It's funny, I don't consider The Fool to be a gag prize, since it gives quite a large recharge bonus which should offset the ToHit penalty.

Heightened Speed is twenty minutes of 'you jog a bit faster'. Whoever thought Heightened Speed was something other than a gag prize clearly never picked any travel powers ever.
  2. Can we get this either changed or removed? Because at the moment, it's the real gag prize of Secondary Mutation, rather than Devolution.

I suggest adding a minor recharge boost to the power, in addition to the laughable speed increase, to make it a tiny bit less insulting.
  3. Simple, replace 'grapple with hands' to 'grapple with MIND', toss your opponent about like a child's doll (Unless they have KB protection, in which case you're screwed :P)

Personally, i'd like a control set that focussed on ragdolling the enemies, especially since ragdolls are a tad broken at the moment, meaning infinite free hits!

Either way, I don't imagine either ideas can or will happen.

Of course, that was changed VERY fast
  5. Well, to avoid another GOD scenario with myself (Seriously, a tricked out WP Tank is enough to make me think everything else is puny) i'd probably go with two Blaster primary sets, and a Fury inherent.

    ULTIMATE.

    DAMAGE.

The epitome of a Glass Cannon.

One can dream, I guess. One can dream.

Could this be the midway point? Because on a /SR character, it can make a mission a "Yay!" or a "Nope" just by looking.

    ---

Anyway, there are ways to deal with Super Stunnes.

    Solo.

In big groups, not everyone is willing to do so or simply doesn't care or doesn't know. Super Stunners tend to go down so fast that, by the time you get that Nemesis Staff ready, they've already hit the floor (And back up again). And if it doesn't get defeated by the Staff, then you're a "KB noob lrn2play etc. etc."

And really, it's worth mentioning that for a KB-defeat to work, you first need to stand away from the Stunner, far enough that the Rez won't activate. Otherwise, the attack will defeat them, THEN knock them back, thus they still get their rez.

    --

So, in conclusion, an easily preventable power (Provided you're fortunate enough to have Nemmy staff!), if you're on your own.
  7. There's also the case of where this 'freeform' class stands in terms of defence caps and the like, though, even with Blaster level caps, it would still be way over-powered.

This also stretches to inherents. What good is a Brute's Super Strength without Fury? What inherents, if any, would a free-form class have?
  8. When you start introducing free-form classes, you get two things:
    1. GOD builds, ones that destroy absolutely everything in their path, bar none
    2. Everything else

As was and still is the case with That Other Game, there were a select few GOD builds which could take on anything the game threw at them that wasn't basically insta-death. I, myself, had one of these characters. Fighting and defeating level 30 bosses at level 20 ... something has gone wrong there

The downside of that was, that every other character I made felt pathetic in comparison. Where as GOD could fight about 10 enemies at a time, some of my other 'proper' characters could barely manage three.

Believe me, IF (And, if fonts would allow a font the size of the screen, I would use it) a free-form selection was ever implemented, you could expect GOD builds within the hour. People soloing incarnate trials, hamidon, you name it.

So, this will be /unsigned from me.
  9. Headline of the Paragonian Watch

    DISGUSTING

That is what was said today, following the raid of a bank by four villains dressed as some of Paragon's finest and recently passed away heroes.

The villains, identified as Blackwell, Miss Rad, Lockout and Cesspit, costumed as Statesman, Sister Psyche, Miss Liberty and Manticore respectively, made off with thousands of dollars and evaded capture by the heroes that arrived on the scene. Afterwards, they proceeded to the nightclub Pocket D to gloat about their exploits, reportedly attracting the ire of the majority of the patrons.

"It's disgusting" Detective Kips said in a public interview "In all my years on the force I have never seen anything so disrespectful. Heroes like Manticore and Statesman, rest his soul, deserve more than to be masqueraded by criminals without even a shred of common decency"

PPD are looking into the case. The four villains have understandably been placed on the top of many heroes 'To get' lists, though PPD officials feel the need to stress restraint.

"They're monsters" Kips said "But they're human. That means they can spend the rest of their lives behind bars."

Well, I have more than a few characters that will be rolled as Water Blast when it's release, some of them quite high-level, it'd be good to keep the progress without having to reset.

And any stuff about "the journey"?

Screw "the journey", i've played long enough to have done "the journey" several damn times, I want my damn levels

Not that this'll ever happen, guess it'll be a Rikti Warzone/Dark Astoria job then
  11. I don't often do respecs, but I agree they could make the process a bit smoother. However, I think there's a problem with implementing Mids with City of Heroes for a number of reasons, none of which I can remember fully right now.

