All,
I have an old shelved (due to altitis) Plant/Storm that I'd like to revisit. I haven't really played him in quite some time. I normally gravitate towards Recharge-heavy builds on my controllers, especially my stormies, but I'm wondering if I should try to go for a defense based build instead?
Or, if I do a bit of both, which should I favor?
I want just about all the powers as well as 4 epics from Leviathan, so I dont have room for boxing/tough/weave, no matter what I do.

This is the build I have on live except that m5 5 LOTG global recharge IOs are actually the end/rech LOTG until I can afford/obtain 5 of them. And I dont have the UC set in Char, just generics to hold me over. I have everything else.

Well, Stephanie won't be Batgirl for much longer. The DC relaunch in September has Barbara back in the role. Which was the catalyst for this post.
Ah well. In 5 years it will probably change again.

The step between Ecclestons Doctor and Tennant's one was quite noticable, you have the warrior and the pacifist, you have level headed and off the wall.
I look at Smith and theres, well, he seems as off the wall as Tennant, childish and immature morseo, but overall, more like he acting his version of Tennant's Doctor, rather than his own Doctor.
I think the whole series wouldd have been better had Smith's Doctor been mature and "old beyond his years" given his young looks.
Also, Smith is ugly, Tennant was not...
I actually liked Tennant a lot with Donna Noble tho. She put the big sister / mom style restraints on him, and he needed it. I think I'd have liked him a lot more if they'd have just made him overtly evil instead of evil with a veneer of happy/goofy.
As for Matt Smith's Doctor, I do think he is a lot different from Tennant's. Tennant's was loud and "whee" and bubbly energy crazy (veneer over the evil of course, lying to himself) whereas Matt has a distinctly absent-minded professor vibe. If he is channeling anyone, it is Pat Troughton (2nd Doctor). This definitely worked for him at first but the youth of his shared cast (Amy, Rory) as well as the general immaturity of Amy overall, kinda killed the "old beyond his years" aspect a bit due to, in my opinion only, the behind-the-scenes chemistry of the cast (which is probably just a delusion that I have, but it feels that way).
I wish Rory were the only companion this season and not Amy. I mean she is OK, but something about her character changes the tone of the relationship for me.

Wow, lots of negative reactions here.
For others, time and effort and focus seems to be a commodity. And in-game influence. I don't have those. I do have money. So for me, the game is already "haves and have nots" and I'm on the have not side based on personal skill and time. Just because you find the current methods attainable/acceptable doesn't mean they are to me. That is why I wanted the option.
But hey, whatever. I made my suggestion, you guys hated it, fair enough. I personally hope they do it, but I guess based on reactions here, they won't.

Since we are going to the "buy what you want" system, I would like to be able to purchase enhancements with the points from the Freedom system. I would be fine with pricing them such that $5 is the equivalent of a LOTG Global Recharge. Pro-rate Freedom Points based on what the Reward Merit costs are.
I have about 30 characters who want 5 LOTG Global recharges each, and I am an altaholic who never does any task forces at all except on my badge character. So I never earn Reward Merits. So it takes me 20 days of doing tips every single day to earn 5 LOTGs for a character.
So frankly, I'd just like to spend $750 on their points system and buy 150 LOTGs for my various 30 characters that I like to flit between, and be done. Maybe another $250-$500 in Freedom Points to pick up all the Basilisk Gazes I would probably like (hey, I like controllers).
Just a suggestion. I'd rather spend the money on that than on an iPad2 or a Xoom, if I'm going to get myself a birthday or Christmas "happy".

My issue is that for some reason, Mid's shows am 11 mph run speed, even tho I the export shows 87.5% run speed, which is in excess of some other run speed percentages I've seen in mids exports in other posts. So I think Mids' is bugged, and I cant tell how fast I'm actually going with the build.

I'm trying to put together a build for a friend. He has deep enough pockets to make a good build, and I managed to hit 87.5% run speed bonus in the Mids' export, while having his other numbers pretty good also. I'm just wondering if that is adequate.
For reference, here is the build. It has some peculiar issues in it (he only plans to run Granite, he likes to Hover when he is just out and about shopping etc, so I took that). But here it is for reference. But you don't necessarily even have to look at the build. I'm just wondering if 87.5% run speed (pre granite effects) "feels OK" for running as a Stone Tanker.

No worries (OP). I like a little of everything, but 1/2 of my characters are Controllers or Dominators, 1/3 are Tankers, Scrappers or Brutes, and most of the rest are defenders. So I definitely have patterns. Moreover, the vast majority of my melee characters are Super Reflexes, and most of my Defenders are Trappers or Stormies.
So, it happens.

Congrats. I'll prob never have a 50 of each because I hate the hero epic ATs and find the villain ones not to my particular playstyle. I also dislike Stalkers. I have 50s of everything else, tho.

If you're looking for your next character, you could do it randomly. I think my signature has a link to my random AT generator thingy, for when you are feeling indecisive but you need a new alt.

