Opinion wanted on WP/Energy respec
I'm by no means an expert on Willpower, but I'm going to make a small suggestion. IF, and it's a big if, you feel you're managing your endurance well enough to hold off until Physical Perfection dump Stamina.
With Quick Recovery you already have Stamina on "PED's" and you don't loose out on any health/regen bonuses.You do loose a little flight speed bonus, but you can get that back by switching hurdle to swift and slotting in a flight IO.
Well. I took the time to redo your build the way I'd do it to fit in Energy Torrent........
I hadn't meant to do so, but I was trying to figure out how it would work for you and got carried away. This is by no means perfect, but it might give you some ideas.

My current main tanker is a WP/Fire, but my first ever tanker was a Fire/Energy and I loved it back in the early days. I will just offer my thoughts on the build you posted, but I am far from an expert on Energy Melee, so maybe something will spark an idea for you.
Because of my distaste of the long animation on Total Focus, you could consider dropping it and just keeping E.Transfer as your big hitter, and pickup Energy Torrent in its place. Personally, I would also try and find a way to get Weave into the build as well, since you already have Boxing and Tough. You could possibly drop Energy Punch to grab it. That reduces your overall number of attacks, but Barrage+Bone Smasher seem pretty solid as fillers between ETrnsfer, ETorrent and Whirling Hands.
When it comes to IOs, I can tell your build is sitting right where all my WPs are, 5-slots on each attack, and hoping to maybe, someday put Kinetic combats in them to boost S/L def. Dont forget to get the Steadfast 3% def in either tough or, like I have, in High Pain Tolerance.
My last thought is regarding Physical Perfection. Since you have both Stamina and Quick recovery as well as Health/Fast Healing, this power really offers only a slight boost.
My plan for both my WPs is to not take it at all, but since you want ET, you could go with just the base slot and plan on either putting the Perf Shifter Proc or the Regn Tissue Proc and call it a day. This could give you some valuable slots to put elsewhere for other powers/IO sets.

Although I am Willpower/Fire, many of the set IOs are the same, and the end result for Regen, Defense, HPs and globals are all very similar. Even without the Kinetic combats, if you left 5 pieces of Crushing Impact in the melee attacks, you can have over 20% S/L defense adding in Weave.

I will say one thing that we've both gotten away from, with your build a bit more so, was Unicyle's desire for a "cheap" build.
Those Kin Combats are pretty expensive and hard to come by last time I checked. Not that the Numina's and LotG's are cheap either.

What I really want to do is to maybe drop one of his attacks. I obviously can't drop Barrage. So, it would have to be one of the other four.

It's probably an overkill to have 3 endurance recovery powers and add conserve power on top. Apparently, you are running out of slots at that point of your build and conserve power is a convenient choice because it's ok without any slots. Maybe you can drop fitness. You can also consider picking focused accuracy, which can use up your excess endurance, but you need to free slots somewhere such that you can slot the power.
I appreciate all the suggestions. Some are a bit pricey than I really want, but hey.
Since nobody really seems to object, and I REALLY hate the animation, I may drop Total Focus. That should let me shift things around. I need to run a few missions with his current spec, take TF off the power bar, and see how he feels to play without it. If its passable, I'll go that route. I can't think of anything else I really want to drop.

Even though I can't afford it, I took a more pie-in-the-sky approach and came up with this. I still prefer recharge and accuracy to getting S/L defense, so I avoided Kinetic Combats, but I did take a lot of the other suggestions. I doubt I'd ever be able to afford this version, but I may respec to this anyway (in terms of number of slots in each power). I can fill it in with what he already has plus some other cheap stuff. If I ever improve it, great.
The only thing I can't decide at this point is how to approach Hover/Swift/Hurdle/etc. I am not sure whether to keep the Blessing of the Zephyr KB IO in Hover so that I can push Fire/Cold defense from 41.8 to 43.2 (as I do in the build) or whether to switch to a generic Flight IO to hit 26 mph (instead of 24). I also can't decide whether to go with Swift or Hurdle. I have Swift in the build but sometimes it drives me nuts if I don't have Hurdle (even tho I have Hover). Maybe the Raptor Pack will help. Finally, I have City Traveler, so I could take Fly instead of Super Speed. He really should have both, but hey. I lean toward Super Speed for the full stealth (IO + Super Speed) + Assemble vet option.
So, does this look better?