    Anyway, i'd back this
  12. With all the new powersets that are planned for release, something like this WOULD be good.

But I really, really doubt it'll ever happen.
  13. Well, as long as they don't turn Malta into ULTRA CYBER NINJA SOLDIERS GO! then everything will be okay.

Though, I wouldn't mind this as a costume set. Especially with a P90

Not that it can't be done, but the amount of time and effort and likelihood of braking something big time mean that the chances of this ever happening are so minute as to fit under the door.

If they DID find a way to pull it off without reversing gravity, then expect them to be going for 1,200 points in the Store, because I can say now, they won't be free and they won't be obtainable by any other means.

    I'd be up for either.

Whilst they're at it, could they stop having them stand in the middle of the street in plain sight? With big robots behind them? Discussing their plans in public?
  16. TheShattered

    next great idea

If they were somehow able to integrate Mids and City of (As in, loading your build onto a character so it automatically picks powers etc.) then that would be great. Unlikely to happen, but great nevertheless.
  17. TheShattered

    next great idea

/unsigned just on principle of PayToWin. We're already pretty close, no point in stepping the gap.
  18. ((RL isn't leaving much room atm))

The redcoats looked at each other, then back again. One of them spoke up.

"We will conduct our research on foot. Much of what we have to do is for our eyes only."

The one that spoke nodded the rest away, who began moving towards the main gate with their equipment. He looked up at the craft, then back down again.

"Impressive though it may be, we'll leave you to your work, whilst we do ours."

He nodded, somewhat respectfully but more out of courtesy than anything else and headed back to the main tower, to acquire the use of a guide and some sort of ground transport.
  19. In the afternoon print of the Paragon Observer..

    FOUR DEAD IN SHOP KILLING

Early this morning, at about 10am, business was steadily picking up at Fine Threads store in northern Steel Canyon. Then, about thirty minutes later, an unnamed criminal wanted in connection with other numerous murders stormed the store, attacking anyone who got in their way.

Overall, ten people were reported injured, and ambulance crews announced three had died at the scene. Another died in hospital.

The suspect reportedly went straight for the only till operator at the time, Archie Roland. Roland, aged 24, was known as a low-level Mu, and is the second in a number of weeks to be targetted regarding Mu.

Police authorities can confirm that the suspect is the same one involved with the attack on Professor Julian Hardave, who is still recovering from the assault he barely survived, as well as the attack on known mystic cults.

Arachnos authorities have also chipped in, saying that the suspect is wanted for numerous murders and attacks on civilians, criminals and authorities alike.

As the situation begins to escalate, authorities are being pressed to elevate the situation into a city-wide manhunt, before more casualties crop up.

Anyone with a Mu-background, abilities or involved with Mu in anyway are urged to be extremely cautious and never travel alone.
  20. Well, i've tried Electricity Blast once or twice, and I have to say that it's a good set. Perhaps not the most damaging, but i've found nothing wrong with it.

I can't say how well it goes with Mental Manipulation, but having tried it with Electricity Manipulation and Fire Manipulation, it performs well for both. With Fire Manipulation, you end up having 8 AoE attacks (Most of which are PBAoEs) then two more depending on which APP/PPP you choose. Then another one if you give them a Judgement Power.

    A new intro.

I preferred the old login screen music. Sure, it was hella dated, but it was catchy and definitely heroic sounding (Same for the villains on, that oozed villainy)

OminousVoice did some re-mastered versions of both, and they're pretty much on the mark for 're-mastered login music'

This current one is .. well, it's good, but it sounds like a mix of Hero/Villain/Praetorian.

    Celestial Armour

If you thought the back pieces and the rifle were bad, wait until you see the War Mace....

(Personally, I think the Celestial Set was fine and worth the money)
  24. Another headline appears in the Paragon Observer

MURDERER ON THE LOOSE: TARGETS KNOWN CULT

PPD in Steel Canyon were surprised when several members of a known cult arrived at the station to hand themselves over. The members, who were identified as lower ranking members, were covered in human blood and were visibly shaken.

The cultists gave details of a brutal attack, and is believed to be connected to yesterdays attack on Professor Julian.

The cult members are still in police custody until records can be found of any crimes they may have committed, but believe that a jail cell is a safer place for them for now.

PPD are urging anyone of Mu heritage to contact PPD as soon as possible.