How about something like Cemetery Man or Cemetery Dog or Grave Wolf or Soulless Man or Man With No Soul or just something primal like Bearslayer or Beastcrusher?
I have no idea of any of the above names are famous or from anything. Too many names are used in this or that. But if none of them are from comics and you like them and the name is available on your server, go for it.

I think one of the obvious power sets for this is Gravity Control. The singularity itself is a friendly will-o-the-wisp or ally spirit that can accompany you. I'd personally skip propel, but littering the place with cars and modern art is certainly "mischievous" ... as is teleport-stunning your enemies with wormhole.
I'd say Grav/Storm Controller or Grav/Ice Dom fits well here.

1) From the primary, you can probably skip Group Invisibility or Superior Invisibility. In fact, pairing super speed with steamy mist, you could probably skip both GI and SI. It just depends on what you are shooting for. However, Steamy + Super Speed lets you have full normal invisibility. Also, some people skip Flash from the primary, but I consider it essential for that full-featured jack-of-all-trades / pull anything of the hat feel, that Ill/Storm has.
From the secondary, some people skip O2 Boost, some skip Thunder Clap, and some skip Tornado. I personally only skip O2 Boost. All are useful though. It simply depends on what you want to be able to do. None of the powers are bad powers.
2) Powers to take ASAP / Immediately:
Blind
Spectral Wounds
Deceive
Phantom Army
Spectral Terror
Phantasm
Steamy Mist
Freezing Rain
Lightning Storm
I personally also take Hurricane and Tornado ASAP, but that is personal preference.
3) Hasten and Super Speed are very nice, especially if you are going for perma-hasten, or high recharge. Plus, as mentioned before, Super Speed with Steamy Mist gives not only stealth for the team but invisibility for you. I also personally like to run both Combat Jumping and Hover for maneuverability.
4) You can get perma-hasten, and you can just get within perma-PA (not counting recast times). It is expensive though. That's what my build does, though I haven't bought (and may never buy) the Ragnarok set or the Apocalypse set. Now that Incarnate powers are out, the Tier 3 spiritual Alpha with the 45% recharge bonus will get the same build underneath the perma values needed, even factoring in casting times.
5) Do not slot for Sleep. I think Blind can do Sleep but only on a secondary target. The effect is almost worthless. Slot for Holds and Damage though. It just depends on the power. Here is an expensive build that has perma-IW, perma-Hasten, and perma-PA. You might not make such an expensive build, but it gives you an idea of the kinds of things to shoot for based on the power.

Here is the build I'm playing with currently. My Earth/Kin is one of several projects so she has been slowly floating through the 40s, running on mostly generic IOs, and a little frankenslotting. But her build is designed to play from 1-50 on teams or solo (as slow as that might be). I am following the build below, and the build is effective whether I decide to keep it simple or spend the cash to go all out. The power picks and slot timing are the same because its a "play from the ground up" build. All I have to do is decide if and when to change out the enhancements. No respec needed.
Anyway, the build is right at perma-hasten with one application of Siphon Speed. It emphasizes both team play and self-sufficiency. Eventually the build is right at the soft-cap for smashing/lethal too. If you go into incarnates, being Earth/Kin, you have all the control, recharge, damage, recovery, and healing that you probably need, so the Alpha you take is very flexible and strictly down to taste.

Difficulty has kept me out of a lot of arcs. I've been against difficulty increases generally in COH, and the AE foes typically are too difficult or tend to ignore the things brought to the table by characters I like (controllers) and/or throw mezzes around too much. This is independent of my opinion of difficulty sliders (of which I generally approve).
Anyway, not every arc does it, but enough do that I've kinda given up. Mostly.

I havent read the whole thread but I want the "Breath of X" type animation for Tenebrous Tentacles. Like, I'd love my Rad/Dark to make a breathing animation just like Bile Spray or Frost Breath or something like that, but with a dark effect. It would look so awesome to breathe a black mist out and then have the tenebrous tentacles animation damaging/entangling the enemy. Sweet.

The reason I hate frost is because I can never hit anything with it. Maybe 2 guys. I have tried and tried. I suck with powers like Shadow Maul and the short cones in the melee sets as well. I just either have to pretend they are single target attacks or drop them.
Anyway I think I'll go for taunt maybe and just live with 45.5% defense or whatever.

As for Frost, it is the reason I've deleted every /Ice Melee tanker I've ever tried to make. I find it maddening. So I am not going to take it, even if I therefore have no AOE until 38 (and I won't).
As for the build, thanks, but the whole concept of the character is really built around the epic powers. School of Sharks, Bile Spray, and Arctic Breath. So I'm not interested in skipping those. In fact, scrappers can't get those, so I guess its good that I go ahead with the Tanker. If they ever give Ice Melee to scrappers, I can make an Ice/Shield or Ice/Ice or Ice/Energy scrapper or something weird using a different concept.
I will see if I can manage aggro with the stuff I've got. I do like your implication that I can probably do without Taunt. It will kill my soul though.
