My Rad/Dark has two builds, one of which has mutation, fallout and vengeance, the other skips all three.
Mutation is handy for teaming, but fallout needs to be able to deal large amounts of damage. If you are choosing not to slot fallout, enervating field would be a better choice in that slot. Likewise, Soul Drain won't be all that useful with that slotting, and hasten would be a great power to substitute in there. (Or, for even better results, drop Dark Consumption and shift some of those slots around: with hasten and some global bonuses, you should have enough uptime on AM to obviate the need for DC entirely.)
Just two cents with some ideas to consider.
About the choices and slotting: I felt obligated to get Mutation, as a defender, and I thought the slots should be more devoted to aiding/debuffing...and increasing my +Ranged Def so that I actually live to do those things...rather than a nuke I can only use when someone face-plants, but still keeping it for my *Oh crap*. I certainly see the value in your logic and thank you for your perspective, however. I certainly would like some more recharge as well! -
I've been trying to figure out the best way to slot and IO this toon, and this is the best I've been able to come up with so far. I wanted to have decent Rech/Acc (both @ ~40%) as well as get over 30% Ranged Def. Anything else I'm missing? The endu seems manageable, which was my biggest concern with this combo initially. My budget is about $250M...which should be easily done considering I already have the Numina's unique in the SG base.

I *did* skip Enervating Field to work in my other powers.....all the sonic attacks have 20% -Res Debuffs in them too. Keep this in mind before you e-cruicfy me.

I'm sure others will chime in with other highlights....but you're going to want some +ACC on SoulDrain, which the Gaussians do not offer.

Wow.....arrogant much? FireKinMaster.......seriously. Grow up kid, and stop buying all that influence from those spammers.Also, you're overslotted....and you built yourself do do a debuff farm, so you built over softcap. Congrats for that simple math, those + and - get tricky.
I can farm just as well (or better) on a BM/Demon and do it by my own merits, without buying influence to have a toon worth a crap. Just so you know, farming is about the quickest in-game reward in the most efficient way. No need to get on a public forum in such an abraisive manner and make yourself look like more of a fool than you already do on Freedom [Broadcast]. -
Here's my planned cheap Fire/Fire build.....should be able to do it for under 150 million using AE tickets for salvage and a lucky roll or two.

I'm not sure people realize how much damage Hot Feet actually does to mobs, especially when you're capped to damage from FulcrumShift and then there's that containment bonus...plus the 20' range.
I ran herostats when I was farming Warriors a few weeks back and HotFeet actually out-damaged FireBall over the time of the farm. Cumulatively, it's unbelievably strong over the course of a run.
My vote: Fire/Kin all the way. They're popular for a reason! -
Just tossing in my cheapo DM/SD...not softcapped, but if you use inspirations as they come (and save a luck for a tight spot) you'll be good to go.

If you have the cash, swap Doctored Wounds for Panacea ... that improves your recharge, regen, recovery and hp. Since you have 6 times the +10% regen bonus then, you can remove the LotG: Defense from MoG and redistribute that slot (which you could do anyway, imho).
I would swap the standard EndMod IOs in QR and PP for a third IO from the Performance Shifter set and sacrifice some recovery (not that much) to add some more hp.
Otherwise, that looks like a really nice build......not than I'm a pro. -
Torrent is all knockdown not knockback....so it's a great way to open up a mob to lessen that alpha strike...which helps a LOT with WP from my experience as it gives RTTC time to work. It's not like the torrent from the dark mastery set that has oodles of KB....as long as they are equal level or higher it's just an awesome lasered footsweep. xD

Here's my Spines/Fire build....handles +2x8 BM/Warrior with no issues. Myself and another Spines/WP often dual farm for drops or SG lowbies....no issues at all. This build is an absolute beast with a kin keeping me fed with Fulcrum Shift.
Edit: Also worth nothing, I was never a fan of [Burn] until I figured out how to properly use it. It does have extra damage when the mob has spines through the stomach slowing them down and making them stay in the patch, but it's really nice to drop below you in a panic moment when [HealingFlames] isn't up, and to keep the bosses away (and out of melee range...those arrows don't hurt near as badly as the axe to the head).
My normal attack chain is to enter a mob, BU+SB+Burn+Throw Spines (run out of mob for cone of course)+ Ripper cone whoever is left, and Impale the scraggler. I also use inspirations as they come, but I don't rely on them to have an effective farmer. The build was also very cheap ,by most forum standards, rounding out at about 300M. It's probably my favorite AoE toon at the moment.

I've decided to pool most of my funds from a few different toons, and put together a (subjectively) great scrapper that's able to handle almost any situation. A friend of mine has one already at 50....mine is at 38 now, and so far it's a fun combo. I'm really unsure about how to do this toon's sets, but I'm looking forward to figuring it out.
Does anyone think you could actually get by without Stamina/PP in this build, just on the endu redux from Energize and PowerSink?

