds won't really help me. Even if I had 2 builds, I'd have the exact same dilemma.

According to the table at Paragon Wiki, the KB protection IOs all count as "globals" rather than "procs" and are therefore subject to exemping rules:

"Globals are Special IOs that act like Set Bonuses in that they are always on even if the power isn't activated and even if the power is greyed out because of exemplaring! However, the one thing that will shut off a Global IO is exemplaring more than three levels under the level of that Global IO."

I swap between builds between separate missions of Positron on my controller. You could get a stealth proc for sprint to stack with SS, too.

Without knowing how the new Posi will be, I'm guessing they learned their lesson and there will be MUCH LESS traveling involved. So 'recall friend' would not be as important. Steamy mist will help more.

Assuming they keep the same foes: Vahz, CoT, Clocks, you'll want to be able to use O2 boost proactively for the end drain/disorient protection. Your end reduction for that seems to be good for the job, so no complaints there.

I think it looks fine.

On a related note: how badly to enhancement values drop by that level? If it's as bad as I remember, your accuracy will be very low, so you may need liberal use of Freezing Rain to help with -def...

This. Slot a lvl 10 to 15 BotZ, Steadfast or Karma in any power that'll take them and you'll have kb protection as long as you are no more than 3 lvls under the level of the enhancement (in this case good to go for Posi).

Well, you will have a better attack chain, with the current build, but I would probably drop power burst to fit in steamy mist. Because of freezing rain, you can reasonable make use of veteran attack powers in a way that other builds can't and expect them to hit in order to fill in the holes in your attack chain. Of course missing the hard hitter will significantly lower your damage output, so it depends on your priorities.

Wow. That kinda blows. In that case, I may as well drop Super Speed to level 22 and shuffle to make room for steamy mist. Then I can get a level 18 or less Karma KB protection and move my super speed slot over to Steamy Mist. That'd cover me for positron since its level 15. I'd still have full stealth since I have or can get a stealth IO in sprint.

What about the stealth IO in sprint? Will that work, when I'm exemplared down to level 15, if the IO is level 50? Or will it have to be level 18 or less also?

Thanks to everyone for setting me straight on my knowledge. Is there a link to a list of which procs are actually globals (and therefore semi-crappy )??

OK I think I'll go with this build. I will try to buy a level 10-18 stealth (just to be sure) and a level 10-18 karma (just to be sure) and rely on swift + sprint + ninja run as my travel power for Positron, and Steamy Mist + Prestige Power Slide for my stealth on Positron. For any higher task forces, I'll have Hasten and Super Speed also.

Looks like the Stealth IOs all count as Proc120s, which means that they'll be active as long as the power they're slotted in is still available.

Straight from Paragon Wiki: "E.g., a level 50 Stealth in Sprint will work even if exemplared to level 10."

I'd say make this a second build and build it all the way up to level 32 with extra slotting and don't slot anything above 32!

By not slotting anything above 32, you can pretty much 6- and 5-slot every power 32 and under. Why? Because you get hit with a heavy Enhancement penalty for exemplaring precisely because you can 6-slot many powers while exemplaring while a player 'naturally' at that level can't.

When you exemplar from 50 to 15, you're enhancements are at 40% power. So even if you enhance an attack with 100% ACC (pre-Ed) and 100% DAM, that power will be 40% ACC and DAM at level 15.

So, with this exemplaring build, you over-slot to about 120% values by 6-slotting most powers.

And since you're exemplaring down low, don't worry about IO sets and bonuses. Instead, Frankenslot to increase the enhancement values as much as possible.

The advantage of having a exemplar-build is that you can do well in low-level PvP zones, run all the low level TFs with ease, and have a way to refresh some super-long recharge powers, such as the Mission TPer or Assemble the Team by switching builds.

So, on this low level build, what do you do about the post-32 powers? Pick all the utilitarian powers that don't need extra slotting: Teleport; Vengeance; Grant Invis, etc...

My exemplar build does very well at 50, also, since all my pre-32 powers have such a high level of enhancement in them. On a level 50 TF, I'll sometimes switch to the exemplar build to refresh the long-recharge powers and still do fine on the team.

Any idea what the break point is for schedule B enhancements (or C and D)? Schedule A being at 20%, 10% and 5% respectively as listed under "1. Minor Bonus Threshold". All PW says is: "(Those breakpoints are only accurate for Schedule A benefits. Schedule B's are higher, C's and D's are lower.)" and "That means Step 1 is more lenient toward Schedule Bs than normal, and Step 2 is harsher on Schedules C and D."

Thanks for the additional link.

I'll keep looking (as I'm not seeing the answer to the question I was attempting to ask), but am I misunderstanding what PW means by "more lenient" which I was thinking meant the scaling cut off value would be higher than 10% on a schedule B (defense) IO's between levels 11-20. For example a lvl 15 GotA +def IO is valued at +11.5%, is this effected by exemplar scaling or not do to "more lenient" values?

And my apologies if this is straying a bit off topic.
