That's really bad.
Manticore's leg is still visible behind States as is part of his back and his quiver, Citadel is a leg short, Synapse is *two* legs short and I don't know what that is between Citadel and BaB because it's not Citadel's arm at that angle. -
Service Pack is important as we've already had at least one issue with non-SP3 XP that's had to be patched into the launcher.

Any chance you can post the relevant chunk of the logs here? Or upload them somewhere we can get to if they're too big to post.
Also, what OS are you running? What Service Pack level and is it 32 or 64-bit? -
Int32 is a datatype in programming, specifically a 32-bit integer. Depending on whether it is signed or unsigned (i.e. positive and negative or only positive) then it has minimum/maximum values of -2,147,483,647->2,147,483,647 or 0->4,294,967,295 respectively.
The error you're getting implies that something that the launcher is recieving as part of the patching or checking process is outside of that bound, as to what, probably only the developers can tell you unless the "View Log" button provides any more detail as to the cause. -

Ah for the Blueyonder days when you could just ring up, ask 'em nicely and they'd stick you on a channel with less load.
Normally in these situations you'd try bypassing the router and connecting the modem directly, but of course you can't do that with these all-in-one monstrosities and I'm assuming you're not as sad as I am and have several spare cable modems lying around the house.
I know the Superhubs have been notorious for poor performance since they were first rolled out, but they were supposed to have fixed most of the issues by the time they deployed the 473rd (or thereabouts) firmware update for them. A quick glance at the VM forums suggests that this may not be the case -
Interesting, apart from the first two hops, you're taking exactly the same route as me and I'm not experiencing any significant issues, which points to an issue either with your local network or with the UBR you're hitting. You seem to be getting moderate packet loss all along the way, which is usually an issue on your end rather than something inbetween.
How are your machines connected to your router? Is it one of the terrible Virgin "Superhubs" or something that works? Wired or wireless?
Edit: Here's mine for comparison. As you can see, barely any packet loss along essentially the same route:

What are the issues that you're having? (Sorry, looked through your post history and couldn't find anything specific other that something about generally connectivity problems).

Very unlikely, TCP/80 isn't used for gameplay, only as a port for patching and if port 80 wasn't open outbound you wouldn't be able to connect to any websites.
Yellow spikes on the netgraph in a regular pattern are usually a symptom of packet loss, which would fit the rubber banding issues you're seeing ingame.
Does this happen at specific times of day or all the time? Do you experience speed/connection issues with any other games or websites?
Fire up a Command Prompt (Run as Administrator if in Vista/Win 7) and type the following:
Code:Let it run for 5 minutes or so (you'll just get a flashing cursor while it's working) and then open up C:\pathping.txt in Notepad and paste the contents back here (ideally inside [ code ][ /code ] tags to help with formatting). This should give us a better idea of where along the way between you and the servers your problem lies.pathping cityofheroes.com > C:\pathping.txt

The Hero MM concept doesn't really work; Heroes very rarely have minions.

Free-form power selection would, without question, lead to obscenely overpowered builds. I don't care how much you scale the power effects, there are extremely smart people playing this game who will figure out ways to break the system to their advantage.

Basically, water is really, really hard to do well in CG. It's possible to make it believable when it's a "static" surface (i.e. animated water in a static location) and if you're good you can make it believable in semi-static situations (rain, waterfalls, fountains, etc) but making it believable in a dynamic situation, such as would be required for a powerset, is extremely hard without throwing a ton of processing power at it (and even then it looks crap half the time).
Most of the really good stuff is either pre-rendered, tightly controlled in terms of the environment and what you see or running on ludicrous hardware.
Basically, the devs don't want to half-**** it and it's not easy to fully **** -
Sorry, that's kind of what I meant; it's mostly useful for higher level characters to select lower level recipes and filter out the higher level stuff you don't want. I didn't mean to imply anything about its effect on random rolls.

It's not just the ascension armour; all costume pieces from the booster packs, special editions and Incarnate system influence your component drop chance in trials.
Why do you think some peoples' costumes look so terrible? They're min-maxing their chances of v.rares. -
I had that stupid bug for a while when I first installed the Steam version; took me ages to fix it. It was, I think, caused by some kind of local file changes from a patch that Steam didn't like.
I'm a little cautious about suggesting a local file integrity check because you might end up reverting back to the GR launch version and having to update again, which would be a pain, but it might also fix it.
Interestingly, installing the NCSoft launcher seems to make it take over the duties of the old updater via Steam (i.e. launching CoX through Steam will fire up the NCSoft Launcher instead of the updater), so that is a possible option. -
If you're levelling up and are, say, Lv36 and really want that IO now, why would you get a Lv35 when you could have a Lv39? Sure you could wait until Lv37 and get a Lv40, but the difference in enhancement values are pretty tiny so it's not essential in most cases.
And the slider is only really useful for getting lower level enhancements, either because the sets are only available at levels lower than yours or because you want the benefits when exemped. -

Mender Ramiel in Ouroboros gives the "Incarnate Unlocked" arc. After than, any mobs that are Even Level to you or above (regardless of exemplaring, etc) can drop Shards. Shards can be used to make components that make Alpha abilities.
Running Incarnate Trials (Usually form in Pocket D as there isn't a "contact" as such, they use the LFG tab) both earns you iXP to unlock the other Incarnate slots and mobs on them drop Threads, which are like shards but for all 5 of the currently available Incarnate abilities (Including Alpha, you can use Threads or Shards to make them). You also get components dropped for getting Trial Badges and completing the trials.

The only one I can think of off the top of my head is Dragon Age 2 and it really wound me up because I'd just come back to playing CoX and was switching between them frequently so I had a 10-15 minute period of adjustment every time I started one of them up.

Of course, we shouldn't forget the good old days when a certain lead designer very much worked on the philosophy that it's not rewarding unless it takes you 45 minutes to figure out how to do it
Compared to 7 years ago, this game is extremely user-friendly.