I also think Elec/Shield would be comparable for pure no boss farming, but lacks the single target damage to finish off bosses as fast as Fire.
Aside from farming, a F/S/B scrapper is a top notch all around scrapper. The single target damage make it a superior candidate for AV and GM killing (on teams). With Aid Self, you would also be a pretty solid AV soloer, though I personally did not go this route.
All that said, its going to be expensive to get to that point. But hey, what good is farming if you have nothing to spend it on, right? -
Will you be mostly soloing it, or do you plan on having help?
My SG mate has a Spines/WP that just wont quit....does stupid constant AoE and since the WP set is mostly passive, it's a breeze for him. If it ever gets overwhelming, he just tosses out Energy Torrent (all knock down, no knock back) and lets RTTC do it's thing. Spines/WP gets my vote for Solo...that could just be because there are 3,840,028 Elec/SD scrappers out there now too. XD
My 2nd vote would be for Fire/SD....more burst damage thanks to AAO+SC -> FSC, and pretty easy to softcap on a farming only build. Incinerate+GFS is usually all that's needed to finish off a Boss after that. The going gets a little slow when SC is down though, so I would build for +rech to keep that up as often as possible. -
Whirling sword is nice to give the mob a quick debuff while AAO saturates, giving you time to use BU+SC. I decided to drop it out of my build for the cone attack, and to help out with some AV/Pylon solo's.

Here's my planned respec build (dropping hasten for a few LoTG +Rech, and working in another attack). Softcapped Melee/Ranged and .5 shy on AoE, 230 Extra HP, etc..etc..
Endu Recovery may seem low to some of you, but this is how I have the guy currently slotted (save for that extra attack) and I *very rarely* need to pop a blue with the Perf Shifter Procs firing off so much. It's also a beastly BM farmer.

Alright....this is revision #3, trying to keep the Melee defense up but keep improving recharge time. Looks a lot like your build, except I chose Reslience for the SF:3% and Shockwave for the mitigation and Chance for Rech. I don't *think* endu usage will be a problem, even with just QR.

Not entirely sure why you took CP and PP in your build. As a claw/regen you shouldn't need those for endurance. In my build I went fire mastery so i could 4-slot char with basilisk's gaze to get another 7.5% rech. Also, taking fire blast allowed me to 5 slot decimation for a 6.25% recharge bonus. Then 5 slot fire ball with positron's blast (like you did with energy torrent). Taking fire mastery will get you a fair amount more recharge and damage. If you are set on taking body mastery, scrap a slot from somewhere and put a force feedback proc into the sixth slot in energy torrent. Preferably do the same with shockwave. I believe umbral covered everything else.

Other that the stuff I mentioned (and I mention it with a look of horror on my face), the build looks pretty decent. It's got decent +rech, decent +def, perma-DP (just barely).
The insightful tidbit I did take away from that post was the wasted Numina's Heal (for the 4th set bonus of Enhance Heal) so I dropped it out for a common healing IO in both FH & Integration.
I feel more like I'm defending my choices, than collaboratively improving at this point though........sorry for the "look of horror"....
Thanks for the tips Umbral. I've seen your Claws/Regen build and I'd love to roll that one day....just not anywhere close to that level of influence currently. -

As to the accolades, it's not that hard to get the accolades, at least in my opinion. The only ones that take a decent bit of time are TFC and Portal Jockey, but if you run the TFs to level 10-40 and Tina/Maria arcs 41-50, you'll get them easy (since those are actually some of the best sources of non-farm xp you can get). Atlas Medallion generally falls into my lap in the mid 30s (all you need to work on is the 2 Council defeat badges, the others just take a quick 10-15 min badge tour). Freedom Phalanx Reserve member is slightly harder than the Atlas Medallion, but if you spend 45 mins hunting down Fake Nems in Peregrine with a team, you should be able to get it at roughly the same time as Atlas Medallion. I've gotten all 4 of the passive accolades on all of my 50s. -
Good points by all....I'm having a hard time getting the rech up without purples though.
@Umbral - It will probably be a while before I get the accolades on this character (busy with my BS/SD & Spines/Fire) so I may just opt for the HP bonuses instead.
I swapped some things around (and essentially evened out my recharge since dropping the Fire ancillary made me lose some easy Rech) but I was able to go with PP instead of Fitness and picked up Energy Torrent for some mitigation when my click heals aren't back up yet. I would have preferred to keep Fireball for farming, but oh well. Do you all think the Melee Def increase will be enough to offset the lack of Rech?

Looking for help and direction with a Claws/Regen that's been collecting dust for a while now. I did a few runs with the toon last night on BM and forgot how fun the combo was, and how solo-survivable Regen can be.
Any help is appreciated...this is just a first shot at a build. I'd like to keep it under 600 Million if possible (which doesn't help with purples, I know).

Here's my planned build...still tweaking but so far I feel good about it. Decent regen and recovery, low idle endu usage, and *almost* softcapped to all 3 (okay a few short on AoE but close!). You could swap the -KB pro on CJ for a LoTG, and add a few more around the build (Grant cover, Phal. Fighting, etc...) But I don't think Shield Charge and LR coming back 5 seconds faster is worth the extra several hundred million for all the LotG 7.5's.
