Well, I never did like overcomplicated under-documented systems. This is just another "caveat emptor" instance of that.
I would go with the 15% chance proc then simply because it is easier to understand, thus likely more predictable, and wouldn't be wasted money like the other if it didn't perform as expected. -

Essentially, my calculations were "in a vacuum" irrespective of the power they are placed in.
So yes, 2 PPM would be better, unless things get screwed up more than anticipated with AoE powers.

Actually, I did assume a toggle with a "every 10 seconds proc check", but I don't think the power matters so long as they are in the same power. -

15% chance means 1 per every 6.666 proc attmepts, which occur every 10 seconds making it occur once every 66.666 seconds.
If my math is correct, the store bought(or reward merit purchase) proc is the better option.
(Edit: Though I have no idea how they actually calculate the 2 PPM, and it's still random chance which depends on luck.) -

I've had enemies flopping in air, after going over a ledge, like they're in a geyser or on a yo-yo, even when there is no object/scenery close enough to make them do that.
They still take a long time to get up, though less than they did before.
So yes, it may be "better", but the problem is still there. -

We don't even get "when they feel like it" email support. We get NO SUPPORT and even INCORRECT AUTOMATED SUPPORT!

Are those facts obvious enough for you now?
This company treats paying customers like crap if they don't pay the maximum(subscribing plus possible cash shop purchases).
It doesn't matter if you spend a hundred dollars per month in the store.
You get no support unless you complain so loudly(like calling them up, getting your bank involved and likely threatening to sue because you didn't get what you paid for that they said you would get) that they would be completely insane to ignore.
That's an absolutely stupid business practice. -
This is the same as the Sister Solarris known issue bug above.
I've also seen it on the arc from The Pilgrim in villain side Ouroboros as well. In fact, it happened to every additional NPC along his arc.
Something tells me they accidentally put the waypoint setting commands out of order with the contacts' dialog in the code. -
Corruptors, in character creation at least, can't view what secondary effects msot of their powers have because the info cuts off at "2.5" where it is attempting to show how Scourge behaves.
Sets like Radiation Blast no longer say "-18% defense"(or whatever it is) because that info is not listed anymore.
I think this is a pretty serious issue. That information is important, but apparently the only place to get it is now in Mid's Hero & Villain Designer, not the game that is supposed to give that information. -

My guess?
Knock-back enhancers only affect knock-back, not true knock-up.
Knock-up is often just represented as low magnitude, below 1.0, knock-back. That kind is definitely enhanceable.
True knock-up works differently to allow more magnitude.
And yes, I think it is a bug that has been present with Levitate since....forever pretty much. -

If we file a ticket in game and reply to the automated email(because the system is stupidly classifying the issue wrong and the issue needs resolution ASAP), we get another automated email saying, essentially, "we're sorry, but we cannot provide support for this issue, please check our only knowledge base for solutions to common issues", AS IF WE COULD EASILY SOLVE THE PROBLEM!
They don't care about any money except the ones who pay the most, subscribe and cash shop.
And obviously, I've been here long enough to work around even uncommon issues, but the issues I need help with certainly are not fixable on my end, least of all with a stupid FAQ.
So, I stand by my assertion that Premium members get NO SUPPORT. -

You're just a fan of AMD/ATI despite all the obvious problems with them, which I find being more blind than I am.
(Edit: Yes, I would use AMD/ATI if they were more reliable, or at least just as reliable and lower price, than Nvidia ones. I would even use a completely different brand if I could, but I go with Nvidia because of the performance.)
So....sorry for actually suggesting the simplest and easiest course of action, that I know of, rather than trying to peddle "my favorite" despite the aggravation it would cause, like you are. -

