looking fora elec/sd softcap build
Here's my planned build...still tweaking but so far I feel good about it. Decent regen and recovery, low idle endu usage, and *almost* softcapped to all 3 (okay a few short on AoE but close!). You could swap the -KB pro on CJ for a LoTG, and add a few more around the build (Grant cover, Phal. Fighting, etc...) But I don't think Shield Charge and LR coming back 5 seconds faster is worth the 400 mill.

ok think i finally came up witha softcapped build. the only thing is for some reason phalanx fighting is not adding its 3.75% defense to ranged so ranged looks like it is not softcapped. but if u click PF off and then back on u will see it not adding to it.

Options -Advanced - Database Editor - Main Database Editor - Scrapper Defense - Shield Defense - double-click on Phalanx Fighting - Effects - double-click on 3.75% Defense(Ranged) - set the Affects drop down to "None" - then click Ok, Ok, Save and Close.
This is what I went with, personally. Softcapped to all, 25 HP/sec regen, 4.15/s Recov. Not as much recharge as I wanted, but oh well.
I've had a fully IO'd Elec/Shield brute, and I found that 3.4/s Recov wasn't quite enough, so I went a little nuts on this one.

Isn't the exemp'd availability of global IOs dependent not upon the availability of the slotted power but upon their level and the exemp level?
I think it's dependent on which global IO it is. I think the items that Proc (like damage Procs, Miracle, Numina, Performance Shifter, +stealth, ect), it doesn't matter what level it is, but you have to have (and activate if necessary if not in an auto power) the power for it to go off. Other ones that give you global bonus (LotG, others I can't think of offhand), you only need to have it within level range +3.

There are these nice little things called end reductions lol. With full sets of makos, ToDs, obliterations in the tp aoes, and scirocco's in jacobs/t-strike, there should be enough end reduction in your attacks. Generally with moderate end reduction via IOs around 2 end/sec is roughly good.
My elec/shield has all toggles, plus maneuvers, and slotted FA right now, slotted stamina, and unslotted PP, and he doesnt run out that fast. And this is with unslotted PP, a numina unique + 1.5% recovery, and zero end reduction in powers right now.
I'd probably say roughly 1.5 e/s he has, with no end reduction. I can't imagine having much issues with attacks doing roughly 40-50% less end, the toggles having some end reduction, and with 2 e/s. With OWTS as an end boost backup too nonetheless.

How much recharge do you have?
I'm speaking from personal experience, and I know 3.4 isn't enough; I know 3.8 isn't enough.
Thunderstrike, LR, and SC all have Obliteration. When Thunderstrike costs 8 end, Lightning Rod/Shield Charge 11 end(each), You're going to run out. Especially when you can do the LR/SC combo every 30 seconds.
If you're slotting 6 Obliteration (for the 3.75% Melee Defense), you're getting a whopping 18% Endurance reduction. That's around the same as a DO? Now consider that your attack chain will include those Obliteration-slotted powers, you're going to hurt for endurance.
Of course, I also never stop from mob-to-mob, and I'm known as a "slightly" aggressive player.
On a similar note, I changed my build from Phys Perfection to Pyre mastery, simply because Fire is more fun. 91% Recharge, too.

However; 3.55/s endurance recov, and I can sap it very quickly, even with .83/s drain.
Here's my planned build. Nearly 2.1k hp, 47.5% +rech, 31.4 HP/sec regen, nearly 4 end/sec recovery with PS procs averaged in and of course soft capped. Endurance looks sustainable and if I run into problems I can always pop Conserve Power. To help with the recharge of LR and SC (which are at 38 sec each) I have a FF +rech proc in Thunder Strike. I also tried to avoid expensive but useless enhancements (such as Zephyr -KB) because I hate having those in my builds.
I'd class this as a medium to high budget build.
EDIT: I'm not sure if this is my newest version which has Active Defense slotted with 2x Membranes and the third slot moved to Thunder Strike in the form of a FF +rech proc. If it isn't, it's an easy change.