With the Aegis sets and the BotZ -KB (which WP does NOT need, BTW) you seem to be really concentrating on F/C defense, two of the rarest damage types in the game. I think you'd be better off looking for S/L and E/NE defense, especially S/L since it's so common and WP starts with considerably less of it than E/NE/F/C defense.
Personally, I'd ditch the Crushing Impacts and use either Smashing Haymaker or Kinetic Combat in the ST attacks, but if you want to keep the recharge bonuses, there are other things you can do to increase S/L defense. For instance, replacing the Aegis sets with Reactive Armor and six-slotting Taunt with Perfect Zinger would give you a bit of S/L defense boost. Soft-capping is great, of course, but even getting S/L defense to 25-30% makes WP significantly more durable.
Hover seems like a bit of an odd choice. Are you planning to Hover-tank? If not, I think CJ would be a better pick since it adds just as much defense as Hover and the extra mobility is always useful.
I also think that having QR, Stamina and Physical Perfection is recovery overkill. If you're planning to get PP anyway, why not save your self a power slot and drop Stamina? Either Energy Punch or Build-Up would be more useful, IMO.
I'd also drop the End/Rchg slot in RttC and use it somewhere else, it's wasted there.

Travel powers seem to vary alot from person to person. I personally love Swift because I turn off travel powers inside missions alot, but I am starting to warm up to hurdle+combat jumping for inside doors. Not knowing how you move around in missions, my first question would be, do you SS or Hover in combat ? If you use Hover during combat and SS for stealthing, I would keep it the way you have. You could drop the KB IO in Hover for something else.... LoTG ? eventually ?
Otoh, if you are like Biospark and use SS to move around alot, then trade swift for hurdle, and maybe trade Hover for FLY, for those situations that require more vertical movement. The defense you gain from Hover is minor enough to ignore, especially if you only use Hover to get vertical.
Finduilas makes a good point about Smashing Haymaker, I had forgotten there was another cheap way to get S/L.
Your build has ALOT of Accuracy, so it might be worth looking at. But from the sounds of it, you really want to keep the recharge more than the ACC. Good Job on getting 5 slots into ET, I looked at the build again and again and it totally slipped my mind to move the power to 47 DOH!
The following build gets rid of your overcaps, trades a little ACC for more recharge and more S/L defense.
The 4-piece Kinetic combat in E.Transfer could be Smashing Haymaker or Crushing Impacts as desired.
I agree with Finduilas, unless you are running a specific arc for merits or AE where Fire/Cold is prevalent, I think F/C defense around 30% is plenty good enough.

Ah, what the heck. Here is the stupid good version of the build. Softcapped (or very close) to Fire/Cold/Energy/Neg. Psi def is 31%. S/L def is 36%. S/L resists at 70%. Psi resists at 42%. Resist to everything else is 11-15% or so. Global recharge is 35%. Regen is 714%. Recovery is 4.01 end/sec with toggles costing 1.1 end/sec. Global accuracy 42% with a Kismet hitbuff IO. Flight Speed 22.6 mph. Costs about, what? 5 billion or thereabouts?
I think I'll go ahead and respec him with this layout. Of course, I have about 200 million to spend on the poor guy.

I have an old Willpower/Energy Tank I used to love. The nerf to ET and TF pretty much made me shelve him (tho I tried to adjust to him for a couple months). I just hate the new animations and the new slow feel. Still, conceptually, I love him, and I decided to make a cheap respec build for those times I just want a slow cruise through a solo mission (I'd never tank with him at this point).
So, here is my build. Conceptually, its perfect, except I want Energy Torrent in the build. I want every power he has now, but I'm looking for opinions on what I could trade out.
I wont drop Hover because he MUST fly in combat. I know I said I'd never tank with him but it irks me to drop Taunt so I kinda want to keep it, just in case I ever do have/want to do some light tanking. I don't want to drop Stamina or Health because recovery and regen is my whole focus. I don't want to drop Whirling Hands because thats a key part of his concept too.
What I really want to do is to maybe drop one of his attacks. I obviously can't drop Barrage. So, it would have to be one of the other four.
Anyway, does anyone have a suggestion on what to drop to be able to sneak in Energy Torrent?