Like most people(people in general), they just didn't see a problem with "the way things were" for a long time. When they finally did, it wasn't hard to come up with the solution they did, just took forever to finally put it in practice due to priorities being elsewhere(this game is notorious for this too).
2) It will likely work here. The grouping systems are practically identical in both games, "form structured group with specific number of people to enter specific instance".
3) City of Heroes is stupidly cryptic(pun intended) with ubiquitous systems.
The developers did not make anything intentionally obvious or simple to understand. Anything that is simple to understand is only so because we are either used to MMOs or it would be obvious to a 5 year old child.
Of course, nobody uses the LFG system as intended. It's frequently buggy, not simple and obvious and just plain a PITA.
Also, people don't like grouping with random others when they're after "quick rewards". They want to be in control and reliably get the reward with minimal aggravation.
Even that competitor has to deal with this, though they have made content easier when done through the "LFG function" they have in order to facilitate the "we'll take anybody" mentality that such a system needs.
This game doesn't make content easier(while still just as rewarding especially) with the LFG function. It just makes forming groups more questionable.
Thus, nobody uses it if they have a choice. -

Yes, it's a game issue, but it usually is an issue with only AMD/ATI graphics cards. -

I think that would take a complete recode of the entire game to be simpler code, easier to patch later and more efficient(by far since this game works worse than much older games even), which sadly is not going to happen. Maybe they have a sequel planned to do everything better.
I was just saying the solution I have found to that power tray issue is to move the tray to the bottom side of the screen(the side it is on by default), which ensures it doesn't move. Moving it anywhere enough distance from the top is key though.
The inspiration tray also closes every time you login if the trays are at the top of the screen with an anchored inspiration tray as well, again because of the function of the window coded only for the default position. -

AA tends to have a bit of trouble with occlusion, or occlusion with AA, for one. Those settings also increase the load on your graphics quite a lot, which can cause a graphics driver crash and reset(black screen) if your system is already pushing graphical load very high.
This tends to happen most often when your graphics card is overheating.
Get a temperature monitor for it if you can and try to keep it below 70 degrees Celsius.
If you must have AA on, try turning off occlusion or lowering out of ultra mode, or lowering other settings even.
Turning off shadows will likely help a lot. -

I do that all the time because of the absolutely horrendously slow load of the market, and it's severely bad effect on my ping(lag) and even graphics load.
You really seem to have designed the market interface to be as inefficient as possible(no information stored client-side so it reloads every time) and now you make it crash when we close it because we're tired of waiting, accidentally clicked the market button or just want to avoid a lag crash or fight an enemy that came up while it was opening??
This game is a piece of crap, despite how fun it can be when it actually performs well enough. -

They want kidnapped NPCs to "look for the first opportunity to run", which is why this works the way it does.
The allied ones tend to work this way just because of that as well, though some don't have any issue following stealthed players due to the attempt a long time ago to fix allied NPC following.
Yes, it is WAI that we have to detoggle stealth powers, even though they provide more than just stealth and stealth is meant to be the main defense of some characters.
They don't care if it doesn't make sense that the player can't just say "go forward, I'm right here" while stealthed or the fact that it cuts other buffs off when toggled off.
They just wanted to make it more of a PITA to drag these NPCs around than it already is with their slow speed and common vulnerability to damage.
Along with ambushes that ignore stealth and other stealth ignoring enemies, the Devs are telling players who use stealth, and archetypes designed to rely on it, to "go to h e double hockey sticks". -

Buy a Nvidia card if anything. They tend to be easier to get running well, and have fewer issues with new drivers. -

When this happens Firefox will freeze briefly even when you are no longer watching videos. This makes scrolling the page, typing in a text box, etc a pain because it freezes every few seconds. It used to be that it only happened occasionally and restarting Firefox would fix it, temporarily, but lately it happens almost every time and I've had the problem persist even after restarting Firefox. I finally just had enough of it.
There have been some reports of the same issue in Chrome but I've yet to see it.
I don't know what to say. I just thought you meant that as normal Firefox operation, which suggested a low-spec computer. -

One thing I suggest is to turn v-sync on so that your FPS caps at 60. All those extra frames are unnecessary(you can't even tell the difference except when the FPS drops by a chunk, due to the increased load of running 120 fps, even if it stays over 60) and loading your GPU too much.
You could also use the "/maxfps" command to set your fps lower without turning on v-sync, such as "/maxfps 60" for 60 fps.
Also, anytime you enter a zone/area of a zone with a lot of people using powers(even just toggles that animate at all) you will encounter a severe fps drop. That is just the way it works.
